About this file
This document is a presentation from an optional pre-quote conference for solicitation T3093 issued by the State of New Jersey for Medicare Advantage Plans serving the State Health Benefits Program and School Employees Health Benefits Program. The conference addressed procedural questions related to bid submission requirements for vendors interested in quoting on this opportunity. Questions and answers are due by 2:00 p.m. on December 3, 2025, and formal quotes must be submitted through NJSTART by 2:00 p.m. on January 7, 2026. The solicitation encompasses comprehensive health benefits services including plan design, eligibility file processing, employer file management, and performance standards tracking. The bid solicitation materials include nine sections covering introduction, quote submission information, quote requirements, scope of work, contract terms, data security requirements, modifications to standard terms and conditions, quote evaluation criteria, and a glossary, supplemented by seven exhibits and ten attachments detailing coverage groups, risk data, benefit provisions, performance standards, and required forms.
The presentation emphasized critical procedural requirements for quote submission, including mandatory completion of all price lines on the state-supplied Excel price sheet with no formatting modifications, blank lines, or additional language or assumptions. Vendors were cautioned that quotes missing mandatory requirements designated as "shall" may be deemed non-responsive, and that quotes must be submitted exclusively through NJSTART and cannot be emailed, faxed, or hand-delivered. The state indicated this is not a waiver or delegated purchasing authority procurement and noted that vendor registration in NJSTART with current contact information is required. The presentation also highlighted that questions relating to scope of work or services should be submitted electronically through the Q&A tab rather than addressed at the conference, and identified this as an opportunity for vendors to establish partnerships with small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses.
