About this file
This document is a bid amendment for Bid Solicitation #19DPP00307 for Light Rail/Fixed Guideway State Safety Oversight Support Services issued by the New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the New Jersey Department of Transportation (NJDOT). The bid solicitation is for services to provide state safety oversight support for four transit agencies: PATCO, NJ TRANSIT Newark City Subway, NJ TRANSIT Hudson Bergen, and NJ TRANSIT River Line. The bid submission deadline is February 28, 2019 at 2:00 pm Eastern Time. NJDOT will provide on-site workspace, but the vendor must provide all other supplies and equipment. There are no Disadvantaged Business Enterprise (DBE) requirements, but the contract is subject to Small Business Enterprise (SBE) subcontracting requirements.
The price sheet includes hourly rates for each of the five years of the contract term, and no additional escalations will be permitted. The State will not allow vendors to take exception to the State's Standard Terms and Conditions, though vendor-proposed terms that do not conflict with the bid solicitation may be accepted. The contract does not have a project manager position, but the State will assess potential conflicts of interest on a case-by-case basis for staff assigned to the contract.

| Is it NJDOT’s vision to have the contractor working directly with each transit agency or will all contact with transit agencies be done through the NJDOT SSO office? |
Currently, all contact with the four properties (PATCO, NJ TRANIST Newark City Subway, NJ TR ANIST Hudson Bergen, NJ TRANIST River Line) (RTA/RTS) is done through the NJDOT SSO Office. Additionally, NJDOT relies heavily on a database to track inspections, direct observations, accidents, hazards and corrective action plans. The database also requires NJDOT review before transmitting data to the RTA/RTS.

Background To what extent will the contractor be involved with the development of the SSPPs for the 4 transit agencies listed given that the FTA does not want SSO funds to be spent on SSPP development?
The FTA encourages the SSO’s participation in aiding the RTA/RTSs in transitioning from a SSPP to a Public Transit Agency Safety Plan (PTASP). The SSO’s activity consists of answering questions, providing guidance and tracking progress as the PTASP plans are currently under development. The SSO does not develop the RTA/RTS’s SSPP or PTASP.
