About this file
This is a Statement of Work (SOW) for the expansion of an existing solar photovoltaic installation at the Alamosa Field Division facility in Alamosa, Colorado, operated by the Bureau of Reclamation's Closed Basin Project.
The project scope requires expanding the existing 10-kW solar array to approximately 25 kW through the furnishing and installation of additional solar panels, mounting framework, electrical equipment, and associated balance-of-system components. The contractor must provide all labor, supervision, materials, tools, equipment, transportation, permits, testing, and incidentals necessary for design support, installation, electrical integration, and commissioning. Key tasks include project management and coordination with Xcel Energy; site verification and preparation; submission of design support documentation including shop drawings and product data; furnishing and installation of mounting structures and solar panels; electrical integration with existing infrastructure; and permitting, inspection, testing, and commissioning of the completed system. The contractor must also provide training to Government personnel on operations and maintenance, along with as-built documentation, equipment manuals, warranty information, and final cleanup.
Deliverables are organized into three phases: pre-construction items including project schedule, submittals, installation drawings, safety plan, and quality control plan; construction deliverables consisting of periodic progress updates and notices of field conditions or changes; and closeout deliverables including commissioning reports, testing results, inspection approvals, manufacturer warranties, operations manuals, as-built drawings, and a final acceptance package. The anticipated period of performance is six months from the Notice to Proceed. The Government will provide facility access and coordination support, while the contractor is responsible for all materials, equipment, temporary utilities, and construction means and methods. The contractor must comply with Bureau of Reclamation safety and security requirements, including OSHA standards and site-specific procedures.

Statement of Work SLV-CB – Office Solar Expansion Alamosa Field Division, Alamosa, Colorado
1.0 Background
The Closed Basin Project (CBP) is a groundwater salvage project located in the San Luis Valley of southern Colorado. The project maintains approximately 170 salvage well sites distributed across roughly 130,000 acres. The San Luis Valley receives substantial annual sunlight and has proven suitable for solar energy generation. Several successful solar installations already exist within the region.
The Alamosa Field Division (AFD) currently operates an existing 10-kW solar array at its main facility. The array is located within the equipment storage area of the AFD main worksite and is currently connected under net metering with Xcel Energy. The existing system consists of one approximately 66-linear-foot structure with 48 panels. Available space exists immediately west of the current array, allowing expansion while using much of the existing connection infrastructure.
This project will expand the existing solar installation to increase renewable energy production, reduce utility costs, improve energy resiliency, and further support sustainability and greenhouse gas reduction goals for the Bureau of Reclamation and the Department of the Interior.
2.0 Scope
The Contractor shall provide all labor, supervision, materials, tools, equipment, transportation, permits, testing, and incidentals necessary to design-support, furnish, install, connect, test, and commission additional solar panels and associated components adjacent to the existing solar array at the Alamosa Field Division main facility.
The work generally includes expansion of the existing solar installation from approximately 10 kW to 25 kW, including but not limited to:
• Site preparation adjacent to the existing array
• Expansion of the solar pad and any necessary barriers or protections
• Furnishing and installation of additional mounting framework
• Furnishing and installation of additional solar photovoltaic (PV) panels
• Furnishing and installation of associated electrical equipment and system components
• Integration with the existing electrical and interconnection infrastructure
• Required permitting, inspections, testing, and commissioning and
• Restoration and cleanup of the work area
The Contractor shall perform the work in a manner that does not unreasonably interfere with ongoing operations at the Alamosa Field Division facility.
3.0 Objectives
The objectives of this project are to:
1. Expand the existing solar generation capacity at the Alamosa Field Division main facility
2. Increase the percentage of facility electrical demand offset by on-site renewable generation
3. Reduce long-term utility costs paid through appropriated funds
4. Improve facility sustainability, resiliency, and energy independence
5. Ensure the expanded solar array is safely integrated with the existing electrical system and utility interconnection and
6. Deliver a complete, tested, and fully operational solar expansion ready for Government use
4.0 Tasks
The Contractor shall perform the following tasks:
Task 4.1 – Project Management and Coordination
The Contractor shall:
• Attend a kickoff meeting with the Government and verify compliance and compatibility with Xcel Energy
• Coordinate with the Contracting Officer (CO) and Contracting Officer’s Representative
(COR)
• Prepare and submit a project schedule
• Coordinate all construction sequencing and outages, if required
• Maintain communication regarding project status, schedule, and issues affecting performance
Task 4.2 – Site Verification
The Contractor shall:
• Visit the site prior to construction
• Verify dimensions, existing site conditions, and tie-in locations
