COMBINED SYNOPSIS/SOLICITATION
Solicitation Number: HTC711-22-R-R004
Background
The United States Transportation Command (USTRANSCOM) is the Distribution Process Owner (DPO) for the Department of Defense and is the single entity to direct and supervise execution of the strategic distribution system. The mission of USTRANSCOM is to provide full-spectrum global mobility solutions and related enabling capabilities for supported customers’ requirements in peace and war. USTRANSCOM has a responsibility to improve the overall efficiency and interoperability of distribution related activities within the Department of Defense (DoD). USTRANSCOM is the contracting activity for surface transportation requirements.
Description
The Military Surface Deployment and Distribution Command (SDDC) has a requirement to supply rail chain tiedown assemblies for the fleet of railway flat cars owned and managed by the Department of Defense (DoD). Rail chain tiedown assemblies as a whole, and each component, shall be composed of all new material and conform to the requirements of Association of American Railroads (AAR) Open Top Loading Rules (OTLR), Section 1, Part 2, paragraph 21 current as of the date of shipment. The North American Industry Classification System (NAICS) code for this requirement is anticipated to be 332999 – All Other Miscellaneous Fabricated Metal Product Manufacturing.
The period of performance for this effort includes a 6-month transition, one-year base period, four one-year option periods, and an optional six-month extension per FAR 52.217-8, Option to Extend Services. The contract award date is estimated for 1 October 2022.

The solicitation for this acquisition will be released electronically and will be available only on Beta.sam.gov (formerly FedBizOpps) website at https://beta.sam.gov/. The expected release date for the official Request for Proposal (RFP) is approximately 9 December 2021. All responsible sources may submit a proposal which shall be considered by the agency.
