About this file
This document is a synopsis of a NASA Goddard Space Center (GSFC) intent to issue a sole source contract to the Laboratory for Atmospheric and Space Physics (LASP) at the University of Colorado for the continued mission operations and data processing of the Total and Spectral Solar Irradiance Sensor-2 (TSIS-2) system expected to launch in May 2025. The contract will include developing command procedures, receiving and monitoring sensor operations, processing and distributing TSIS-2 science data products, and maintaining algorithms, calibration, and data products. The contract will be a 1-year base period with two 1-year option periods. NASA does not intend to acquire this as a commercial item. Interested parties can submit capabilities to NASA by March 17, 2024, to potentially compete this acquisition.

Total and Spectral Solar Irradiance Sensor-2 (TSIS-2) Mission Operations and Data Processing Procurement
NASA/GSFC has a requirement for the continued mission operations and data processing of the
Total and Spectral solar Irradiance Sensor-2 (TSIS-2) system expected to be launched in May
2025.
NASA GSFC intends to issue a sole source contract for this effort to the Laboratory for
Atmospheric and Space Physics (LASP) at the University of Colorado under the authority of 10
U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The Total and Spectral solar Irradiance Sensor (TSIS) – 2 is a directed mission to address the 2017
Decadal Survey recommendation for sustained multidecadal global measurements of solar irradiance. It provides continuity to data delivered by TSIS-1, which launched in December 2017 with an expected prime mission operation of 5 years. TSIS-2 will be an independent observatory with two instruments: the Total Irradiance Monitor (TIM) and the Spectral Irradiance Monitor
(SIM), that are nearly identical to those aboard TSIS-1. The TIM measures Total Solar Irradiance
(TSI), the Earth’s predominant energy source. The TIM will continue a 40-year long uninterrupted measurement record of TSI. The Spectral Irradiance Monitor (SIM) measures Solar Spectral
Irradiance (SSI) and identifies the regions in Earth’s atmosphere and surface that are affected by solar variability.
Under this contract, the scope of TSIS-2 operations efforts are as follows:
a. Develop TSIS-2 command procedures, scripts and command uploads for on-orbit operations of the sensors. The uploads will be a routine weekly effort, but urgent uploads may be necessary for flight anomalies and changing ISS activities.
b. Validate and transfer command procedures, scripts, and command upload to the POIC for upload to the ISS after validation.
c. Receive and monitor sensor operations, health, and science telemetry.
d. Analyze sensor performance, including state of health monitoring and long-term trending.
e. Maintain the Spectral Radiometer Facility and the Total Radiance Facility with standards for flight model comparisons.
f. Investigate and resolve on-orbit anomalies that affect TSIS-2 performance parameters and/or anomalies that threaten TSIS-2 health and safety.
Under this contract, the scope of TSIS-2 data processing efforts are as follows:
a. Process, manage, analyze, and distribute TSIS-2 science data products.
i. Produce 4 times daily (six-hour average) Total Irradiance Monitor (TIM) values and twice daily (every 12-hours) Spectral Irradiance Monitor (SIM) solar spectra values as Level 3 Science data products at rates such that processing backlogs do not accumulate.
ii. Deliver the daily Level 3 TSIS-2 science data products with no greater than a
14-day latency, to Goddard Earth Sciences and Data and Information Services
Center (GES DISC).
iii. Provide Level 0, Level 1, 2, and 3 data products, metadata, ancillary data, and housekeeping data to GES DISC for archiving.
b. Facilitate scientific analysis of algorithms, calibration data and data products.
c. Reprocess entire or partial mission data sets when algorithms or calibrations have major updates.
d. Maintain all processing software, calibration data, science data products, and other information under configuration control.
e. Conduct formal versioned software releases and maintain unique data product versions for each sensor.
f. Maintain traceability between software, calibration data, data products and production job parameters.
g. Provide data backup and archiving.
h. Retain all data products for the life of the mission and demote data that are more than two versions old.
i. Maintain the Algorithm Theoretical Basis Document (ATBD) for the TSIS-2 sensors.
A Cost No Fee contract, with a 1-year base and two, 1-year option periods is anticipated.
The Government does not intend to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Ravi Chandan Palaniandy at Ravichandan,Palaniandy@nasa.gov not later than 3.00 PM EST on March 17, 2024. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the
Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-
