About this file
This document is a Bid Amendment #3 to a bid solicitation issued by the New Jersey Department of the Treasury Division of Purchase and Property for Consulting Services related to Infrastructure and Non-Infrastructure Research for the New Jersey Department of Transportation (NJDOT). The bid solicitation seeks to award two separate four-year contracts, one for infrastructure research and one for non-infrastructure research, with studies that can include literature reviews, technology transfers, surveys, rapid research, pilot implementations, and projects lasting up to one year or more. The bid submission deadline has been extended from August 30, 2024 to September 11, 2024, and an optional pre-quote conference was previously held on June 17, 2024.
The bid solicitation includes pricing evaluation preferences for small businesses and disabled veteran-owned businesses, but does not specify any subcontracting set-aside requirements. The current incumbent's information is not provided, and the total award value or budget range is not specified. The State estimates that each contractor will perform between four and eight research projects per year, but does not guarantee any volume of work.

General
Can you provide more information on the specific evaluation criteria and the relative importance or weighting of each section in the Bid Solicitation? This will help bidders understand how their responses will be assessed and prioritize their efforts accordingly.
At this time, the State declines to provide the weighting of the evaluation criteria for this Bid Solicitation. Bidders are advised to include the level of detail it deems sufficient to assist the Evaluation Committee in its review of the Bidder’s Quote.
Section 3.14 Technical Quote and Section 3.15 Management Overview
The requirements for these two sections appear to overlap. Both sections ask for the bidder's approach and plan to meet the requirements of the Bid Solicitation and successfully complete the Contract. • Question: What are the specific differences in the information and level of detail expected in the Technical Quote (Section 3.14, page 11) and the Management Overview (Section 3.15, page 11)? Please clarify how bidders should differentiate between these two sections in their responses.
Section 3.14 Technical Quote, requires the Bidder to describe its plans and approach for accomplishing the work required in the Scope of Work as part of its Technical Quote. The Bidder must set forth its understanding of the requirements of this Bid Solicitation and its approach to successfully complete the Contract.
Section 3.15 Management Overview, states that the Bidder should set forth its overall technical approach and plans to meet the requirements of the Bid Solicitation in a narrative format and requires that the Bidder demonstrate its understanding of the objectives, the nature of the work, and the level of effort necessary to complete the services for the Scope of Work, without merely repeating the tasks to be completed.
To the extent there is overlap in the responses to these sections in the Bidder’s Quote, such an overlap is acceptable, so long as all requirements are met. The Bidder should include the level of detail it determines necessary to assist the Evaluation Committee in its review of the Bidder’s Quote.
7
Section 3.14, Technical Quote
Are bidders required to address all five categories (Bridge Engineering and Infrastructure Management, Construction Services and Materials, Highway and Traffic Design, Right of Way and Access Management, and Software Development) in their Technical Quote (Section 3.14, page 11), or should they focus only on the categories relevant to their expertise and proposed approach?
The Bidder shall describe its approach and plans for accomplishing the work outlined in the Scope of Work for each respective Category (Infrastructure/Non-Infrastructure) it is submitting a Quote for. The Bidder must set forth its understanding of the requirements of this Bid Solicitation and its approach to successfully complete the Contract. The Bidder should include the level of detail it determines necessary to assist the Evaluation Committee in its review of the Bidder’s Quote.
8
Section 3.14, Technical Quote
Does the State expect the Technical Quote to be in a narrative format?
Yes.
9
Section 3.14, Technical Quote
Is there a certain level of detail required for the Technical Quote?
Bidders are instructed to include the level of detail it deems sufficient to address all requirements outlined in the Bid Solicitation to assist the Evaluation Committee in its review and evaluation of the Bidder's Quote.
10
Section 3.14, Technical Quote and Section 4.0 Scope of Work
The Bid Solicitation (Section 3.14, page 11) indicates that the approach and plans for all categories involve any combination of the 9 need statements covering a wide range of research activities. • Question: Are bidders expected to demonstrate their capability to address all 9 need statements equally, or can they focus on a subset of need statements that align with their strengths and proposed approach?
The Bidder shall describe its approach and plans for accomplishing the work outlined in the Scope of Work for each respective Category (Infrastructure/Non-Infrastructure) it is submitting a Quote for. The Bidder must set forth its understanding of the requirements of this Bid Solicitation and its approach to successfully complete the Contract. The Bidder should include the level of detail it determines necessary to assist the Evaluation Committee in its review of the Bidder’s Quote.

Section 3.17, Contract Schedule and Section 3.18, Sample Case Studies
Section 3.18 (pages 11-13) requires bidders to include the duration of each task in their schedule for the Sample Case Studies, which seems to overlap with the requirements of Section 3.17 (page 11) for a Contract Schedule. • Question: If a bidder provides a detailed schedule as part of their response to Section 3.18 (Sample Case Studies, pages 11-13), would it be acceptable to refer to that schedule in Section 3.17 (Contract Schedule, page 11) to avoid redundancy, or is a separate, standalone Contract Schedule in Section 3.17 expected? If you expect a standalone Contract Schedule in 3.17, what should it be based on?
The contract schedule in Bid Solicitation Section 3.17, Contract Schedule, refers to the schedule for the overall Contract. If key dates are a part of this Bid Solicitation, the Bidder’s schedule should incorporate such key dates and should identify the completion date for each task and sub-task required by the Scope of Work. Such schedule should also identify the associated deliverable item(s) to be submitted as evidence of completion of each task and/or subtask.
The schedules referenced in Section 3.18, Sample Case Studies, are specific to the sample cases and should be viewed as separate to the contract schedule referenced in Section 3.17.
12
Section 3.18, Sample Case Studies
Is there a specific format or level of detail expected for the justifications of budget allocation and durations of tasks in the case study response (Section 3.18, pages 11-13), or can bidders use their preferred format?
There is no specified format for the Bidder to provide its justifications of budget allocation and schedules to meet the requirements of Section 3.18 Sample Case Studies.
The Bidder should include the level of detail and formatting it deems sufficient to determine the dollar share of the total estimated budget it would allocate to perform the literature review, technology transfer, survey(s), research plan, data collection, reduction, and analysis of data, reporting of findings, meetings and presentations, and implementation, and include justification for its decision.
The Bidder should also include the duration of each task in its schedule for either or both Case Studies.
13
Section 3.18, Sample Case Studies
The Bid Solicitation (Section 3.18, pages 11-13) does not provide clear guidance on the level of detail expected for the budget allocation and schedule components of the case study response. • Question: Is there a specific level of detail expected for the budget allocation and schedule components of the case study response (Section 3.18, pages 11-13)? Should bidders provide a breakdown of the budget and schedule for each sub-task within the major research tasks, or is a high-level allocation for the major tasks sufficient?
The Bidder should submit its response to the Case Study of its choice in a narrative format and include the level of detail it deems sufficient to address all requirements outlined in the Bid Solicitation and assist the Evaluation Committee in its review of the Bidder's Quote.
14
Section 3.18, Sample Case Studies
The Bid Solicitation (Section 3.18, pages 11-13) mentions that bidders should justify their budget allocation and provide the duration of each task in their schedule but does not specify a required format or level of detail. • Question: Is there a specific format or level of detail expected for the justifications of budget allocation and durations of tasks in the case study response (Section 3.18, pages 11-13), or can bidders use their preferred format?
Refer to the answer to Question #13.
15
Section 3.18, Sample Case Studies
Does the State expect the response to the Case Studies to be in a narrative format?
Yes.
16
Section 3.18, Sample Case Studies
Is there a certain level of detail required for the Case Studies?
The Bidder should include the level of detail it determines necessary to assist the Evaluation Committee in its review of the Bidder’s Quote. Refer to the answers to Questions #12 and #13, as well as Section 3.18 for additional information.
17
Section 3.19 Organizational Experience and Section 3.23 Experience with Contracts of Similar Size and Scope
Both sections appear to be asking for similar information regarding the bidder's experience with contracts of similar size and scope. • Question: Given the apparent overlap between Section 3.19 (Organizational Experience, page 13) and Section 3.23 (Experience with Contracts of Similar Size and Scope, page 14), please clarify the specific differences in the information and level of detail expected in each section. How should bidders differentiate between these two sections in their responses to avoid redundancy?
Section 3.19 Organizational Experience allows the Bidder the opportunity to provide information relating to its organization, personnel, and experience, including, but not limited to, references, together with contact names and telephone numbers, evidencing the Bidder’s qualifications, and capabilities to perform the services required by this Bid Solicitation.
Section 3.23 Experience with Contracts of Similar Size and Scope, requests a comprehensive listing of contracts of similar size and scope that it has successfully completed, as evidence of the Bidder’s ability to successfully complete services similar to those required by this Bid Solicitation. The Bidder must also provide details of any negative actions taken by other contracting entities against them in the course of performing these projects including, but not limited to, receipt of letters of potential default, default, cure notices, termination of services for cause, or other similar notifications/processes. Additionally, the Bidder should provide details, including any negative audits, reports, or findings by any governmental agency for which the Bidder is/was the contractor on any contracts of similar scope. In the event a Bidder neglects to include this information in its Quote, the Bidder’s omission of this necessary disclosure information may be cause for rejection of the Bidder’s Quote by the State.
Also, per Section 3.23, if a Bidder chooses to subcontract any of the services, the Bidder should provide documented experience to demonstrate that each Subcontractor has successfully performed work on contracts of a similar size and scope to the work that the Subcontractor is designated to perform in the Bidder’s Quote. The Bidder must provide a detailed description of services to be provided by each Subcontractor.

Section 4.11, Labor Rate Title
With regard to the T2505 - Consulting Services: Department of Transportation (NJDOT) Infrastructure and Non-Infrastructure Research bid solicitation, reference is made in the “State-Supplied Price Sheet” and in the “Bid Solicitation” Section 3.22 Resumes and Section 4.11 “Labor Rate Titles” to Engineering staff titles to lead or carry out “Infrastructure” and “Non-Infrastructure” research categories. The referenced labor categories indicate a requirement of a Bachelor of Science in Engineering from an ABET accredited college along with varying levels of professional transportation engineering or engineering experience depending on title. These education and experience requirements are broadly extended to the Non-Infrastructure category although many of the research topic areas and related research studies may be more effectively led and/or undertaken by non-engineering professionals with degrees in planning, economics, environmental science, public administration, among other professions. Would you consider revising the “Labor Rate Titles” for Category 2, Non-Infrastructure, to ensure that the work experience, education and licensing requirements are appropriately defined to enable the inclusion of non-engineering professionals to conduct and deliver the needed research services?
DOT declines to modify the required Labor Rate Titles or the associated experience, education, and licensing qualifications outlined in this Bid Solicitation.
The licensing qualifications listed in Section 4.11 for the Chief Engineer, Project Manager, Project Engineer, and Principal Engineer, state that the Bidder should have one (1) of the following licenses, memberships or degrees; Professional Engineer (PE), Ph. D., AICP or Professional Planner (PP). The State notes that “should” denotes that which is permissible or recommended, not mandatory. The Contractor may provide staff that do not meet the recommended qualifications, so long as the staff is otherwise qualified and able to perform the role or tasks assigned. The SCM reserves the right to require the Contractor to replace any staff assigned to this Contract that is determined by the State to be unqualified or unable to perform the role or tasks assigned.
