About this file
This is a Notice of Intent to Award a Sole Source Contract issued by the Bureau of Reclamation's Upper Colorado Basin Regional Office for the San Luis Valley Closed Basin Project.
The Bureau of Reclamation intends to award a sole source construction purchase order to SolarSet, Inc., located at 46920 County Road E, Center, Colorado 81125-9349, for expansion of the existing solar array at the Alamosa Field Division office in Alamosa, Colorado. The project will expand the current solar array from approximately 10 kilowatts to 25 kilowatts. SolarSet shall provide all labor, supervision, materials, tools, equipment, transportation, permits, testing, engineering support, and incidentals necessary to design, supply, install, interconnect, test, and commission new solar panels and associated components adjacent to the existing array. The estimated period of performance is six months following issuance of the Notice to Proceed, with an estimated award date of mid-September 2026. The justification for sole source award is based on SolarSet's proprietary racking system, exclusive access to compatible expansion components, and specialized engineering expertise required for mechanical and electrical integration with the existing array's inverters, wiring architecture, monitoring platform, and communication protocols. Only SolarSet possesses the required proprietary hardware and technical data to maintain full operational compatibility and avoid risks including racking misalignment, electrical incompatibility, communication loss, monitoring system failure, and warranty voidation. Interested parties may submit capabilities statements to Contracting Officer Tina M. Villegas at tina_villegas@ios.doi.gov no later than August 14, 2026, at 10:00 AM MDT for market research purposes only. The Government will not reimburse any submission costs.

United States Department of the Interior
BUREAU OF RECLAMATION
Upper Colorado Basin Regional Office
Notice of Intent to Award Sole Source Contract San Luis Valley Closed Basin Project
Office Solar Expansion
This notice is being published in accordance with Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source construction purchase order in accordance with RFO FAR Part 12.102. THIS NOTICE IS NOT A REQUEST
FOR COMPETITIVE PROPOSALS.
The Bureau of Reclamation Acquisition Management Division, Albuquerque Area Office issues this special notice of its intent to award a sole source contract to SolarSet, Inc., 46920 County Road E, Center, Colorado 81125-9349, for an expansion of the existing solar array at the Alamosa Field Division, San Luis Valley Closed Basin (SLV CB) Office in Alamosa, CO. The requirement will expand the existing array from approximately 10 kilowatts (kW) to 25 kW. The Contractor shall furnish all labor, supervision, materials, tools, equipment, transportation, permits, testing, engineering support, and incidentals necessary to design, supply, install, interconnect, test, and commission new solar panels and associated components directly adjacent to the existing array. The estimated period of performance is six months after issuance of the Notice to Proceed. The estimated award date is mid-September 2026. See the attached Statement of Work for more information.
In accordance with FAR 12.102(a), commercial item procedures may be used for acquisitions not exceeding the Simplified Acquisition Threshold (SAT), and under such procedures the Contracting Officer may solicit from a single source when only one source is reasonably available.
The existing SLV CB Office solar array was engineered, installed, and commissioned using SolarSet’s proprietary racking system and SolarSet’s specific communication, monitoring, and electrical architecture. SolarSet has confirmed that the Solarset racking system is proprietary and unavailable for purchase by other vendors; the expansion components required for mechanical and electrical compatibility are only available through SolarSet;
and successful integration with the existing monitoring and communication architecture requires SolarSet specific hardware.
Because the expansion must interconnect mechanically and electrically with the existing racking, panels, inverters, wiring architecture, monitoring platform, and communication protocols, only SolarSet possesses the proprietary hardware, matched components, engineered specifications, and technical data needed to maintain full operational compatibility. Other vendors cannot obtain the required racking, matched components, or communication/monitoring equipment.
In addition, SolarSet is the only vendor with demonstrated experience integrating new SolarSet specific components into older SolarSet arrays. Use of any contractor other than SolarSet would introduce unacceptable technical and property risks, including the possibility of racking misalignment; electrical incompatibility; loss of communication functionality; monitoring system failure; and voiding of existing warranties.
Based on SolarSet’s proprietary control over the required racking system, exclusive access to compatible components, engineering expertise with the specific array architecture, and written confirmation of these capabilities, SolarSet is the only source available to meet the Government’s requirement.
Construction Contract Administration. RFO FAR 36.101-4(a) and (b) requires agencies provide description of policies and procedures that apply to definitization of equitable adjustments for change orders under construction contracts and data on the time required to definitize equitable adjustments for change orders under construction contracts.
