About this file
This is a Justification for Other Than Full and Open Competition document approving bridge contracts for the AbilityOne Base Supply Center (ABOBSC) Tailored Logistics Support (TLS) Program.
The Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain is authorizing 180-day bridge contracts effective April 21, 2026 through October 18, 2026, with a total program maximum dollar value of $150 million. The bridge contracts will be awarded to all sixteen existing AbilityOne contractors to maintain supply continuity while a competitive follow-on contract is being awarded and implemented. Supplies provided under the ABOBSC TLS program include computer accessories, desk supplies, shipping supplies, printing supplies, environmentally green cleaners and detergents, disposable paper products, safety equipment and apparel, OSHA-compliant products, organizational clothing and individual equipment (OCIE), DLA items, unique military items, tactical gear, office furniture, space planning, and installation support. The existing contractors are Alabama Industries for the Blind, Alphapointe, Arizona Industries for the Blind, Associated Industries for the Blind, Beacon Lighthouse Inc., Blind Industries & Services of Maryland, Central Association for the Blind and Visually Impaired, Cincinnati Association for the Blind & Visually Impaired, Envision, IFB Solutions, Industries for the Blind and Visually Impaired, LC Industries, San Antonio Lighthouse for the Blind and Vision Impaired, South Texas Lighthouse for the Blind, The Lighthouse for the Blind Inc., and Virginia Industries for the Blind.
The justification is based on 10 U.S.C. 3204(a)(1) authority for sole-source awards, citing the necessity to maintain continuity of support and avoid unacceptable delays. The contracting officer determined that ceiling prices established at original contract award will continue to serve as the basis for fair and reasonable pricing, with post-award competition on delivery orders. The requirement will be published on SAM.gov, and the justification will be made available for public inspection after award. Award of the competitive follow-on initiative is projected to occur before the bridge contracts expire.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
ABILITY ONE BASE SUPPLY CENTER (ABOBSC)
TAILORED LOGISTICS SUPPORT (TLS) PROGRAM
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment (C&E)
Supply Chain, is the contracting activity.
2. The action being approved is the ability to solicit for DLA requirements on an Other than
Full and Open Competition basis.
3. The proposed actions for approval are bridge contracts for a period of 180 days to provide for the purchasing of materials and installation support under the AbilityOne
Base Supply Center (ABOBSC) Tailored Logistics Support (TLS) Program contracts to support the requirements of military installations and federal activities worldwide. This includes coverage for award and implementation of the competitive follow-on ABOBSC
TLS second generation. There will be no changes to the scope of the items supplied under the contract. Supplies to be provided under the ABOBSC TLS program include but are not limited to: Computer Accessories, Desk Supplies, Shipping Supplies, Printing
Supplies, Environmentally Green Cleaners, Environmentally Green Detergents, Disposable Paper Products, Breakroom Supplies, Kitchen Cleaning, Pro-grade Tools, Lighting Equipment, Paints, Painting Accessories, Padlocks, Safety Equipment, Safety
Apparel, Floor Mats, Safety treads, OSHA Compliant Products, Organizational Clothing and Individual Equipment (OCIE), DLA Items, Unique Military items, Tactical Gear, Office Furniture, Space Planning, and Installation Support.
The proposed bridge contracts will have an effective period of April 21, 2026 through
October 18, 2026. The total program maximum dollar value, for the proposed bridge contracts is $150 million for the period of 180 days. If a competitively awarded contract is issued ahead of the projected timeframe, orders will no longer be placed under the bridge contracts.
The ABOBSC TLS Program is a multiple award program with post-award competition of delivery orders. The contracts were competitively awarded to sixteen (16) AbilityOne businesses. The contracts are SPE8EZ-21-D-0001 with Alabama Industries for the Blind;
SPE8EZ-21-D-0002 with Alphapointe; SPE8EZ-21-D-0003 with Arizona Industries for the Blind; SPE8EZ-21-D-0004 with Associated Industries for the Blind; SPE8EZ-21-D-
0005 with Beacon Lighthouse, Inc.; SPE8EZ-21-D-0006 with Blind Industries &
Services of Maryland (BISM); SPE8EZ-21-D-0007 with Central Association for the
Blind and Visually Impaired (CABVI); SPE8EZ-21-D-0008 with Cincinnati Association for the Blind & Visually Impaired; SPE8EZ-21-D-0009 with Envision; SPE8EZ-21-D-
0010 with IFB Solutions; SPE8EZ-21-D-0011 with Industries for the Blind and Visually
Impaired (IBVI); SPE8EZ-21-D-0012 with LC Industries (LCI); SPE8EZ-21-D-0013 with San Antonio Lighthouse for the Blind and Vision Impaired; SPE8EZ-21-D-0014 with South Texas Lighthouse for the Blind; SPE8EZ-21-D-0015 with The Lighthouse for the Blind, Inc.; and SPE8EZ-21-D-0016 with Virginia Industries for the Blind. The current program maximum is $360 million. This justification authorizes the award of sixteen (16) bridge contracts to all of the ABOBSC TLS vendors with a total program maximum dollar value of $150 million and a contract expiration date of October 18, 2026.
4. The statutory authority permitting other than full and open competition is
10 U.S.C. 3204(a)(1), as implemented by Class Deviation 2026-O0017 Revision 1 –
Revolutionary Federal Acquisition Regulation (FAR) Overhaul Part 6, Defense FAR
Supplement (DFARS) Part 206, and Revolutionary FAR Overhaul Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
5. The use of this authority is necessary to maintain continuity of support for ABOBSC TLS
Program customers worldwide as award to any other sources would result in unacceptable delays in fulfilling the Agency’s requirements. The sixteen (16) ABOBSC
TLS Program vendors have customer support representatives and supplier and transportation arrangements in place, an understanding of customer requirements and the ordering process, and established systems interfacing with DLA Troop Support.
Failure to continue performance without bridge contracts awarded to the current
ABOBSC TLS contractors will result in unacceptable delays in fulfilling agency requirements.
It is essential that DLA Troop Support maintain the ability to purchase ABOBSC equipment to support customers worldwide during the period before the follow-on contracts are awarded and fully implemented. The proposed bridge contracts will ensure continuous contract coverage, with post-award competition of delivery orders, providing for an uninterrupted supply of vitally needed ABOBSC equipment. If program coverage lapses, it will result in mission failure. DoW and DLA’s ability to provide much-needed, vital supplies will be significantly impaired, as there is no other DLA contract vehicle/program that can support the requirements at the performance levels required in the current timeframe.
6. This requirement will be published to Contract Opportunities Point of Entry website at
SAM.gov. In addition, this justification will be made available for public inspection after award, in accordance with RFO FAR 6.301(b).
7. As the Contracting Officer, I hereby determine that the anticipated cost to the
Government will be fair and reasonable. Ceiling prices for Price Evaluation List (PEL) items were determined fair and reasonable at award and final period pricing included in the original contracts will continue to serve as ceiling prices. Prices will be determined
