About this file
This is Bid Amendment #1 from the New Jersey Department of Treasury, Division of Purchase and Property for bid solicitation #25DPP01060 regarding a Fiscal Agent for the Division of Mental Health and Addiction Services (DMHAS). The amendment includes answers to questions from potential bidders, a list of attendees from the optional Pre-Quote Conference held on November 18, 2024, and notification that the recording of the conference will be available upon request after the Notice of Intent to Award. Quote submissions are due by January 16, 2025 at 2:00 p.m. Eastern Time. The amendment also adds Section 3.14 (RESERVED) to the bid solicitation.
Key clarifications in the amendment include confirmation that all quotes must be submitted electronically through NJSTART, no hardcopy submissions will be accepted. The State declined multiple requests to modify standard contract terms regarding insurance requirements, liability limitations, and record inspection rights. The State also confirmed it will not change the retention schedule requirements for system backups. The Pre-Quote Conference attendance list shows six representatives from Gainwell Technologies as the only attendees. The State-Supplied Price Sheet intentionally includes only one tab with pricing instructions found in Section 3.27 of the bid solicitation.
