1.0 INTRODUCTION
1.1 SCOPE
This report provides supplemental subsurface exploration data and geotechnical recommendations for the proposed improvements to the Wastewater Treatment Plant (WWTP) for the Town of Randolph in Cattaraugus County, New York. A geotechnical report was initially issued for the project by Glynn Group Engineering & Architecture, PLLC (GGEA) on October 25, 2021 based on soil borings B-1 and B-1A. This geotechnical report has been prepared to address the construction of a new clarifier based on the subsurface conditions encountered at a supplemental boring location B-2. Specifically, GGEA has provided the following scope of services:
1. Performed a site visit to examine site topography and establish one (1) soil boring location as identified on the boring plan included with the RFP.
2. Clear underground utilities with UDig NY (performed by drilling subcontractor, NW Contracting).
3. Mobilized drilling subcontractor, NW Contracting, with a truck mounted drill rig and support crew to perform SPT soil borings in accordance with ASTM D1586 “Standard Test Method for Penetration Test and Split-Barrel Sampling of Soils”.
4. Provided SPT sampling to a depth of 50 feet below existing grade.
5. Provided soil boring logs, prepared by NW Contracting, to include SPT data, N values, soil classification, refusal depth and encountered groundwater conditions.
6. Provided in house laboratory testing of select recovered soil samples to include natural moisture content, grain size analysis, liquid limit and plasticity index.
7. Prepared a geotechnical report in accordance with the NYS Building Code to include seismic site class, net allowable bearing capacity, total and differential settlement, groundwater conditions, expansive soils, liquefaction, fill recommendations, foundation recommendations and construction recommendations.
1.2 CONTRACT
GGEA performed this study in accordance with a written proposal to Barton & Loguidice (B&L) dated November 9, 2023. GGEA received the notice to proceed via Amendment Number 1 to the August 9, 2021 Agreement between GGEA and B&L signed by Mr. Eric Pond on November 10, 2023. All services provided by GGEA are subject to the Standard Terms and Conditions included in the November 9, 2023 geotechnical proposal.
1.3 EXCLUSIONS
The project efforts exercised by GGEA include geotechnical analysis, design recommendations and the preparation of this report. The scope of this report specifically excludes any review of former site use, in particular, environmental or pollution related concerns.

2.0 PROJECT BACKGROUND
2.1 SITE DESCRIPTION AND PROPOSED IMPROVEMENTS
The Town of Randolph WWTP is located at 6 Jamestown Street near the intersection of Jamestown Street and Main Street. The WWTP building is located approximately 700 feet north of the intersection and is accessed by a gravel driveway west of the Crosby’s gas station (refer to the Project Location Plan included in Appendix B). The existing WWTP building encompasses an area of approximately 7,500 square feet and houses all WWTP equipment and offices. Design drawings for the existing building identify it to be of post frame construction and supported by 24 inch diameter x 18 inch thick pier footings bearing at a depth of approximately 5.5 feet below existing grade.
In accordance with the geotechnical report issued by GGEA on October 25, 2021, two options were presented by B&L for proposed improvements to the WWTP. Option #1 included two (2) new concrete basins (12 foot wide x 30 foot long) to house rotating biological contactors, one (1) new cast in place 25 to 30 foot diameter x 12 foot deep clarifier and one (1) new 10 foot x 20 foot slab on grade disinfection building. Option #2 included one (1) new 30 foot x 30 foot slab on grade MBR building, one (1) new cast in place circular tank (similar to Option #1 clarifier) and a new slab on grade to support the disinfection equipment. Improvements associated with both options were to be performed inside the existing building, however with the exception of a pre-engineered FRP building constructed north of the existing building along with a precast chlorine contact tank.
This report has been prepared to address the addition of a proposed clarifier to the east of the existing building (refer to the Boring Location Plan included in Appendix C). The clarifier is to have a diameter of 16 feet, a sidewall depth of 12 feet and a water depth of 10 feet. The tank will be constructed of cast in place concrete with the base of the tank bearing at a depth of 12 to 15 feet below grade.
2.2 GEOLOGIC SETTING
The underlying geological conditions at the site are the result of the last glacial advance of the Pleistocene Epoch, referred to as the Wisconsinan Glacial Stage, which ended approximately 12,000 years ago.
As the glacier advanced over the Western New York terrain, the ice mass carved, crushed and transported the underlying soil and rock to form glacial till, which typically consists of an unstratified dense matrix of silt, sand, rock and clay deposited beneath the ice. As the climate warmed and the glacier retreated, vast quantities of meltwater were generated, which became impounded by the receding glacier and local topography to create proglacial lakes throughout much of the area. The subsurface conditions within the boring depth at this site consist of fine grained slackwater deposits and fine grained lacustrine deposits overlying granular glacial drift and granular glacial till deposits. Shale bedrock of the Upper Devonian Canadaway Group is located at a depth of greater than 50 feet.
3.0 FIELD EXPLORATION AND ANALYSIS
3.1 METHODOLOGY
The subsurface exploration consisted of one (1) SPT soil boring located approximately 50 feet west of the existing building and directly south of the existing shed (refer to the Subsurface Exploration Location Plan included in Appendix C). GGEA performed a site visit on November 14, 2023 to examine the site topography
Supplemental Geotechnical Engineering Report P a g e | 3 and establish the soil boring location in the field. NW Contracting mobilized a truck mounted drill rig to the site on December 4, 2023 and completed drilling efforts on the same day.
Soil boring and sampling operations were performed using hollow stem augers to advance through overburden materials in accordance with ASTM D1586 “Standard Test Method for Standard Penetration Test (SPT) and Split-Barrel Sampling of Soils”. Resistance values, or blow counts, were recorded for each six-inch advancement of a twenty-four inch long, two inch diameter split spoon sampler. “N” values were calculated by totaling the resistance values for the 6/12 and 12/18 inch intervals. All data recorded during drilling operations can be found on the soil boring log B-2 included in Appendix A.
Retrieved soil samples were logged and visually classified by NW Contracting in accordance with the
ASEE System of Definition for Visual Identification of Soils (Burmister Classification System) and ASTM D2488 “Standard Practice for Description and Identification of Soils (Visual – Manual Procedure)”. Recovered soil samples were visually examined by GGEA to verify Unified Soil Classification System (USCS) classifications in accordance with ASTM D2488 “Description and Identification of Soils (Visual-Manual Procedure)” and select samples were subjected to laboratory testing to establish USCS classifications in accordance with ASTM D2487 “Classification of Soils for Engineering Purposes”. Discrepancies observed between classifications noted on the soil boring log and those identified in this report are due to testing and examination in the GGEA laboratory, which allows for the collection of specific gradation and index property data that was not discerned from visual classification in the field, as well as the assignment of USCS classifications.
3.2 SUBSURFACE CONDITIONS
Soil boring B-2 was advanced to a depth of 50.0 feet below existing grade and terminated in compact silty sand (SM). Compact to loose granular fill material was encountered to a depth of 4.0 feet, followed by very soft cohesive soil to a depth of 13.0 feet, very loose to loose granular soil to a depth of 28.0 feet and compact granular soil for the remainder of the boring depth. Specific subsurface conditions are identified on the boring logs included in Appendix A, however the soil profile has been summarized as follows:
0.0 – 2.0 ft Brown, moist, compact, silty gravel with sand (GM) FILL. N value of 15.
2.0 – 4.0 ft Brown, black and red, extremely moist, loose, silty sand with gravel (SM) FILL with brick, gravel and wood. N value of 5.
4.0 – 10.0 ft Dark gray, moist to extremely moist, soft to very soft, sandy lean clay (CL). N values range from 4 to 2.
10.0 – 13.0 ft Gray, wet, very soft, lean clay (CL). N value of < 1.
13.0 – 18.0 ft Gray, wet, very loose, silty sand (SM) with organics. N value of 2.
18.0 – 24.0 ft Gray, wet, very loose, silty sand (SM). N value of 2.
24.0 – 28.0 ft Gray, wet, very loose, sandy silt (ML). N value of 3.
28.0 – 33.0 ft Brown, wet, compact, silty gravel with sand (GM). N value of 13.
33.0 – 50.0 ft Brown, wet, dense to compact, silty sand with gravel (SM). N values range from 36 to 14.
Supplemental Geotechnical Engineering Report P a g e | 4
It is GGEA’s opinion the extent of this exploration was sufficient to accurately characterize the subsurface conditions and provide information necessary for the preparation of this report. The soil borings portray the subsurface conditions encountered at the soil boring locations at the time of exploration. The stratification lines shown on the soil boring logs are approximate, whereas in-situ the changes between strata may be more gradual. Sample recovery was limited to the diameter of the sampling equipment, such that in-situ materials with dimensions that exceed 2 inches such as large diameter gravel, cobbles and boulders were not recovered.
3.3 GROUNDWATER
Groundwater was measured in the augers at a depth of 7.3 feet upon the completion of drilling operations. The cohesive soils encountered in the upper 13.0 feet become extremely moist at a depth of 6.0 feet and wet at a depth of 10.0 feet. Wet granular soils were encountered below a depth of 13.0 feet. The groundwater is believed to be contained under slight pressure, such that the groundwater elevated in the augers to a depth of 7.3 feet once the water bearing strata was penetrated with the augers below a depth of 13.0 feet.
Based on the moisture content of the overlying cohesive soils, the measured groundwater depth of 7.3 feet is estimated to accurately reflect the stabilized groundwater elevation, with the pressurized groundwater penetrating the overlying low permeability soil over time and stabilizing at a depth of approximately 7.0 feet.
Seasonal fluctuations up to 6.0 feet are anticipated, as is perched groundwater within overlying fill soils.
3.4 LABORATORY ANALYSIS
Select soil samples from representative strata were subjected to geotechnical laboratory testing to establish USCS classifications and index properties.
