About this file

This document is a Justification for Other Than Full and Open Competition (J&A) for full foodservice prime vendor support for customers in the Norfolk, Virginia Land Region. The Defense Logistics Agency (DLA) Troop Support, Subsistence Supply Chain is seeking an Indefinite-Delivery, Indefinite-Quantity (IDIQ) fixed-price bridge contract with US Foods Raleigh, effective January 8, 2026 through April 17, 2027. The proposed bridge contract (SPE300-26-D-3004) will support Subsistence Prime Vendor (SPV) requirements for all authorized DLA land-based customers in Norfolk, VA and surrounding regions, providing a full line of food and beverage items.

The estimated total dollar value for the bridge contract is $66,086,974.66, with a guaranteed minimum of $6,608,697.47. The contract aims to prevent unacceptable delays in fulfilling agency requirements by maintaining continuity with the current contractor. The solicitation for the follow-on acquisition was issued on September 17, 2025, with anticipation of future acquisitions being competed on a full and open competition basis. The bridge timeline allows for evaluating proposals, completing award documents, and implementing a contract within 120 days, ensuring uninterrupted food supply for DLA customers in the specified region.
