About this file
This is a Statement of Work for rental equipment required by the 823rd RED HORSE Squadron at Mountain Home Air Force Base (MHAFB), Idaho. The contract performance period runs from April 15, 2026 through August 30, 2026, with equipment deliveries occurring Monday through Friday between 6 AM and 6 PM, with a minimum of 48 hours' notice required. The contractor must deliver 11 pieces of heavy equipment to MHAFB, including an excavator, water truck, dump truck, loader with fork attachment, backhoe, mini excavator, tracked skid steer, walk-behind roller, scissor lift, off-road scissor lift, and telehandler. Equipment specifications reference CAT and other manufacturer models as primary or equivalent alternatives. All equipment must be delivered in good working order per manufacturer, OSHA, and DOT requirements and operate on construction-grade diesel fuel. Estimated usage ranges from 160 to 800 hours per unit depending on equipment type, with individual rental periods varying from one to five months within the overall performance window.
The contractor is responsible for all transportation, field service repairs, preventative maintenance, and operator maintenance supplies. Repairs must be completed within 48 hours of notification, with a qualified Montana-licensed mechanic provided by the contractor. For preventative maintenance exceeding eight hours, the contractor must provide a suitable substitute. Normal wear-and-tear repairs are contractor responsibility; negligence or operator error damages require three repair quotes for reimbursement. All equipment requires daily inspection checklists, and the contractor must maintain diesel exhaust fluid levels. The contractor must comply with military installation security procedures, maintain valid identification for personnel, provide a supervisor available during work hours, and ensure immediate reporting of environmental spills or incidents. Equipment delivery will be coordinated with Capt. Ryan Stancil (ryan.stancil.1@us.af.mil), the 823 RHS Project Engineer, with specific drop-off locations confirmed prior to delivery.
