RFP No. 140P8420R0004 Replace Brandy Creek Wastewater Treatment Plant Operations Building
PRE-SOLICITATION ANNOUNCEMENT
The National Park Service at Whiskeytown National Recreation Area has a requirement to replace the Brandy Creek Wastewater Treatment Plant Operations Building. This project work is located at the Brandy Creek Wastewater Treatment Plant (WWTP), Whiskeytown National Recreation Area, located in Shasta County, California, approximately 5 miles west of California State Route 299 on J.F. Kennedy Memorial Drive. The work includes demolition of the existing burned remains of the WWTP operations building and appurtenances and installation of a prefabricated replacement building. Work also includes installation of power service delivery, including emergency standby generator, metering, service entrance, process control and monitoring, including processes such as chemical disinfection of treated effluent, pump and process controls, and power supply for the recirculation of stored effluent and delivery of wastewater to the spray irrigation disposal fields.
Contract bid item work includes Mobilization & Demobilization (this bid item consists of mobilization, demobilization and includes providing all required traffic control and temporary stormwater pollution prevention necessary for the completion of the project in accordance with the project plans and specifications; the government shall consider that mobilization is sixty (60) percent and demobilization is forty (40) percent of the total cost and effort for Mobilization and Demobilization); Site Demolition (this bid item consists of providing all labor, materials and equipment required to complete all demolition work associated with removing and disposing of the existing burned remains of the WWTP operations building and associated appurtenances in preparation for the installation of the new operations building in accordance with the project plans and specifications, including, but not limited to, locating and protecting all existing portions of the WWTP designated to remain in place, removing and disposing of all existing piping, pumping, electrical and building components associated with the burned building that were destroyed, including disposal fees, pulverization of existing concrete associated with the burned building and stockpiling of resultant concrete rubble for use as fill material); Site Utilities (this bid item consists of providing all labor, materials and equipment required to install the specified water pipe, sanitary sewer pipe, and electrical conduit with wiring to existing and proposed controls to a fully functioning condition, including, but not limited to, completing all required excavation, providing and installing all required bedding material, installation of the specified pipe/conduit and all required fittings, providing and installing all required trench backfill material, including compaction, providing and installing the specified locate tape, completion of all required testing, completion of connections to existing utilities, including connection appurtenances, and completion of surface restoration in accordance with the project plans and specifications); Operations Building (this bid item consists of providing all labor, materials and equipment required to construct the complete operations building in accordance with the project plans and specifications as necessary to restore full operational services to the

WWTP, including, but not limited to, preparing and compacting the sub-base, providing the necessary assistance and manpower during the delivery and installation the prefabricated CXT replacement building, connection of operations building to existing water, sewer, and electrical utilities, and completion of all required testing to ensue utilities are functioning properly - all the above is to be completed in accordance with the project plans and specifications); Sump Pump (this bid item consists of providing all labor, materials and equipment required to construct and install a submersible sewage pump housed in sump basin, controls, and accessories, including, but not limited to, necessary excavation for the completion of the work, level control float assemblies, electrical wiring and connections, effluent discharge assemblies, and performing testing necessary to ensure proper performance); Hypochlorination System (this bid item consists of providing all labor, materials and equipment required to construct and install the proposed hypochlorination system as indicated in the plans - the Contractor will be responsible for furnishing and installing a chemical feed pump, chemical storage and spill containment equipment, solution feed line and associated chemical injection equipment, a flow measurement sensor and transmitter, and a circular chart recorder with 4-20 mA signal wire to the flow measurement transmitter for monitoring and recording of chlorine dosing to effluent from the recirculating sand filters); Emergency Shower/Eyewash (this bid item consists of providing all labor, materials and equipment required to install an emergency chemical shower and eyewash and tempering valve, including, but not limited to, assembling said equipment, plumbing to preinstalled water and waste piping in the operations building, calibration, and testing to ensure the equipment function in accordance with manufacture recommendations); Storage (this bid item consists of furnishing and installing equipment for file storage and a desk with cabinets within the operations building, including, but not limited to, assembling said equipment and placing in the operations building as indicated in the Plans); and Propane Generator (this bid item consists of furnishing and installing an 80kW propane powered generator set and automatic transfer switch, including, but not limited to, installation of all electrical components and wiring as shown in the construction plans and these specifications, propane fuel system, generator set mounting base and enclosure, automatic transfer switch, controls, metering, and testing to ensure generator performs in accordance with construction plans and these specifications).
Per the general price ranges established in FAR 36.204, the estimated project price is between $250,000 and $500,000. The North American Industry Classification System (NAICS) Code for this requirement is 237110, with a corresponding size standard of $39.5 million in annual gross receipts for the past three years.
This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
The Request for Proposal (RFP) will be available on/about June 29, 2020 by electronic means only and can be downloaded along with all related attachments from the Contracting Opportunities website at https://beta.sam.gov/. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP.

The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price (relevant experience, technical competence of key personnel, scheduling and project management, California contractor state license classification, and past performance) as listed in the Request for Proposal.
