About this file
This is a System Design Reference Package document supporting a pre-solicitation for cellular booster installation at the Marine Corps Reserve Center (MCRC) in Brooklyn, New York. The United States Marine Corps, specifically MARFORRES RCO, is seeking information and rough order of magnitude (ROM) pricing to support market analysis and competition evaluation for this project. The procurement aims to determine vendor capabilities and cost estimates prior to formal solicitation release. Interested vendors should refer to the attached Performance Work Statement for detailed technical and operational requirements. Questions regarding this pre-solicitation should be directed to oscar.quintana@usmc.mil. The solicitation number is M216806946662, classified as a pre-solicitation opportunity.
The reference package serves as supporting documentation to establish baseline system design parameters and technical specifications for the cellular booster installation project. This pre-solicitation phase is intended to gather preliminary pricing data and assess market capability before the Marine Corps issues a formal solicitation with binding contractual terms and conditions. Potential contractors should use this package to understand scope requirements and submit ROM pricing estimates to inform the government's acquisition strategy and timeline for the Brooklyn MCRC cellular infrastructure upgrade.

SYSTEM DESIGN REFERENCE – IN-BUILDING CELLULAR COVERAGE – MCRC BROOKLYN, NY
SYSTEM DESIGN – REFERENCE PACKAGE
IN-BUILDING CELLULAR COVERAGE ENHANCEMENT SYSTEM
MCRC Brooklyn, NY Reserve Center Purpose: This reference package documents one validated technical solution for achieving the required in-building cellular coverage, derived from an on-site RF survey of the facility. It is provided for Government planning and source-selection reference. Component types and quantities reflect one acceptable, surveyed design; final quantities and locations for any awarded effort shall be confirmed by a site survey. This package contains no proprietary vendor identification.
1. System Overview The system is a multi-band in-building cellular coverage enhancement solution (Distributed Antenna System / signal booster architecture) supporting AT&T, Verizon, and T-Mobile, including Low-Band 5G (approximately 600 MHz–1 GHz). Three (3) roof/parapet donor antennas receive the commercial carrier signal and feed a centralized network/head-end unit located in the 2nd Floor Telecom Room (Room 213). The head-end distributes to six (6) coverage units across the 1st and 2nd floors, which in turn feed twenty-four (24) interior broadcast (ceiling-dome) antennas. The design targets 90% coverage at RSRP −100 dBm or better.

Each coverage unit is mounted above the ceiling at a marked location and connected to the network/head-end unit by duplex Cat6 (two cables per unit). Quantities reflect one surveyed design and are subject to confirmation by site survey.
5. Mounting & Installation Details
6. Installation Notes & Assumptions Donor antennas: Mounted to roof/parapet via mast and heavy wall mounts; coax routed through a NEMA enclosure at the wall penetration to the head-end. Penetrations sleeved and fire-stopped after completion; grounding provided per code at each location.
Head-end / amplifier locations: Suitable space and a standard 110V duplex receptacle are required at each amplifier/head-end location (Government-furnished). Completed pathway from roof donor antennas to the head-end is assumed available.
Interior antennas / pathways: Cable routed above accessible ceilings on J-hook supports to a maximum 14' ceiling height; work areas assumed accessible via ladders (no scissor-lift/lift rental included). Suitable ceiling pathways assumed to all interior antenna locations.
Registration (FCC): System registered with the equipment manufacturer and with each cellular carrier prior to or concurrent with activation, per 47 CFR Part 20.21.
Remote management: Any remote-management capability is to be managed/regulated by a Government employee or military member within the unit’s communications (G-6/S-6) element, consistent with Government IT/cybersecurity requirements.
Site survey required: Final equipment types, quantities, and component locations shall be determined by a physical site survey and confirmed in writing with the COR prior to installation. The quantities shown represent one validated, surveyed solution and are not mandatory minimums for an “or equal” approach.
7. As-Surveyed Engineering Drawings The following drawings were produced from a physical RF survey of the facility and depict equipment placement and predicted coverage on the actual building floor plans. They are reproduced here for Government reference with all vendor identification removed. Coverage predictions reflect the surveyed design; an awarded contractor shall confirm final placement and verify coverage by post-installation survey. Each drawing is presented on its own page for legibility.
