1.2 OVERVIEW OF COBBLE MOUNTAIN REFURBISHMENT PROJECT
A. The Cobble Mountain Hydropower Station, constructed in 1930, is operated by Holyoke Gas and Electric (HG&E) on behalf of the facility owner, Springfield Water and Sewer Commission (SWSC). The project is comprised of the Cobble Mountain Dam and reservoir, intake works, 7,000 feet of concrete and steel-lined tunnel, surge tank and valve house, three steel penstocks each measuring approximately 1,000 feet long, a powerhouse with three vertical Francis-type hydroelectric generating units, and a substation.
B. SWSC has determined it is time to refurbish/replace several major components including the Unit 3 Turbine and Generator, the Unit 3 Penstock Upper and Lower Isolation Butterfly Valves, install a carbon-fiber reinforced polymer (CFRP) liner in the Unit 3 penstock, perform powerhouse concrete repair work, and replace the powerhouse bridge crane. The outage for this work is anticipated to occur in 2028 and the Operator, HG&E will serve as the Owner’s Project Manager (OPM) to oversee all tasks.
The complete project Scope of Work is divided as follows, with the first bullet item being this contract:
• Cobble Mountain Unit 3 Butterfly Valves Replacement
• Cobble Mountain Unit 3 Turbine Generator Rehabilitation
• Cobble Mountain Unit 3 Penstock CFRP Liner
• Cobble Mountain Bridge Crane Replacement
• Cobble Mountain Electrical Modernization
C. Essential to successfully completing not only the Scope of Work included in this task but the project overall, all Contractors will be required to coordinate and collaborate with other Contractors and OPM, as required for use of common workspaces, crane usage, access, etc. Any schedule, space, resource, or other logistical conflicts anticipated by this Scope of Work’s Contractor (Valve Contractor) shall immediately be brought to OPM’s attention for resolution. Valve Contractor shall participate in periodic coordination meetings during on-site work to anticipate and resolve conflicts as they are identified.
D. SWSC is also interested in the refurbishment of the Unit 1 Butterfly Valves concurrently with Unit 3.
The scope for Unit 1 would be identical to the Unit 3 scope. Bidder to provide a Bid Alternate (Number
1) which includes the additional, optional scope items related to Unit 1. See Section 1.4 F for details.
1.3 OVERVIEW OF UNIT 3 BUTTERFLY VALVES REPLACEMENT
A. The Cobble Mountain Hydroelectric Station Unit 3 penstock includes two butterfly type isolation valves for plant operation. One is located in the powerhouse immediately upstream of the spiral case (Lower Isolation Valve) and the other is at the beginning of the Unit 3 penstock, just downstream of the surge tank and trifurcation (Upper Isolation Valve). The 72-inch diameter Lower Isolation Valve operates as a typical turbine shut-off valve (TSV) and is controlled by a double acting cylinder operated by headwater pressure. The 84-inch diameter Upper Isolation Valve operates as a typical penstock shutoff valve (PSV), is located in a valve house, and is electric motor operated with manual override.
Addendum No 2, Attachment No 1
10429200 PROJECT SCOPE OVERVIEW
B. The Upper Isolation Valve does not have a bypass line, and instead fills the penstock by locally and manually opening/cracking the valve approximately 10%. Once differential pressure across the valve has equalized, the valve controls continue to open the valve to full open position. The Lower Isolation Valve does include a bypass line, utilized for filling the scroll case and turbine to balance head across the valve, prior to opening it. The lower valve is under higher hydraulic pressure.
C. Both valves are OEM equipment (1930’s vintage) and have been reported to leak excessively. The valve exteriors are corroded and there are concerns with the reliability of both valve actuators. Both valves have been identified as having exceeded their reliable design life. The goal of the modernization efforts included in this Scope of Work is to procure and install replacement Upper and Lower Isolation Valves, hydraulic cylinders and hydraulic power units, accumulators, bypass lines, and additional appurtenances as defined in this Specification Section and the related Specification Sections listed in Section 1.5 below.
The replacement valves and major components shall have a minimum design life of 50 years.
D. Both valves feature a unique tapered body design to facilitate installation and removal without the use of a dismantling joint. OPM desires the replacement valves retain this feature to allow for reuse of the existing penstock mating flanges.
1.4 EXAMINATION OF SITE AND DOCUMENTS
A. Bidders are expected to examine and to be thoroughly familiar with all contract documents and with the conditions under which work will be carried out. The Awarding Authority (Owner) will not be responsible for errors, omissions and/or charges for extra work arising from Contractor's failure to familiarize themselves with the Contract Documents or existing conditions. By submitting a bid, the Bidder agrees and warrants that he has had the opportunity to examine the site and the Contract Documents, that he is familiar with the conditions and requirements of both and where they require, in any part of the work a given result to be produced, that the Contract Documents are adequate and that he will produce the required results.
B. Pre-Bid Conference: Bidders are strongly encouraged to attend the Pre-Bid conference; refer to Advertisement for Bids for time and date.

Addendum No 2, Attachment No 2
10429200 PROJECT SCOPE OVERVIEW Springfield Water & Sewer Commission Cobble Mountain – Unit 3 Butterfly Valve
Replacement 26 01 00- 2
