About this file

This is a Request for Proposal issued by the Ontario International Airport Authority (OIAA), a joint-powers authority formed between the City of Ontario and San Bernardino County in California, seeking comprehensive digital innovation consulting services for its Revenue Management Division. The selected firm will support the implementation of technology-driven solutions to improve passenger experience, increase revenue opportunities, and strengthen data-driven decision-making across airport operations. Key deliverables include emerging technology assessments, piloting new solutions, implementing digital systems and platforms, managing digital asset management, integrating revenue data and analytics tools, managing a digital signage network, providing preventive maintenance and onsite technical support, and enhancing passenger experience through experiential lighting and projection consulting. First-year and second-year specific deliverables include LED lighting installation for Terminal 2 ticketing areas, a Terminal 2 Lobby Information Display System, comprehensive software management for Revenue Management digital assets with 24/7 support capabilities, and revenue data integration platforms. A pre-proposal meeting is scheduled for March 23, 2026, at 3:00 PM Pacific Time via Microsoft Teams, with written questions due by March 27, 2026, at 2:00 PM, and proposals due April 10, 2026, at 2:00 PM. The anticipated contract term is three years commencing in the first quarter of fiscal year 2026-2027, with two optional one-year extensions available, and event support is anticipated to include three to six Revenue Management-hosted events per calendar year.

Qualified proposers must demonstrate a minimum of 10 years of successful experience working with airports, with the primary consultant possessing equivalent qualifications; California-based firms are highly preferred due to regular onsite service requirements, with at least one guaranteed onsite support visit per month mandatory. Evaluation criteria weight project delivery and work plan at 38.9 percent, relevant airport experience at 33.3 percent, and qualifications at 27.8 percent, followed by interviews and cost proposal evaluations weighted at 100 and 10 points respectively. The OIAA encourages eight to ten percent small business participation and actively supports local business involvement. Proposers must submit comprehensive proposals not exceeding 30 pages and include notarized Affidavits of Non-Collusion, Conflict of Interest Disclosure Forms, Confidentiality and Non-Disclosure Forms, Supplier Information Forms, current W-9 documentation, and Small Business Subcontractor Letters of Intent. Selected proposers must obtain a City of Ontario Business License and provide certificates of insurance prior to contract award. No specific award values or budget ranges are disclosed in the available documentation, and no incumbent vendors are identified.
