About this file

Summary

This technical specifications and geotechnical engineering report document, prepared by Pegasus Engineering for the City of DeBary, Florida, outlines the requirements for Bid Package No. 2 of the Small Scale Stormwater Improvement Project (Bid No. 0115). The project encompasses six distinct drainage improvement sites within the city limits: 44 Seminole Drive, 54 & 58 Shell Road, Barwick Road Maintenance Facility, 250 Adelaide Street, Rob Sullivan Park, and 294 DeLeon Road, along with Lower Lake Outfall improvements. The bid package includes technical specifications for closed-circuit television (CCTV) inspection of installed storm pipes, aluminum access hatches, and sluice gates. Contractors must submit applications for payment, schedules of values, and as-built plans certified by a Florida-registered professional land surveyor within specified timeframes. Payment will be made on a unit price basis for actual quantities of work performed or on a percentage-complete basis for lump sum items, with 10 percent retainage held until substantial completion.

The project includes mobilization and demobilization costs not to exceed 10 percent of the total bid price, with 75 percent payable upon project initiation and 25 percent upon completion. Contractors must furnish bonds, permits, shop drawings, field engineering, CCTV inspections, and quality control measures. Four geotechnical engineering investigations prepared by Devo Engineering and Geotechnical and Environmental Consultants, Inc. between 2012 and 2014 support the design, with corresponding permits issued by the St. Johns River Water Management District (SJRWMD) and Florida Department of Environmental Protection (DEP) between 2013 and 2014. The soil conditions along the proposed alignments consist of very loose to loose fine sands 5 to 10 feet thick, underlain by silty and clayey fine sands, with seasonal high water tables estimated between 2 and 13 feet below ground surface depending on location. Equipment manufacturers approved for this project include U.S.F. Fabrication, Inc. for aluminum access hatches and GatorDock for aluminum sluice gates.

SECTION 01400

CLOSED CIRCUIT TELEVISION INSPECTION (CCTV) OF INSTALLED STORM PIPES

1. DEFINITIONS

NASSCO - National Association of Sewer Service Companies

PACP - Pipeline Assessment and Certification Program

2. SCOPE OF WORK

The Contractor shall be responsible for completing a CCTV inspection of all newly installed storm pipe as specified within the project bid documents, including both the construction plan general notes sheet and the Bid Form. Unless specified otherwise, CCTV inspection of newly installed storm pipe will be limited to pipelines with inside dimensions of at least 15-inches for round pipe and 12-inches for elliptical pipe.

If the Contractor does not have the qualified personnel and equipment to perform the CCTV inspection, a CCTV sub-contractor shall be hired at the Contractor’s sole expense and of the Contractors choosing. Although not a requirement for compliance with the specification for this SBI, it is recommended that the CCTV inspection be performed by personnel who are trained and certified in the use of NASSCO’s Pipeline Assessment and Certification Program (PACP).

3. EXECUTION

3.1 Storm sewer pipes, including catch basin leads and catch basin structures, shall be cleaned and flushed prior to video inspection.

3.2 After cleaning, the manhole sections shall be visually inspected by means of closed-circuit television.

The inspection will be done one manhole section at a time and the flow in the section being inspected will be suitably controlled. For the purposes of complying with the specification for this SBI, flow depth within the pipeline during the CCTV inspection should not exceed 25% of the inside pipe diameter.

3.3 All CCTV inspections shall be performed in accordance with PACP program standards including the specific date and time of inspection.

3.4 The Contractor shall notify the Owner at least two (2) working days in advance of the anticipated date of televising so that a designated representative of the Owner may observe the inspection operations.

The Contractor shall video inspect all proposed storm pipes with the Owner, Owner's representative, and/or Engineer of Record present, or with the Owner's permission to proceed in the absence of the Owner's designated representative.

3.5 The television camera used for the inspection shall be one specifically designed and constructed for such inspection. Lighting for the camera shall be suitable to allow a clear picture of the entire periphery of the pipe. The camera shall be operative in 100% humidity conditions. The camera, television monitor, and other components of the video system shall be capable of producing picture quality to the satisfaction of the Owner and/or Engineer of Record; and if unsatisfactory, equipment shall be removed and no payment will be made for an unsatisfactory inspection.

3.6 The camera shall be moved through the pipeline in either direction at a moderate rate, stopping when necessary to permit proper documentation of the pipeline condition. In no case will the television camera be pulled at a speed greater than 30 feet per minute. Manual winches, power winches, TV cable, and powered rewinds or other devices that do not obstruct the camera view or interfere with proper documentation of the internal conditions shall be used to move the camera through the pipeline.

If, during the inspection operation, the television camera will not pass through the entire manhole

Small Scale Stormwater Bid Package No. 2 01400-2 section, the Contractor shall set up his equipment so that the inspection can be performed from the opposite manhole. If, again, the camera fails to pass through the entire manhole section, the inspection shall be considered complete, noted as "Survey Abandoned" and no additional inspection will be required.

The camera operator shall slow or stop the camera at potential or actual imperfections in the pipeline to obtain a high quality video image. Each location where a potential obstruction or structural deficiency exists shall be identified with accurate distance measurements above ground from the manhole or access hole.

Structural cracking, excessively deflected joints, protruding joint sealing material, corrosion, evidence of reverse slope by ponding of water or dips in pipe alignment and any other defect revealed by the CCTV inspection shall be repaired to the satisfaction of the Owner and/or Engineer of Record at the Contractor’s sole expense.

3.7 When manually operated winches are used to pull the television camera through the line, telephones or other suitable means of communication shall be set up between the two manholes of the section being inspected to insure good communications between members of the crew.

3.8 The importance of accurate distance measurements is emphasized. Measurement for location of defects shall be above ground by means of a meter device. Marking on the cable, or the like, which would require interpolation for depth of manhole, will not be allowed. Accuracy of the distance meter shall be checked by use of a walking meter, roll-a-tape, or other suitable device, and the accuracy shall be satisfactory to the Owner and/or Engineer of Record.

4. SUBMITTALS

At a minimum, documentation of the CCTV inspection shall include the following:

4.1 Television Inspection Logs: Electronic media location records shall be kept by the Contractor and will clearly show the location, by distance in 1/10 of a foot or nearest mm, from the manhole wall, in relation to an adjacent manhole of each defect point observed during inspection. In addition, other points of significance such as: unusual conditions; roots; cracks; fractures; broken pipe; presence of scale and corrosion; and other discernible features; as defined in the PACP defect codes, will be recorded on electronic media and a copy of such records will be supplied to the Owner.

1.0 Background Information

The residences at 43, 45 and 47 Volusia Drive, as well as 42, 44 and 46 Seminole Drive, have experienced significant localized flooding within the past 8 years due to Hurricanes Charley, Frances, and Jeanne (Aug-Sep 2004), Tropical Storm "Fay" (August 2008), and the Gulf Gale (May 2009). These flood events required the City of DeBary to deploy a portable pump in an effort to remove the floodwaters from the rear yards to avoid structural flooding in the City of DeBary, Florida.

Approximately 9 acres of single-family residential land cover and public rights-of-way drain into these topographically low areas. In addition, a topographically low area also exists at the west end of Seminole Drive that receives stormwater runoff from approximately 7 acres. The proposed drainage improvements include a storm sewer and inlet system to properly capture and convey the floodwaters to an existing dry bottom stormwater pond at the intersection of Shell Road and Spring Vista Drive.
