Contracting Officer’s Overview of Request for Proposal W9124R‐24‐R‐0004 for Yuma Proving Ground Mission Test Support Services
Dear Prospective Offerors, Good afternoon. As I stated last week, the NAICS Code for this solicitation will be 541330, Engineering Services Exception 1 (Military and Aerospace Equipment) instead of 541330. I understand potential offerors formed teams based on NAICS Code 541330;
using Exception 1 should not harm offerors because the pool of small businesses expanded, not contracted. The market research showed NAICS Code, Exception 1 is in the Government’s best interest.
Today, I am publishing the answers to the questions asked in response to revised draft PWS and proposed small business subcontracting goals. The Excel file includes all questions and answers, including the answers previously posted. Based on offeror’s responses to the proposed small business subcontracting goals, the goals were revised:
The Minimum Quantitative Requirement (MQE) for small business participation is 30% of the total contract value (TCV). The socioeconomic MQRs for this procurement are:
– Small Disadvantaged Business (SDB): 1.8%;
– Woman-Owned Small Business (WOSB): 1.8%;
– HUBZone Small Business: 1.1%;
– Veteran-Owned, Small Business (VOSB): 5%
– Service-Disabled, Veteran Owned Small Business (SDVOSB): 5%
We are diligently working to finalize the draft Request for Proposal (RFP) to post on SAM.gov to allow you to begin working on your proposals. You will have an opportunity to submit comments and questions in response to the draft RFP.
I am planning to release the RFP on or about April 1, 2024, with proposals due on May 9, 2024.
As a reminder, anything stated here or in the draft documents is subject to change. The Government’s final requirements are always in writing and you must follow the RFP.
I thank you for your continued support and input.
Jennifer Hastedt Contracting Officer
