About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the United States Department of the Interior, Bureau of Reclamation, Upper Colorado Basin Regional Office.
The procurement is for repair services of one 2024 Ford F-150 XLT 4WD Super Crew government-owned vehicle classified under NAICS Code 811111 (General Automotive Repair) and Product Service Code J023 (Maintenance Repair of Equipment – Vehicles). The contractor shall provide all labor, parts, materials, equipment, tools, and services necessary to complete repairs and return the vehicle to fully operational service. The contract will be awarded as a sole source construction purchase order to Chalmers Ford, Inc., located at 2500 Rio Rancho Boulevard SE, Rio Rancho, New Mexico 87124-1095. The estimated period of performance is 90 days following contract award, with an estimated award date of late October 2026. The vehicle sustained significant electrical damage and has been in Chalmers' custody for diagnostic evaluation at no storage cost. Chalmers is deemed the only reasonably available source due to their completion of diagnostic work, specialized knowledge of the vehicle's condition, and the risks and costs associated with transporting the vehicle elsewhere for duplicate diagnostics and repairs.
This procurement is issued under FAR Part 12.102 commercial item procedures and does not constitute a competitive solicitation. Interested parties may submit capabilities statements to the Contracting Officer at tina_villegas@ios.doi.gov no later than October 20, 2026, at 10:00 AM Mountain Daylight Time for market research purposes only. The Government retains sole discretion over the proposed contract award, and respondents bear all costs associated with submitting information.

Notice of Intent to Award Sole Source Contract
Middle Rio Grande Socorro Field Division
Ford Truck Repair
This notice is being published in accordance with Revolutionary FAR Overhaul (RFO) Federal
Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source construction purchase order in accordance with RFO FAR Part 12.102. THIS NOTICE IS NOT A REQUEST FOR
COMPETITIVE PROPOSALS.
NAICS Code: 811111 General Automotive Repair
Product Service Code: J023 Maintenance Repair of Equipment (Vehicles)
The Reclamation Acquisition Management & Partnership Division, Albuquerque Area Office issues this special notice of its intent to award a sole source contract to Chalmers Ford, Inc., 2500 Rio Rancho BLVD SE, Rio Rancho, New Mexico, 87124-1095. The requirement is for repair of one 2024 Ford F-150 XLT 4WD Super Crew government-owned vehicle. The Contractor shall provide all labor, parts, materials, equipment, tools, and services necessary to complete the repairs and return the vehicle to fully operational service. The estimated period of performance is 90 days after the contract award date. The estimated award date is late October 2026. See the attached Statement of Work for more information.
In accordance with FAR 12.102(a), commercial item procedures may be used for acquisitions not exceeding the Simplified Acquisition Threshold (SAT), and under such procedures the
Contracting Officer may solicit from a single source when only one source is reasonably available.
The referenced vehicle sustained significant electrical damage and was towed to Chalmers Ford
Inc. (Chalmers) for a diagnostic evaluation. Chalmers has provided a written estimate outlining the necessary repairs and is storing the vehicle at no cost.
Chalmers has already completed the necessary diagnostic work, has specialized knowledge of the vehicle's condition, and the repairs required. Selecting another vendor would require the vehicle to be transported to a different facility and could result in duplicated diagnostic efforts, additional costs, delays, and an increased risk of further damage during transportation. Chalmers is the only source available to meet the Government’s requirements.
This notice is not a competitive request for proposals as a competitive solicitation will not be issued. Interested parties who believe they can provide these services may submit a capabilities statement to the Contracting Officer, at tina_villegas@ios.doi.gov no later than October 20, 2026, at 10:00 AM MDT. Responses must be submitted via email. Information received will be considered solely for the purpose of Market Research. The Government has sole discretion over the proposed contract. Any company responding to this notice does so at its own expense; the
Government will not reimburse any costs.
