About this file

This statement of work outlines requirements for a design-build contract to replace the closed loop side stream filtration system and water source air conditioning units at the Sam M. Gibbons United States Courthouse in Tampa, Florida. The project includes installing a new side stream filtration system to treat approximately 20% of the total closed loop water flow. The contractor must remove and replace non-functioning basement piping and nine air conditioning units serving various building spaces. Additional requirements involve connecting the new filtration system to the building automation system for monitoring and alarms. The design-build contractor will provide designs at 35%, 65%, 95%, and 100% completion with a 120-day construction phase. The General Services Administration seeks a fixed-price contract for the design and construction services.

5 APPENDIX A - Owner’s Project Requirements

1 PROJECT DESCRIPTION

This project will design and install a new side stream water filtration system for the entire closed loop cooling system which was recently converted from an open loop condenser water system. The closed loop cooling system provides cooling to all computer room units, elevator machine rooms, transformer rooms and others ancillary spaces through a plate and frame heat exchanger which is connected to the condenser water system. Due to years of inadequate chemical treatment, the piping and air conditioning units serving the basement are clogged and in need of replacement.

1.1 Project Type

This is a repair and alteration project.

1.2 Project Goals and Objectives

GOALS:

To design and install new side stream water filtration system for the entire closed loop cooling system. To replace existing piping and air conditioning units located in the basement. Zero injuries and fatalities.

OBJECTIVES:

To reduce and eliminate the amount of suspended solids in the closed loop water system which is causing strainers and coils to be clogged

1.3 Project Delivery Approach

The project will be a design/build contract.

In the performance of work required under this contract, all DB personnel must present proper identification to gain access to occupied building areas housing federal operations. DB personnel means DB employees and DB subcontractor employees at all tiers. This requirement does not apply to unoccupied building areas under construction, provided that access to any adjacent or surrounding occupied building areas housing federal operations is separately controlled.

DB personnel requiring daily/weekly access to occupied building areas housing federal operations, over a period of 180 days or more, shall undergo background investigations conducted by the United States Government, and will be issued Government-wide standard secure and reliable forms of identification issued by the Federal Government (i.e., federal personal identity verification (PIV) credentials) as required under Homeland Security Presidential Directive-12 (HSPD-12). Credentialed DB personnel must wear their PIV credential cards visibly above the waist at all times while in occupied building areas housing federal operations.

See Contract language for instructions on the processing of credentials.

4.5.1 Subcontracts

The A-E shall incorporate provisions in all applicable DB subcontracts as necessary to ensure compliance with all requirements provided in this DB Personnel Security Requirements section.

5 APPENDIX A - Owner’s Project Requirements

The project shall include but shall not be limited to the following items:

1) Building shall remain operational during construction. Design shall program work to maintain adequate closed loop water supply to all floors above the first floor of the building during occupied and unoccupied hours. The contractor shall phase the work to maintain building operations at all times with shut down of the closed loop cooling system during weekends only with a minimum of three weeks notification to the tenants. Complete shut-down of the condenser water system shall be kept to a minimum.

2) During any shut down of the entire ACS closed loop system during occupied or unoccupied hours, temporary cooling shall be provided to the two computer rooms. See schedule for locations and capacities.

3) The existing total maximum closed loop water flow is 300 gpm. Design and install new packaged side stream filtration and separation system for approximately 20% side stream flow with manual isolation valves, bypass piping and valves. System shall be equal to LAKOS Model TBX or SBX.

4) New side stream filtration system shall be located in the basement telephone room. Filter shall be connected into the main 4” piping riser located in the telephone room. New piping shall be provided with vibration isolation hangers and new filtration system shall be anchored to the basement slab. Packaged side stream filtration system may be required to be supported on a steel support base in order to provide proper slope of blow down piping to adjacent room. Filter shall have flanged bolted connections with removable flanged cover. Cover and filters shall be capable of being removed without disconnecting any piping or supports.

5) New filter shall use a 1 to 5 micron reusable and washable stainless steel filter media.

6) Install new differential pressure transducer across the new side stream filtration system.

7) The new differential pressure transducer shall be tied into the existing BAS to indicate real time pressure drop across the filter. New programming shall include recommended service notification as well as a high limit alarm setting when pressure drop across the filter is exceeded. For any new controls provided as part of the project: provide all integration, configuration, and programming required in order to provide a complete and fully functional system. After work is complete, verify proper communication of all new B.A.S. points with existing GSA physical server, existing BAS Building Console, existing GSA laptop computer (and Raptor programming software), and existing JACE's.

8) Design and install new system, including electrical, controls, etc. for a complete and operational system.

9) Design and install new manual valves to allow for the complete bypass and or isolation of the basement piping loop. As a time saving option, these valves shall be allowed to be installed prior to completion of the design in order that the basement loop piping demolition can begin immediately upon construction notice to proceed.

10) Remove existing clogged piping within the basement and install all new copper piping from the riser in the basement to all listed ACS units to be replaced. Existing hangers shall be allowed to be reused if in good condition.

11) Remove existing non-working air conditioning units ACS-1, 2, and 3 located in the 16th and 17th floor transfer in the elevator machine rooms for the Judge’s, freight and prisoner elevators.

Design and install new ACS units to replace existing units. Provide and install all new ancillary piping accessories including but not limited to strainers, balance valves, isolation valves, pressure and temperature gauges, and air bleed devices.

12) Remove existing non-working air conditioning units ACS-6, 7, 8, 9, 10, 11, 12, 13 and 14 located in the basement pump room, telephone room, three transformer vault rooms, and switchgear room. Design and install new ACS units to replace existing units. Excluding units 10 and 11 these shall include any necessary piping for future installation. Contractor shall provide shut off valves, caps any maintain proper flow throughout the system. Provide and install all new ancillary piping accessories including but not limited to strainers, balance valves, isolation valves, pressure and temperature gauges, and air bleed devices.

13) NOTE: ACS units 6, 7, 8, 9, 10, and 11 are located in power company transformer vaults which may be classified as a hazardous space and may require special permits for hazardous and confined space.

14) Electrical panel for connection to new side stream electrical service is located in the adjacent domestic booster pump room.

15) Coordinate voltages of each ACS with existing electrical service feed to each, voltages vary.

16) Run new blow down and drain piping to existing well grate in the domestic booster pump room.

Piping shall be run as to not obstruct walking and service areas.

17) Core drill all existing solid concrete walls as necessary for new electrical and drain piping.

18) Existing piping core drills through existing walls shall be allowed to be reused if adequate in size.

19) Provide fire stopping of all new and existing wall piping penetrations to be reused.

20) Provide certified test and balance report of all new ACS units and side stream filtration system.

21) Provide Autocad as-builts upon completion of project.

22) The contractor shall contact Tampa Electric Co and include any costs related to the power company requirements and supervision.

23) Include all necessary protection of transformers, switchgear, and any other equipment during construction to provide a safe working space.

24) Safety working around this equipment is a top priority. The design shall include a work plan stamped and approved by a Certified Industrial Hygienist experienced in work with high voltage.
