This is a Section 8(a) Competitive Acquisition Notice.

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to inform and encourage interested 8(a) participants that the Officer in Charge of Construction Florence Contracting Office intends to solicit proposals and award a firm fixed price contract for the following requirement: Trailer Procurement Phase II, Hurricane Florence Recovery at Marine Corps Base (MCB) Camp Lejeune and Marine Corps Air Station (MCAS) Cherry Point, North Carolina

The work includes, but is not limited to, the procurement, delivery and set-up of seventy-five (75) interim relocatable facilities (IRFs); sixty-two (62) IRFs at Marine Corps Base (MCB) Camp Lejeune and thirteen (13) IRFs at Marine Corps Air Station (MCAS) Cherry Point to the designated sites. The facilities will include administrative, post office, medical aid station, computer lab, chapel, fire station, classrooms, etc. The IRFs are to be of new condition; the awarded contractor shall provide complete and usable facilities in accordance with standard industry practice and detailed specifications provided. This includes, but is not limited to, necessary connection of trailer sections, flashing, roofing, underpinning, stairs, internal (as provided) electrical and communication wiring, electrical grounding, ground anchoring, HVAC, lighting and power.

Procurement Method: Contracting by Negotiation; Commercial Items.

The NAICS Code for this procurement is 332311, Prefabricated Metal Building and Component Manufacturing, and the annual size standard is 750 employees.

This is a new procurement. It does not replace an existing contract. No prior contract information exists.

The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information, and a price (or cost) proposal for evaluation by the Government.

A sources sought notice N4008520R4034 for this procurement was posted on 1/18/2020 on beta.SAM.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set-aside for Small Businesses (SB), specifically, eligible 8(a) Program participants. The NAVFAC MIDLANT small business office concurs with this decision.
