About this file
This is a Justification and Approval (J&A) document for a non-competitive bridge contract award to Merchants Foodservice (dba Performance Food Group) by the Defense Logistics Agency (DLA) Troop Support Subsistence Supply Chain.
The proposed contract, SPE300-26-D-3006, is a 315-day Indefinite-Delivery, Indefinite-Quantity (IDIQ) bridge contract with fixed pricing and Economic Price Adjustment (EPA) provisions, effective February 1, 2026, through December 12, 2026. The contract provides full-line food and beverage supply support for all authorized DLA customers in the Mississippi and Louisiana region. The estimated total contract value is $15,821,666.58, with a guaranteed minimum of 10 percent ($1,582,166.66) and a maximum value of 300 percent ($47,464,999.75). The contracting officer determined that the anticipated cost to the Government is fair and reasonable. This bridge contract is necessary to maintain continuous, uninterrupted food supplies during the up to 120-day ramp-up period for a competitive follow-on procurement and to ensure full operational capability during the transition. The sole justification for the non-competitive award under 10 U.S.C. § 3204(a)(1) is that only the current contractor possesses the required foodservice supplies through a fully implemented STORES catalog system within the compressed timeframe, and any other source would result in unacceptable delays. The previous competitive IDIQ contract (SPE300-21-D-3314) was awarded February 19, 2021, and expired after five years. A SAM.gov notice will be published, and all future acquisitions for these requirements are anticipated to be competed on a full and open competition basis.
