About this file
This document is a NASA Ames Research Center (ARC) sole source procurement notice for comprehensive environmental support services. NASA intends to award contract 80ARC020F0036 to BB&E, Inc. using FAR 6.302-1 authority, citing the services as highly specialized and requiring advanced education, training, and extensive experience. The incumbent contractor is deemed the only viable source, and full competition could potentially cause unacceptable delays in fulfilling the requirement.
Interested organizations may submit their capabilities and qualifications electronically to Christopher D. Lockridge-Mehetabel via email by 3pm PT on August 22, 2025. The government will evaluate submissions solely to determine whether to conduct the acquisition competitively, with the final determination of competitive approach remaining at the government's discretion. The procurement is not intended to use FAR Part 12 for commercial services, and NASA Clause 1852.215-84 regarding the Ombudsman is applicable to this acquisition.

National Aeronautics and Space Administration (NASA)
Ames Research Center (ARC) Moffett Field, CA 94035-0001
August 12, 2025
NASA/ARC has a requirement for comprehensive environmental support services, as described in the attached Performance Work Statement (PWS).
NASA/ARC intends to issue a sole source contract (80ARC020F0036) to acquire the services from BB&E, Inc., in accordance with (IAW) FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The services provided under ESS are highly specialized, requiring advanced education and training, as well as years of relevant experience. Furthermore, full and open competition with award to any source other than the incumbent would likely result in unacceptable delays to fulfilling this requirement.
The Government does not intend to acquire a commercial service using FAR Part 12.
Interested organizations may submit electronically their capabilities and qualifications to perform the effort via email to Christopher D. Lockridge- Mehetabel at christopher.d.lockridge-mehetabel@nasa.gov not later than 3pm PT on August 22, 2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at :
