Synopsis of Proposed Contract Action
This document serves as the synopsis of the proposed contract action of the 765 ABS Simplified Acquisition of Base Engineering Contracts. Additionally, the 765th ABS/Contracting Flight is seeking industry input on the Statement of Work to ensure greater understanding on both sides of the acquisition. This input will be used to improve both the Government’s and Industry understanding of the requirement.
We would like to emphasize that all are welcome to comment and suggest changes; however, please read below as there will be minimum requirements for each firm to be considerable responsible.

Subject: Simplified Acquisition of Base Engineer Requirements (SABER), Indefinite Delivery Indefinite Quantity (IDIQ) contract, at Lajes Field, Azores, Portugal.

Set-aside and NAICS Code: This requirement will be solicited unrestricted. All responsible sources may submit a proposal, which shall be considered.
For informational purposes, the equivalent NAICS code used is 236220, Commercial and Institutional Building Construction.
Project Magnitude: Intent is for a Multiple Award Task Order Contract (MATOC) ceiling of $25,000,000.
Description:
The purpose of the SABER program is to expedite the award of civil engineering (CE) non-complex, minor construction, and maintenance and repair requirements. Detailed information on the program can be accessed in the Air Force Contracting Construction Guide, Chapter 3, dated 1 October 2019 (attached).
In accordance with FAR 52.236-7 (as modified by DAFFARS 5336.507), at time of award offerors are required to hold a construction permit issued by the Institute for Public Markets, Real Estate, and Construction (IMPIC) that covers their proposal’s scope and magnitude at the task order level (minimum permit level 4).
System for Award Management Requirement:
All Contractors wishing to do business with the Government are required to register in the System for Award Management (SAM) DoD Database prior to any subsequent award. SAM Registration may be accomplished online at https://www.sam.gov. Contractors are further advised that failure to register in the DoD Central Registration Database will render your firm ineligible for award.
Recommend registering immediately in SAM in order to be eligible for timely award. The single source of entry for all documentation pertaining to this acquisition will be https://www.sam.gov.
