About this file
This document is a Request for Price Quote (RFQ) issued by the Illinois Department of Employment Security (IDES) for newspaper advertisement placement services of certified Trade Act Adjustment (TAA) petitions on an as-needed basis for the FY 2020-FY 2021 period beginning on the date of the last signature and purchasing agreement through June 30, 2021. The purpose of the notices is to inform workers who have lost their jobs due to foreign competition that they may be eligible for special benefits under the TAA, including Trade Readjustment Allowances. IDES is seeking quotes from interested vendors to prepare advertisement copy, identify newspapers for placement, obtain cost estimates, and ensure notices are placed within a calendar week of the placement request. There is no limit to the size of the advertisements, and IDES will reimburse the vendor for the cost of the ad placement and pay an advertising commission upon receipt of invoices.
The RFQ states that 41 advertisements were placed in State Fiscal Year 2016 with a budget of $12,000.00 for a six-month period. Vendors must provide a quote with the percentage of charges for each media buy and include all anticipated expenses. Vendor selection will be based on the lowest quoted price from the vendor best meeting IDES' requirements. The Illinois Department of Employment Security reserves the right to reject all offers, award by item or group, and waive minor defects.

Worker groups submit petitions to the US Department of Labor (DOL) to be reviewed and determined if that group is Trade Act impacted. Once the US DOL determines that worker group meets the requirements to be Trade Act impacted, petitions are certified by the US DOL. The purpose of the notices is to inform workers who have lost their jobs due to foreign competition they may be eligible for special benefits under the TAA, including Trade Readjustment Allowances.
REQUIRED SERVICES: For each certified TAA petition IDES provides the vendor, the vendor would be responsible for preparing the copy for newspaper notice, identifying the newspaper(s) in which the notice should run, obtaining cost estimates of newspaper notices, and ensuring that the notices are placed in designated newspapers within a calendar week of the placement request. Language for the notice is provided to the vendor, and affected areas are the geographic location(s) of the affected workers a newspaper’s circulation can cover. Note: Usually the notice is required to run in only one newspaper that covers the affected area where workers were employed. However, if the certified petition applies to more than one business location, notices in multiple newspapers may be required. All ads must be submitted for approval prior to placement. There is no limit to the sizing of the advertisement, but best value of any given advertisement will be taken into consideration in the approval process. The vendor must also provide IDES with a copy of all placed notices and a running monthly report outlining what newspapers notices were published in and their publication date. 41 advertisements were placed in State Fiscal Year 2016, with a budget of $12,000.00 for a six-month period.
IDES will reimburse the vendor for the cost of the ad placement and pay the vendor advertising commission upon receipt of the vendor’s invoices.

1. Worker group(s) covered by the certification, and the article(s) produced or service(s) provided as specified in the copy of the certification furnished to the State.
2. Name and address of location of the worker’s firm.
3. Impact, certification, and expiration dates in the certification document.
