About this file
This document contains questions and answers related to a federal design-build contract opportunity for replacement of a closed loop side stream filtration system and water source air conditioning units. Key details include that the project location is at the Sam M. Gibbons US Courthouse in Tampa, Florida, and involves designing and installing a new side stream water filtration system for the existing closed loop cooling system. The closed loop system provides cooling to various spaces through a plate and frame heat exchanger connected to a condenser water system. Site visits were scheduled for April 8, 2021. Questions covered equipment details, facility drawings and contacts, shutdown limitations, and confirmation of safety engineering requirements.

SoW identifies side stream filter capacity to be approximately 20% of flow. Does this mean the capacity has not been finalized and that the design-build team will determine the flow?
Yes, the design build contractor will need to determine flow.
11 Ctr A SOW Period of Performance, pg
SoW identifies filter system to be equal to LAKOS model TBX or SBX. (1) it does not appear that there is a model SBX, do you mean model SPX? (2) does the design-build team get to choose which model to use?
Yes, model SPX, Yes the design build team will be responsible for selecting the proper filter system.

16 Ctr A SOW 15.c - pg 2 of 4 Please confirm there is no HazMat in the SOW work areas We do not anticipate encountering hazardious materials.
17 Ctr A General An Industrial Hygienist was mentioned at the walkthrough - please confirm we're to add to the design team.
The requirement is for a licensed health and safety engineer that can develop hazardious area and confined space work plans stamped by that engineer.
18 Ctr A SOW 7 - pg 1 of
Please confirm Industrial Hygienist workflow and deliverables, we understand this should include a work plan for SOW items in the transformer rooms
The requirement is for a licensed health and safety engineer that can develop hazardious area and confined space work plans stamped by that engineer. This shall include all areas of work.
19 Ctr A SOW 15.a - pg 2 of 4
During the tour it was mentioned that water-cooled spot coolers had been employed in the IT rooms during a previous project. Please answer the following about that system: (1) is the old piping used for that project still in tact and accessible for re-use? (2) if answer to #1 is affirmative, where does this piping terminate? (3) If #1 is affirmative, what device was used for heat rejection for that system, and is it still available?
Temporary Computer room AC no longer required.
20 Ctr A General Please provide photos and location of the Sally Port access hatch to the basement

1 Ctr B General Can you provide nameplate data for all units being replaced
No
2 Ctr B General Who is the DDC Contractor for this facility
Johnson Controls
3 Ctr B General Is there any other access to the basement for equipment transfer other than the stairs utilized during the site visit
There is a large concrete panel in the prisioner sally port. This is very difficult to arange with building security and requires specialised equipment to lift. It also can not be left open.
4 Ctr B General What space will be made available for laydown for equipment/materials/roll off/portable toilets
The only available space would be in the work area. Contractor employees can use the restrooms on the off the first floor lobby. There is also no available parking.
5 Ctr B General Can you provide temporary cooling requirements
No temporary cooling required in computer rooms.
6 Ctr B SOW 15.c - pg 2
& 3 of 4
Are we expected to bring everything touched to current code standards? (i.e.
placement of AHUs over switchgear and transformers
Yes, everything should be installed to current codes
7 Ctr B SOW 15.c - pg 2
& 3 of 4 Is other than normal work hours expected/required
Any shutdowns need to take place on the weekend. Any noisy or disruptive work must be completed after hours.
1 Ctr C General
Are ACS-1 thru ACS-17 the total number of units connected to the closed loop system? Have additional units been added? If so, how many and what are their GPM
None have been added
2 Ctr C Where is the new closed loop heat exchanger located
Room 613 on the 6th floor. Keep in mind the floor heights are about 22' per floor.
3 Ctr C General What is the GPM and HEAD of the closed loop pump
300GPM, 106 Feet
4 Ctr C General Does the new closed loop system incorporate a makeup water connection
This is not a new closed loop system. You are replacing the old one so you should find out what theold one did or not and do the same.
5 Ctr C General Is there a floor drain and water supply located in the basement Yes
6 Ctr C General Is there available power in the basement to serve new equipment
Yes. You are replacing the existing units so it should already be them. The new filter will need new power thet we assume is available in the basement.
7 Ctr C
What is the procedure to open the floor hatch to put equipment in the basement
This is very difficult to arrange since it's in the prisioner sally port. TECO has done it using a fork lift in the past. We discurage it's use and should be a last resort if for some reason equipment can't be disassembled and brought down the stairs.
8 Ctr C
GSA mentioned using water cooled units but no size, quantity or capacity was given. Please advise if temporary cooling is to be included in our pricing and if possible, water cooled unit size, quantity and capacity
Temporary Computer room AC no longer required.
9 Ctr C
Please confirm that TECO utility costs (if applicable) will need to be included in our pricing Yes
10 Ctr C
GSA mentioned employing an industrial hygienist, please confirm this needs to be included in our pricing
The requirement is for a licensed health and safety engineer that can develop hazardious area and confined space work plans stamped by that engineer.

Approximately how many Gallons of water is contained in the system in need of draining?
You can calculate them by the dwgs we provided to you.
2 Ctr D
How long can the system be shut down during Draining, New Work and Refilling?
Read the SOW and it will tell you. Only over the weekend. If you are providing temporary cooling then keep using them for the duration of the project till the new system is installed.
