Performance Work Statement – NASA Stennis Space Center 30-Day Acoustic and Vibration Monitoring Campaign
This Performance Work Statement (PWS) defines requirements for a comprehensive 30-day noise and vibration monitoring campaign at NASA's Stennis Space Center (SSC) to quantify acoustic and ground-borne vibration exposure from rocket engine testing operations. The Contractor shall deploy, operate, and retrieve 73 total monitoring systems consisting of 38 sound level monitoring stations and 35 triaxial vibration stations across 16 SSC buildings (B2204, B3418, B3205, B3226, B4400, B4010, B1111, B1021, B3308, B3305, B8000, B8100, B9166, B9324, B5100, and a new potential lab location) plus outdoor monitoring at the New Enterprise Park location. Multi-floor instrumentation is specifically required in buildings B1111, B1021, and B8000. All sensors must capture very high acoustic pressure levels with broad frequency response; wired telemetry for health monitoring and remote data retrieval; solar power for outdoor systems and mains power for indoor systems.
The Contractor is responsible for all labor, equipment, transportation, tools, and technical resources required for system preparation, calibration, synchronization, installation (within a five-day deployment window), continuous monitoring over 30 days, equipment retrieval (within two weeks of data collection), and comprehensive reporting. Performance is evaluated against Technical Performance Measures including ≥95% data availability per station, 100% pre-deployment calibration verification, ≥90% telemetry uptime, all required floors instrumented, and final report delivery within 4–6 weeks post-retrieval. Deliverables include deployment summary, mid-deployment status update, raw and processed measurement datasets, noise and vibration distribution maps, event-aligned test summaries synchronized with NASA engine test logs, and a final technical report with methodology, analysis results, building assessments, and recommendations, followed by a presentation to NASA personnel. NASA shall provide building access, escorting, safety training, badging, power access for indoor systems, equipment staging workspace, and daily engine test logs.

1. Overview
NASA requires a comprehensive 30 Day noise and vibration monitoring campaign at Stennis Space Center (SSC) to quantify acoustic and ground-borne vibration exposure resulting from rocket engine testing operations. SSC conducts 1–5 engine tests per day, each lasting up to eight minutes, producing significant airborne noise, acoustic loading, and vibration across the center that may aƯect building components and personnel.
The Contractor shall provide all labor, materials, equipment, analysis, and reporting necessary to design, install, monitor, and remove acoustic and vibration instrumentation across multiple SSC facilities and at the Enterprise Park site.
2. Required Outcomes
The Contractor shall deliver the following measurable outcomes:
2.1 Comprehensive Measurement Data
• Continuous measurement of indoor and outdoor noise and ground vibration levels at all specified buildings and locations for the duration of 30 days.
• Multi-floor acoustic measurements in buildings with multiple stories (B1111, B1021, B8000).
• Collection of spectral, time-history, and statistical data suƯicient to assess acoustic loading and vibration transmission.
2.2 Facility-Specific Impact Assessment
• Quantitative assessment of acoustic and vibration exposure levels at each monitored building.
• Analysis of external acoustic loading and potential structural implications.
• Building-to-building comparison assessing influence of structure type and foundation.
2.3 Site-Wide Acoustic & Vibration Mapping
• Development of noise and vibration distribution maps integrating indoor and outdoor measurements.
• Inclusion of data for both existing and future development sites (e.g., Enterprise Park and proposed lab location).
2.4 Final Technical Report
• A complete report summarizing methodology, deployment, equipment, data, analysis results, building assessments, and recommendations.
• Event-based summaries synchronized with the NASA engine test log.
• Identification of trends related to test stand operations and environmental conditions.
3. Performance Indicators
The Contractor’s performance shall be evaluated using the following indicators:
3.1 Data Quality Indicators
• Less than 5% data loss per instrument during the monitoring period.
• All sensors calibrated within manufacturer-verified tolerances prior to deployment.
• Continuous system uptime verified by site visits.
3.2 Deployment & Retrieval Indicators
• All instruments installed, verified, and operational within the five-day deployment window.
• Complete removal and data retrieval at the end of the 30 day period with no equipment left on site.
3.3 Reporting Indicators
• Delivery of the final report within 4–6 weeks after monitoring concludes.
• Inclusion of all required technical analyses, maps, and event-synchronized summaries.
