About this file
This document is a presentation from an Optional Pre-Quote Conference for the State of New Jersey's T2679 Employee Benefits: Pharmacy Benefits Management solicitation (27DPP01337). The conference addressed procedural questions regarding bid submission requirements for vendors interested in responding to this pharmacy benefits management contract opportunity. The solicitation outlines a structured bidding process with questions and answers due by 2:00 p.m. on August 21, 2026, and formal quotes due by 2:00 p.m. on September 25, 2026. The bid solicitation document is comprehensive, containing nine sections covering introduction, pre-quote submission information, quote submission requirements, scope of work, contract terms, data security requirements, modifications to standard terms and conditions, quote evaluation criteria, and glossary definitions. Vendors are required to register and maintain current information in NJSTART, the state's procurement portal, and should review the entire solicitation document prior to submission.
The conference presentation emphasizes critical submission procedures and compliance requirements for potential bidders. All quotes must be submitted exclusively through NJSTART and cannot be emailed, faxed, or hand-delivered; quotes missing mandatory requirements designated as "shall" provisions may be deemed non-responsive. Vendors are cautioned against including additional language that could jeopardize responsiveness, such as bid validity limitations, reservations regarding fee modifications, or statements characterizing the quote as non-binding. The presentation includes guidance on file formatting, noting that quotes must use compatible Microsoft Office or Adobe software and exclude special characters and certain file extensions. The solicitation accommodates small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses, providing networking opportunities for potential vendor partnerships.

Review Bid Solicitation in its entirety and submit any questions prior to the deadline including exceptions to the SSTC. Updated documents will be posted in NJSTART and should be reviewed as posted.
Submit Quotes on time addressing all mandatory requirements (designated by “shall”) including forms. Quotes missing mandatory requirements may be deemed non-responsive. Not submitting requested information (“should”) may impact the technical evaluation score.
When submitting a Quote through NJSTART, do not use any symbols (i.e., #, @, $, &, *) in the filename as this may prevent the Quote from being properly uploaded. Uploaded files must be compatible with Microsoft Office and/or Adobe software applications. DO NOT UPLOAD files with extensions such as .zip, .numbers, or .pages.
Be advised that this is NOT a Waiver or Delegated Purchasing Authority (“DPA”) procurement. The Quote may not be emailed, faxed, or hand-delivered. The Quote may only be submitted through NJSTART.
Do not select “No Bid” on the NJSTART “General Tab” unless you are not intending to submit a bid. Your bid will not appear in the Bid Tab if this option is selected.
