Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand names from CS&P TECHNOLOGIES for fluids systems components. The total estimated period of performance or lead-time for delivery is 09/01/2026-12/01/2026.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This effort is for procuring spare components for KSC Propellants and Life Support Services (KPLSS) equipment supporting Artemis systems. The list of spare components are developed using contract documentation and audits of the systems. The spare components are required to be like-for-like replacements without additional design engineering. These systems are used for supporting real-time operations for spaceport users’ launch and test activities. The listed brand names manufacture the specific components used for the KPLSS system.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Like-for-like replacement spare components in inventory are required for this system. There is a potential for critical component replacement required during real-time support operations. There cannot be any compatibility concerns with the replacement spare components in inventory. Procurement of non-approved components would require costly system modifications and could damage or degrade system performance. Non-approved components which are incompatible with the system poses a high-risk of delaying launch as the system would not be ready to support.
