A. Responses to bidder questions
RFP Technical Questions
Question #01
We see a number of completion dates (6/7/17, 6/16/17, and 150 calendar days from NTP) in the RFP.
Which is correct?
SI Response:
The completion date is no later than 6/9/2017.
Question #02
Is the materials list for the AV Systems available in Excel format?
SI Response:
These have been uploaded to the Dropbox location associated with this Solicitation. Please look within the NMAH AD docs and the NMAH 2W MVON 95% Documents subfolders.
Question #03
Will the government consider waiving the bid, performance and payment bonding requirements for the
Exhibit Fabrication, 2nd Floor West project?
SI Response:
We require payment and performance bonds for the amount contracted. The bid bond can be waived.
Question #04
We understand that Smithsonian Exhibits (SIE) is providing the object-specific custom mounts for the SI
National Museum of African American History and Culture. Given this, we believe that it would make sense to have SIE review the object-specific custom mount scope contained in this Solicitation. Would there be a way for us to include a bid for this scope by SIE as part of our proposal for this project? Or would it be preferable for us to claim the mounts as an exclusion and include SIE as a partner? I would very much appreciate your guidance on how to proceed on this matter.
SI Response:
We do not tell firms which subcontractors to use.
Question #05
Will the contractor be allowed to ask follow up questions after receipt of the first round of answers?
When do you anticipate the first round of answers being sent out as addendum?
SI Response:
The period for questions has passed.
Question #06
Does a Contractor that qualifies as a Small Business under this procurement need to submit a Small
Business and Small Disadvantaged Business Subcontracting Plan? On page 96 of the RFP, on
T16SOL10027 amendment #2 Page 2 of 12 paragraph 11 52.219-S0097, the RFP states that "This provision does not apply to Small Business concerns.” However, under Section H, on page 37 of the RFP on paragraph 19 52. 219-9, the RFP states that “Offeror must submit a subcontracting plan.
SI Response:
52. 219-9 only applies to large business.
Question #07
The bid return sheet for the MVON gallery is written for the 65% Design. Will the bidders be receiving an updated pricing form?
Is there an updated Excel bid return sheet for the MVON gallery. Since you have now released the updated 95% design package for MVON. Or has the bid return sheet remained unchanged?
SI Response:
This file has been uploaded to the to the Dropbox location associated with this Solicitation. Please look within the NMAH 2W MVON 95% Documents subfolder for “N 2W-MVON 95% Bid
Return-Rev May 12 16.xls”.
Question #08
Can the lists presented in the "Lists and Specifications" documents be provided to the bidders in Excel format?
SI Response:
These have been uploaded to the Dropbox location associated with this Solicitation. Please look within the NMAH AD docs, the NMAH Concourse docs and the NMAH 2W MVON 95%
Documents subfolders.
Question #09
Thank you for the links to design documents. I have reviewed them and unfortunately I can only find four storyboards out of the five interactives in the RFP toward the end of the 95% AD design package, and I cannot locate any Media Briefs which are referred to in the title blocks of the storyboards. The only other mention of the interactives is a very brief overview in the IT specs.
Are there Media briefs to accompany the interactives in this RFP?”
Could you please let me know as soon as possible whether there are more documents to describe these experiences? In order to know whether we can respond we need to understand the intentions of these interactives as well as possible. If there is no other documentation, we will work with these as best we can. I just see a reference to Media Briefs which were not included in the download documents.
SI Response:
The Media Sheets are not necessary for the evaluation of the hardware requirements, but for content/use descriptions, please reference the Media Sheets in Attachment F - 9961-2W-
95percent-AD - Design Package.pdf, starting at Sheet 69, and in the updated Attachment G -
9961-2W-95percent-MVON Package 1.pdf, starting at Sheet 72 for descriptions. The referenced
“Media Briefs” are part of a separate Solicitation for AV/IT content development that uses the hardware specified in this Fabrication Solicitation.
Casework/Fabrication Questions
T16SOL10027 amendment #2 Page 3 of 12
Question #10
Can you refine the specification for the copper panels for the wall behind the GW statue. The copper suppliers have multiple thicknesses and patinas available at different price levels.
SI Response:
The copper should be acquired in a thickness of 0.016 inches thick / 26 gauge, which is about 0.4
mm. The specification for the copper finish from Basic Copper (or equivalent supplier) is Copper
Sheet 16 Mil (.016 inches thick) 26 Gauge Alloy 110 (99.9% cu) Smooth Commercial
Finish/Annealed.
Question #11
The spec sheet (Package 2, Lists and Specifications) refers to 5 Ply anti-bandit glazing for the cases, but the drawings (which in our minds me supersedes the spec sheets) refers to more std 13mm laminated AR glass. We intend to use that specification for our quote. Please confirm that is acceptable.
The spec sheet (Package 2, Lists and Specifications) refers to 5 Ply anti-bandit glazing for the cases, but the drawings refers to std 13mm laminated AR glass. Please confirm that 13mm laminated glass is acceptable for the base bid.
SI Response:
The reference to anti bandit 5 ply glass is included in the spec for very high-risk case options. The table that references the case drawings does not include any very high-risk case options and in this instance anti-bandit glass is not required.
Question #12
It is also specified in that document that all glazing panels are to be glued/bonded to all framing.
However, this is not the way we build our cases actually that have a mechanical assembly design, which can include anti-theft assembly procedures. We do not want to change that. Please confirm this is acceptable.
SI Response:
The use of mechanical fixing is permitted so long as all other specifications for the display cases are met in particular the security and air change - conservation requirements.
Question #13
In the American Democracy exhibit, the front lite of glass is larger than some manufacturers will fabricate
(reference EX.5.20). Would splitting this lite into 2 pieces be acceptable? Is this the final size or could the case be sized slightly smaller?
The D EX-5-20 case glazing dimensions exceeds our Gro-Glass AR sizes by xx, can the sizes be reviewed or should we use another glazing from a different manufacturer, may show a light difference.
The finish P-15 in this one is not in the finishes list, can you identify?
SI Response:
The glass sizes for the clock of America Case (EX-5-20), whilst large, are available as special order and should be provided without joints since this will detract from the overall display.
Finish P15 is expressed and included on page 4 of 7 in the finishes list (Attachment E, Section 7).
Question #14
Still in the same document, it is specified that all cases are to be accessed by one person, but the manual
T16SOL10027 amendment #2 Page 4 of 12 lift access for the glass bonnets or bells will need 2 persons, we’re also quoting the drawings specs for manual access on these, not an assisted one (vertical assisted lift) unless you ask us to…
It is specified that all cases are to be accessed by one person, but the manual lift access for the glass bonnets or bells will need 2 persons. Will this be acceptable?
SI Response:
Operation and opening of the manual lift case bonnets by two persons is acceptable.
Question #15
The document also refers that locks should not be used to keep doors closed, that means adding extra manual locking devices, very unusual, and our quote will not include such an additional system unless you ask us to. Please confirm
SI Response:
Please include manual locking devices in your proposal.
Question #16
Please confirm that is acceptable for us to use Abloy locks, which we believe to be superior to Medeco locks with a smaller barrel and key, thus smaller key holes…
Are Abloy locks an acceptable manufacture in lieu of Medeco locks (smaller barrel and key / smaller key holes)?
SI Response:
Medeco is the lock of choice; SI locksmiths do not support Abloy locks. Please price using the specified Medeco locks.
Question #17
Finally that document refers to vented light attics for where needed but no drawings show any such reference on the cases. Please supply.
SI Response:
Natural non-mechanical assisted venting is indicated on all full height and plinth cases where a light attic exists. (Reference Attachment A, sheets EX-5-01, -02, & 04; Attachment D, sheet EX-
5-01; Attachment H, sheet EX-5-01.)
Question #18
For all the Acrylic cases bonnets, what type of gluing are you expecting? Is Acryfix OK ?
SI Response:
There are several products available for acrylic welding. Acryfix 190 or 192 are acceptable, as are
Weldon 16 and Tensol 12 and 70. The critical point is that all joints be clean and free of bubbles, seams, or other imperfections. See the General Guidelines in the Case Display Lists that comprise
Section 1 of Attachment B, Attachment E and Attachment J, particularly lines 1-3 and 7 about proper materials and quality of workmanship and finishes.
Question #19
For the cases base boards (decks): We do not plan to use aluminum barrier films on these, but
Smithsonian approved sealed Medite mdf wrapped with Baumann fabric. OK with that?
T16SOL10027 amendment #2 Page 5 of 12
For the cases base boards (decks) will sealed Medite MDF wrapped with Baumann fabric be acceptable
(in lieu of aluminum barrier film)?
SI Response:
Case decks and “all parts that can potentially outgas into interior space” shall be sealed with aluminum barrier film as described in the Case Construction Materials specifications. Where microclimate chambers are specified, Medite or other wood-based products, even if sealed, may not be used for any surface of either the artifact chamber or the environmental chamber. Sintra or aluminum sign blank may be used.
Question #20
D –EX-5-06 case: What is the finish of the base?
SI Response:
Per Note 19 on that sheet, refer to the appropriate Finishes List (Attachment E - 9961-2W-
100percent-AD - Lists & Specifications.pdf; Section 1.0 – Display Case List); depending on the specific case, the finish is Powder Coat M2 or M3.
Question #21
The pricing sheets identify the anti-reflective glass at display cases as an 'alternate' however the specification in the cases list and the finishes list (G1) for cases call out AR glass. Can you clarify what type of glass is 'base bid' and which type of glass is 'alternate'.?
SI Response:
Though at one point, use of anti-reflective glazing for casework was considered, the cases lists and finishes lists are correct. Please use AR glass as the base bid; there is no alternate.
Question #22
Oddy Testing - The casework specification calls out for "All materials in contact with the internal volume of the showcase must have been Oddy tested either previously or as part of this project". Can you define what the length of time is acceptable as 'tested previously'?
SI Response:
The Oddy test shall have been performed within the last five years. Oddy test results for each proposed material shall be provided to the COTR for review and approval before production begins.
Question #23
In-case humidity control - the casework specification calls for "the internal environment should be able to control conditions between 40 and 60% RH with the use of Miniclimas [microclimates] and dehumidifiers remotely positioned outside of the case environment", however the matrix only calls out for passive environmental control to a small percentage of the cases. Please clarify that the cases that are identified in the case matrix as "passive environmental control" are the only cases that will need desiccant chambers
SI Response:
Only those cases specified in the case matrix, with the addition of case C2405 (Attachment J), require desiccant chambers for passive environmental control.
Graphics/Production Questions
T16SOL10027 amendment #2 Page 6 of 12
Question #24
Can the Graphic Panel Schedule be provided in Excel format?
SI Response:
These have been uploaded to the Dropbox location associated with this Solicitation. Please look within the NMAH AD docs, the NMAH Concourse docs and the NMAH 2W MVON 95%
Documents subfolders.
Question #25
Is the Exhibit Fabricator responsible for creating production-ready graphic files or will these files be provided by the Exhibit Designer?
Is the Exhibit Fabricator responsible for file creation or will the exhibit designer provide templates for each graphic type?
Is the Exhibit Fabricator responsible for file creation, and if so, when will the final script be available for design layout?
SI Response:
No, HSD will provide complete production-ready digital files in high-resolution pdf format for each production type listed, no later than Nov 28, 2016.
Question #26
Is the Exhibit Fabricator responsible for providing any custom illustrations, line art, icons, or map art? If so, please provide scope of work for these illustrations.
SI Response:
No, HSD will provide complete production-ready digital files with all script, illustration and images included, in high-resolution pdf format.
Question #27
Is the Exhibit Designer providing the production-ready graphic files, or will the Exhibit Fabricator need to incorporate final color builds into the provided files?
SI Response:
HSD will provide complete production-ready digital files with all script, illustration and images included, in high-resolution pdf format for color output/gallery proofs.
Question #28
Will image color enhancement and/or photo treatments with hints of respective zone colors be completed prior to image submission to the Exhibit Fabricator?
Will the Exhibit Designer be providing Sample Files, Color Palette files, and Prototype files for the
Exhibit Fabricator to use during the sampling phase?
SI Response:
HSD will provide complete production-ready digital files with all script, illustration and images included, in high-resolution pdf format for the contractor to provide color output/gallery proofs.
Question #29
Will the Exhibit Fabricator be responsible for any image manipulation? If so, what is the scope?
T16SOL10027 amendment #2 Page 7 of 12
SI Response:
No, HSD will provide complete production ready digital files with all script, illustration and images included, in high-resolution pdf format.
Question #30
Will the Exhibit Fabricator be responsible for any photo acquisition and use rights?
SI Response:
No, all use rights will have been secured by SI.
Question #31
Will the Exhibit Fabricator be responsible for any image scanning? If so, please provide a scope of work.
SI Response:
No, HSD will provide complete production-ready digital files with all script, illustration and images included, in high-resolution pdf format.
Question #32
The Graphic Specification for Types 2, 3, 4, 5, 9 and 13 call for Lambda prints. Nearly all photo houses do not do Lambda prints anymore and have switched to Inkjet prints. May we substitute Inkjet prints for the Lambda prints?
SI Response:
Lambdas can be substituted with Inkjet prints apart from incase graphics, these need to be printed with UV cured inks so they do not off-gas.
Question #33
Graphic Type 2 - Print wrapped to MDF does not render a nice finish on the edges as air and debris get trapped in between. Would a print wrapped to signblank and then applied to MDF backer be an acceptable solution?
SI Response:
This is an acceptable option so long as the edges are concealed or recessed.
Question #34
What is the thickness of Graphic Type 10 – DHPL?
Please specify the thickness, edge treatment and finish of DHPL.
SI Response:
Thickness of dHPL should be 1/16” (1.5mm). Where this needs to be thicker – eg flipbook pages
– it should be bonded to 0.6” aluminum signblank.
Question #35
Please clarify Type 14 – Heat shrink vinyl wrap – digital print heat shrunk and wrapped to flexible
Medite/MDF. What is stated in the graphic schedule and the type do not match: The Concourse graphic list calls out color to L-shaped glass panel, applied to glass. Please clarify.
SI Response:
Graphic Type 14 differs between the American Democracy and Concourse projects.
For the American Democracy package, Graphic Type 14 is “Heat shrink vinyl wrap — Digital print heat shrunk and wrapped to flexible Medite/MDF”
T16SOL10027 amendment #2 Page 8 of 12
For the Concourse package, Graphic Type 14 is “Digital Print to Vinyl Film — Metamark M7-CR
Crystal Etch or equivalent spec –applied to wall or reverse of case/window glass”
Question #36
Is the Exhibit Fabricator required to provide an Archival DVD or External Hard-drive of all production files at the close-out?
SI Response:
External Hard-drive is preferred, though UB drives for specific files (MSDSs, warrantees, maintenance instructions) are acceptable.
Technical Lighting and Electrical Questions
Question #37
There is an apparent conflict between the notes on drawing plate EXL-6-01 as included in the drawing sets for: American Democracy, Many Voices, One Nation, and the Concourse regarding the programming laptop. For American Democracy and Many Voices One Nation the note is, ‘Laptop shall be supplied by
System Integrator or programmer for the purposes of programming the lighting control system only. This laptop will not be purchased by the Owner. Laptop will be used for all onsite programming.’ We understand this to mean that the System Integrator’s factory-authorized technician providing system commissioning is to provide their own laptop which will not become part of the system turned over to the
Owner. Please confirm.
SI Response:
Confirmed: the laptop(s) in question here for American Democracy and Many Voices are for programming of the LPCs (lighting playback computers) only, and are not to be sold to NMAH or SI.
Question #38
Drawing plate EXL-6-01 for the Concourse states: ‘Laptop shall be supplied by NMAH Staff for the purpose of programming the paradigm lighting control system only.’ Please confirm that this is a separate laptop from the one used by the System Integrator’s factory authorized technician (see RFI BCAP001) and that, by extension of the use by NMAH Staff for programming that Unison Light Designer software training should be included in the bid. Please indicate a number of hours (typically 8 or 16) which should be included if this training has not previously been provided.
SI Response:
Confirmed: This is a separate laptop from that associated with American Democracy and Many
Voices, One Nation.
At the time of award, the lighting control situation should be clarified:
Programming changes that may take place on the Lutron or Paradigm system will be handled by
NMAH staff. Programming changes to the CueServer may be handled by the contractor. If, however, it has been unified onto the Paradigm System, then programming will be handled by
NMAH staff, who has been factory-trained already, and providing that training is not on the bidding contractor.
Question #39
As described in the notes on EXL-6-01 and in our RFI001 and RFI002, there appears to be a split in the commissioning and programming responsibilities for this project (or possibly for areas of the project) which are in conflict with the narratives. The narratives agree with our normal understanding that
T16SOL10027 amendment #2 Page 9 of 12 commissioning and programming should be the responsibility of the Systems Integrator’s factory authorized field service technicians. Please confirm that all commissioning and programming are the responsibility of the Systems Integrator or clarify how these duties are to be distributed for this project.
SI Response:
Much of the existing hardware (CueServer LPCs and Paradigm system) have been commissioned.
What commissioning will be required by hardware installed by this project depends on new work under this Solicitation. Bidders or their subs will handle programming the CueServer LPCs.
Programming changes to the Paradigm systems will be handled by NMAH staff.
Question #40
Please confirm that the equipment shown in the provided Ewing Cole drawing E-7-11 is existing, complete as shown, commissioned per manufacturer’s instructions, and in place.
SI Response:
Mostly confirmed. In the section in the middle marked “rack mounted in center low voltage room
2000IT3” the CueServer has been bypassed, and the 2W dim-bars in the Landmark area are now directly under the control of the West Wing Paradigm system. All else is as shown.
Question #41
Please provide a rough number of weeks for onsite services to be provided in accordance with the note, “If required, system's integrator shall provide the services of a factory engineer, who shall be available to report to the job site within fourteen (14) days of receipt of request from the owner or lighting designer, and shall remain at the job site until the system is fully operational to the satisfaction of the lighting designer/owner's representative.”
SI Response:
Days will be quoted following final rough in and commissioning.
The "if required" portion of the note in question is a determination to be made by the bidder. The
"factory engineer" would be any manufacturer trained technician whom the bidder believes would be necessary to have on site in order to ensure the proper integration/functionality of the lighting and lighting control systems. Most manufacturers will require 2 weeks’ notice so this determination cannot be made last minute.
This note also allows for the lighting designer or owner to insist that a factory engineer be provided should it be determined that there is a lighting functionality issue on site which will effect or delay the focusing or programming of the lighting systems during the final aiming process.
Question #42
Please provide an estimate for number of lighting crew personnel and onsite duration for the requested focus crew to work with the Lighting Designer.
SI Response:
Personnel shall be assumed as dedicated to assist lighting focus.
For each of the primary galleries (American Democracy and Many Voices, One Nation) the provided aiming/programming time is one lighting designer for 2 weeks (10 business days) per gallery. The Concourse area will be aimed and programmed during the time allotted to one of the primary galleries.
T16SOL10027 amendment #2 Page 10 of 12
During this time the bidder shall provide one focuser, one ground technician, and one programmer.
The focuser will be the person on the ladder aiming the lighting at the direction of the lighting designer.
The ground technician will be the person on the floor assisting the focuser as required. The ground technician will also need to be responsible for troubleshooting issues with the lighting systems as they arise so that the lighting designer and focuser can continue working with minimal interruption. Because of this, the ground technician must have complete knowledge of the lighting and control systems in the space and must have a full understanding of how things were installed and where things are located within the spaces.
The programmer will be responsible for adjusting the pre-set lighting levels within the lighting control systems at the direction of the lighting designer as each luminaire is focused.
These three people must be assigned and dedicated only to the task of aiming/programming the gallery in question and cannot be simultaneously working on other tasks not related aiming & programming or the troubleshooting of issues which arise during aiming & programming.
Question #43
Please confirm that the Systems Integrator is responsible for all data connections only on equipment provided and installed by the Systems Integrator within this contract. The dimmer racks, architectural control processors, relay cabinets, etc…a shown on the Ewing Cole drawings are existing or are included in a separate contract not under the Systems Integrator.
SI Response:
This is mostly correct. The contractor may need to provide an interface between the equipment that they are installing to connect to the CueServer LPC. AV-related, they will also need to receive (possibly including pulling a cable to) a contact-closure from NMAH’s building AV control network to “turn on” or “turn off.”
Question #44
Please confirm panelboards LS and LN are existing or are provided, installed and commissioned under a separate contract.
SI Response:
Confirmed, per as-builts from previous work.
Question #45
Do-we really need triple conduits in the case backs everywhere? Please confirm this requirement.
SI Response:
Where case backs handle alarm wiring, low-voltage power for lighting, and AV signal wiring, each must be contained within its own conduit. Where fewer types of wiring exist, the quantity of conduits can likewise be reduced.
