Pre-Solicitation Notice: Department of the Interior-The National Park Service (NPS) Team, Contracting Operations Central, LAKEWOOD Major Acquisition Buying Office (MABO), intends to issue a request for quotes solicitation for the Replacement of Granular Activated Carbon Filter (GAC) Media.

Solicitation No.: 140P1226Q0044

Location: Mesa Verde National Park (Mesa Verde, CO) and Rocky Mountain National Park (Estes Park, CO), This acquisition will be conducted using Simplified Acquisition Procedures (FAR Part 13).

This solicitation is expected to result in a commercial service contract.

Description:

Mesa Verde National Park: Work shall consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to perform activated carbon exchange service at the Mesa Verde National Park water treatment plant. Project will include vacuum removal and off-site disposal of spent activated carbon, inspection tanks interior, touch up of epoxy paint (tank interior walls) as necessary, and refill with fresh granular activated carbon media. All work and supplies shall meet or exceed all Federal and State requirements for public drinking water facilities.

Rocky Mountain National Park: Work shall consist of furnishing all labor, materials, tools, supplies, equipment, transportation, and supervision necessary to perform filter media exchange service of GAC filter media at the Headquarters East (HQ East) water treatment plant (PWSID #CO0135685). Project will include removal and off-site disposal of spent activated carbon and refill of filter vessels with new/unused GAC media. All work and supplies shall meet or exceed all Federal and State requirements for public drinking water facilities.

This acquisition will be set aside for Total Small Business.

The associated NAICS code is 221310 Water Supply and Irrigation Systems. The small business size standard is $41 Million.

The government plans to release a formal solicitation, along with all relevant documents, on or around August 13, 2026. Should this date shift, the solicitation will be issued as soon as possible. This notice serves as an advance announcement of the upcoming solicitation. Responses will be due approximately 14 days after the RFQ is issued, with the anticipated due date around August 27, 2026. The exact RFQ due date will be specified in the forthcoming solicitation.

The RFQ package, including applicable documentation, will be posted to SAM.GOV. No hardcopies or email copies will be provided. Offerors must be registered, have a SAM UEI number, and be active in the System for Award Management (SAM) http://www.sam.gov in order to be considered and eligible for award.
