About this file

This document is a bid amendment for the State of New Jersey's Bid Solicitation #23DPP00878 for Road Weather Information Systems (RWIS) for the New Jersey Department of Transportation (NJDOT). The bid solicitation revises the number of RWIS sites from 46 to 50, with updated exhibits reflecting this change. The bid submission due date has been extended from June 7, 2023 to July 11, 2023, and a second electronic question and answer period will be held on June 13, 2023. The contract term is not specified.

The bid solicitation requires vendors to submit quotes electronically through the NJSTART eProcurement site. Vendors will be responsible for providing RWIS hardware, software, and maintenance services for the 50 statewide RWIS sites. Pricing will be based on a defined number of RWIS sites, with no expected increase in sensor types during the contract term. The State will authorize and fund corrective maintenance services as needed to bring the systems to 100% functionality, and will work with the contractor to address equipment obsolescence and compatibility issues.

27
Section 4.10
The last sentence states, “The replacement product should be offered to the State at that same price as the discontinued or reformulated product.” Can NJDOT provide further clarification how this would be applied, understanding that availability and pricing of like-kind replacement products are established by product manufacturers and/or distributors, not the Maintenance contractor?

NJDOT is aware that maintenance contractors do not determine the price of parts and equipment and prices are set by product manufacturers and/or distributors. NJDOT is also aware that the prices of products are driven by situations that take place in the economy. Therefore, the Contractor shall provide recommendations to the closest equivalent product on the market to the one that is discontinued. If the price of the suggested equivalent product is more than one thousand U.S. Dollars ($1,000) than the product that has been discontinued, then a quote shall be submitted to the State Contract Manager for approval.

Section 4.5.4
Under 72-hour response time, if it falls on a weekend, how would contractor meet this requirement?

Pursuant to Section 4.1.10, the 72 hour response time shall be from the point of when NJDOT notifies the Contractor of any equipment and/or component failure. These 72 hours can be at any time outside of normal business hours and on weekends and holidays.
