About this file
This document is a PowerPoint presentation for an optional pre-quote conference for a New Jersey state contract (T3026) for Wildland Fire Fighting Aircraft Services. The solicitation involves a supplemental procurement (25DPP01169) with quotes due by 2pm on July 8, 2025, and Q&A submissions due by 2pm on June 17, 2025. The procurement will be conducted exclusively through NJSTART, the state's electronic procurement system, and requires vendors to submit comprehensive responses through this platform.
The bid solicitation includes eighteen (18) price lines, with nine price lines in Group One that mandatorily require complete bidding. Vendors must submit precise pricing without alterations, additions, or formatting changes to the State-Supplied Price Sheet. Notably, this is not a waiver or delegated purchasing authority procurement, and submissions that include additional qualifying language or assumptions may be deemed non-responsive. The solicitation emphasizes strict compliance with submission requirements, including mandatory form submissions and precise pricing specifications, with potential for quote disqualification for technical non-compliance.

State-Supplied Price Sheet T3026 – Wildland Fire Fighting Aircraft Services (Supplemental) See Section 3.35, State-Supplied Price Sheet Instructions, for directions There are eighteen (18) price lines. For Example, there are 9 price lines in Group One (1), Bidders MUST be bid on all the 9 price lines.
Bidders must bid in ALL LINES WITHIN A group.
Any changes or alterations to the State-Supplied Price Sheet may result in the Bidder’s Quote being deemed non-responsive.
PRICE SHEET PITFALLS
Complete all required price lines on the State-Supplied Price Sheet pursuant to the Bid Solicitation instructions or Quote may be deemed non-responsive. Indicate “no charge” if the cost is $0. Do not leave any price line blank.
The State-Supplied Price Sheet must be completed in its entirety with no lines added or removed, or include additional language, assumptions or fees.
Do not make formatting changes to the State-Supplied Price Sheet. If the price line requires a dollar amount, don’t change it to a percentage, or vice versa. If the price line includes 2 decimal places, don’t change the settings to allow 4 decimals.
Confirm that you have completed all tabs on the State-Supplied Price Sheet.
Confirm you have completed the proper version of the State-Supplied Price Sheet; it may have been revised via Bid Amendment.
Submitting a State-Supplied Price Sheet in a format other than the supplied Excel document can lead to a price sheet being deemed non-responsive when the information in a cell cannot be confirmed by the Bureau.
