About this file

This is a Statement of Work (SOW) for U.S. Coast Guard cylinder repair and hydro testing services. The contract (PR# 5346-NB01) requires an Original Equipment Manufacturer (OEM) or OEM Authorized Repair Center certified by the Federal Aviation Administration to perform inspection, repair, and/or overhaul of CINDER-OXY EMERG cylinders (Part Number 5600-9C1A-X0K). The contractor must deliver 10 repaired/tested cylinders within a 90-day turn-around time from receipt of material. The component is designated as NSN 1660-01-527-7101 and requires FAA airworthiness certification.

The contractor must comply with strict OEM specifications, Component Maintenance Manuals (CMM), Service Bulletins, and technical requirements, obtaining OEM documentation at their own cost. All components must be thoroughly cleaned to remove hazardous materials, marked with serial numbers, and tracked through the Coast Guard's Aviation Computerized Maintenance System (ACMS). Packaging must follow CMM standards and ATA specifications to prevent damage and corrosion during shipment and storage. The contractor must provide a Teardown and Inspection Report within five calendar days of inspection, document any missing parts, and obtain FAA 8130-3 Certificates of Airworthiness or EASA Form 1 for each repaired component. The Coast Guard reserves the right to invoke Defense Contract Management Agency (DCMA) oversight and final inspection and acceptance by Aviation Logistics Center (ALC) Quality Assurance personnel.
