Summary of Combined Synopsis/Solicitation Request for Quotation
This is a Combined Synopsis/Solicitation Request for Quotation issued by the North Carolina National Guard for Subsistence in Kind BPA (Solicitation Number W91242-26-Q-0031), updated November 28, 2025. The acquisition is reserved for 100% small business concerns under NAICS code 722320 (Food Service Contractors) with a $9 million size standard. The contractor must provide catering services on an as-needed basis through Blanket Purchase Agreement (BPA) calls in support of the NC Army National Guard for a 5-year period of performance. Three line items are solicited: Breakfast (Line Item 0001), Lunch (Line Item 0002), and Dinner (Line Item 0003), with maximum rates of $12.00, $17.00, and $17.00 per meal respectively for 2026 (subject to annual change), plus a delivery fee not to exceed $25.00 per day (Line Item 0004). Place of performance is North Carolina and Fort Pickett, Virginia (Barfoot). Service Contract Act wage determinations apply across multiple North Carolina and Virginia counties, with specific wage determination numbers provided for each geographic region.
Quotations must include pricing for all line items and a technical proposal addressing the proposed meal coordination plan, existing subcontractor relationships in North Carolina and Fort Pickett areas, points of contact and communication protocols with the Contracting Officer's Representative (COR), invoicing and subcontractor payment procedures, familiarity with Wide Area Work Flow (WAWF) invoicing, ability to accommodate late BPA call modifications, plans for introducing qualified subcontractors if current providers fail to meet standards, and quality control procedures to ensure Performance Work Statement (PWS) compliance. Offerors must also submit past performance documentation (maximum 2 pages) including current point of contact, scope of work, contract number, and completion dates, or state that no past performance is available. All proposals must be submitted with no password protection and scanned for computer viruses prior to submission. The Government will evaluate quotations on price, technical approach, and past performance, with consideration given to best value rather than lowest price alone. FOB Destination delivery terms are required, and offerors are instructed not to add additional terms and conditions. Vendors must be registered and active in SAM.gov at both quotation submission and award. Multiple awards will not be made unless deemed appropriate in the Government's best interest.

52.212-2 Evaluation—Commercial Items (Addendum Replacing 52.212-2 in full)
BASIS OF AWARD: The Gov’t will award a firm-fixed priced contract, to the responsible offeror representing the best value to the gov’t, using a streamlined comparative trade-off evaluation IAW FAR 12.602 & 13.106-2 and the below, which may result in award to other than lowest priced quote.
Your quote should contain your best terms. The Contracting Officer may reject any or all quotes. After the evaluation of quotes, the Contracting Officer may negotiate final terms with one or more quoters of the Government’s choice before issuing a purchase order. The Contracting Officer will not negotiate with any quoters other than those of the Government’s choice and will not use the formal source selection procedures described in FAR Part 15.
LATE SUBMISSIONS: The Gov’t will not consider any quote that we receive after the deadline unless we receive it before we award a contract and consideration of the quote is otherwise in the best interest of the Gov’t.
STANDING PRICE QUOTATIONS: Standing price quotations may be used if needed and deemed in the best interest of the Gov’t.
PRICE: Gov’t will record total evaluated prices (to include options). If more than 3 quotes are received, the Gov’t will identify a grouping of the most competitively priced quotes; remaining quotes will not be evaluated further unless later deemed necessary. Meal rates below the maximum are encouraged.
If after non-price evaluation it is deemed the apparent awardee has unrealistically low or unbalanced pricing, the Gov’t will communicate with the vendor to ensure there was not a mistake in pricing prior to award. If a mistake is claimed, it will be handled IAW FAR 14.407.
COMBINED SYNOPSIS/SOLICITATION
REQUEST FOR QUOTATION
TECHNICAL: The Government will evaluate the technical proposal requested in 52.212-1 Addendum, noting significant areas of either concern or value. Evaluation of this factor will assess the offeror's proposed approach and understanding of the requirements and risk of unsuccessful performance of the proposed approach to technical capability in accordance with PWS. Gov’t may deem a quote to be technically acceptable or superior if their technical solution differs from the PWS or does not meet the technical minimums, but ultimately results in a solution that will meet or exceed the intent of the Government’s needs and would involve an acceptable level of risk.
PAST PERFORMANCE: Past Performance will be reviewed and may be based on Contracting Officer’s prior knowledge/experience; past performance inquiry replies; CPARS, FAPIIS, or any other reasonable basis. The Government will evaluate the offeror’s past performance to determine the likelihood that the offeror will successfully perform the required effort described in the PWS. Past Performance within the past 3 years will be considered more heavily than beyond 3 years.
Adjectival Rating Description
Substantial Confidence Based on the Offeror’s performance record, the Government has a high expectation that the Offeror will be able to successfully perform the required effort.
Satisfactory Confidence Based on the Offeror’s performance record, the Government has a reasonable expectation that the Offeror will be able to successfully perform the required effort.
Neutral Confidence No performance record is available, or the Offeror’s performance record is so sparse or lacking recency/relevance that no meaningful confidence assessment rating can reasonably be assigned. The Offeror may not be evaluated favorably or unfavorably on the factor of past performance.
Limited Confidence Based on the Offeror’s performance record, the Government has low expectation that the Offeror will be able to successfully perform the required effort.
No Confidence Based on the Offeror’s performance record, the Government has no expectation that the Offeror will be able to successfully perform the required effort.
MULTIPLE AWARDS: Gov’t will not make multiple awards unless circumstances deem it appropriate and in the best interest of the Gov’t.
AWARDING WITHIN BUDGET: If deemed necessary to stay within budget, the Gov’t may reduce quantities and reach out to offerors with acceptable or better non-price proposals, requesting they revalidate or update their unit pricing. Alternatively, the Gov’t may cancel the requirement if needed.
