PRE-SOLICITATION NOTICE:

Project Title: Replace Parkwide Intrusion Alarm at San Antonio Missions National Historical Park (SAAN)

Project Description: The Department of the Interior-National Park Service (NPS) Team, Contracting Operations (ConOps) Central, Lakewood Major Acquisition Buying Office (MABO) intends to issue a Request for Quote (RFQ) for work to provide all labor, tools, materials, equipment, permits, internal coordination, incidental design, travel, and documentation to deliver a complete and code-compliant system to replace intrusion alarm systems in five designated buildings at San Antonio Missions National Historical Park (SAAN), with a bid add option to replace systems in two additional facilities. The objectives of this project are to modernize the security infrastructure, separate intrusion and fire alarm functionalities, and ensure compliance with current DOI, NPS, and industry standards.

The existing systems vary from outdated commercial to residential-grade setups, ranging from 5 to 20 years old. These systems no longer meet the operational requirements of SAAN, the National Park Service, or the Department of the Interior and are to be fully replaced.

TYPE OF CONTRACT: Firm Fixed Price. Construction Wage Rate Requirements for Baxer County will apply.

LOCATION: San Antonio Missions National Historical Park, 2202 Roosevelt Ave, San Antonio, TX 78210.

MAGNITUDE OF CONSTRUCTION: Between $25,000 and $100,000.

NAICS CODE: The associated NAICS is 561621 Security Systems Services (except Locksmiths). The small business size standard is $25M.

NOTICE OF SET ASIDE: This project is set-aside for 100% Total Small Business.

SCHEDULE: The government anticipates that work will be completed in 90 days. The final performance start date is contingent on issuance of Notice to Proceed.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

The government intends to issue a formal Solicitation with construction statement of work on or about August 13, 2025. If this date is delayed, the solicitation will follow as soon as possible. This is a PRELIMINARY NOTICE of a solicitation that will follow. The responses will be due approximately 15 days after the RFQ issue date, on/about September 3, 2025. The specific date and time will be announced in the solicitation that will follow this notice.

The RFQ package, including applicable attachments will be posted http://www.sam.gov. No hardcopies or email copies of the solicitation will be provided.

In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
