About this file
This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name. The recommendation selects a brand name justification approach rather than a sole source procurement. NASA Shared Services Center intends to solicit only from vendors capable of providing components manufactured by 3B Filters, Anderson Greenwood, Ashcroft, Fluid Mechanics, Tescom, Worcester Controls Corp, and Flexim. The estimated period of performance or lead-time for delivery spans from 09/01/2026 through 12/01/2026.
The procurement is for spare components supporting the KSC Propellants and Life Support Services (KPLSS) equipment, which provides critical support to Artemis systems used in real-time launch and test operations at the spaceport. The spare components are identified through contract documentation and system audits and must serve as like-for-like replacements without requiring additional design engineering. The justification emphasizes that using non-approved components from alternative vendors would create compatibility risks, necessitate costly system modifications, potentially degrade system performance, and pose a high risk of launch delays. The document was prepared by Jackson Bank, Technical User, and dated 7/24/2026.

ATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter
Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand names from 3B FILTERS, ANDERSON GREENWOOD, ASHCROFT, FLUID MECHANICS, TESCOM, WROCESTER CONTROLS CORP, and FLEXIM. The estimated period of performance or lead-time for delivery is 09/01/2026-12/01/2026.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This effort is for procuring spare components for KSC Propellants and Life Support Services (KPLSS) equipment supporting Artemis systems. The list of spare components are developed using contract documentation and audits of the systems. The spare components are required to be like-for-like replacements without additional design engineering. These systems are used for supporting real-time operations for spaceport users’ launch and test activities. The listed brand names manufacture the specific components used for the KPLSS system.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Like-for-like replacement spare components in inventory are required for this system. There is a potential for critical component replacement required during real-time support operations. There cannot be any compatibility concerns with the replacement spare components in inventory. Procurement of non-approved components would require costly system modifications and could damage or degrade system performance. Non-approved components which are incompatible with the system poses a high-risk of delaying launch as the system would not be ready to support.
