About this file
This is Addendum No. 1 to Invitation for Bids (IFB) No. 26-25 issued by the Springfield Water and Sewer Commission for Cobble Mountain Unit 3 Valve Replacements. The project involves the replacement of two large butterfly isolation valves at the Cobble Mountain Hydroelectric Station in Westfield, Massachusetts, including an electric motor-operated Upper Isolation Valve and a hydraulically controlled Lower Isolation Valve with custom-fabricated modern equipment. General Bidders are required to attend a mandatory pre-bid meeting scheduled for February 25, 2026 at 10:00 AM on-site at the Cobble Mountain Powerhouse, 1711 Granville Road, Westfield, Massachusetts, with failure to attend risking bid rejection. Sub-bids are solicited for Plumbing and Electrical Work subtrades, with sub-bid opening scheduled for 2:00 PM EDT on April 24, 2026, and general bid opening scheduled for 2:00 PM EDT on May 8, 2026. Written questions from prospective bidders must be submitted to Edward J. Sweeney, Chief Procurement Officer, at edward.sweeney@waterandsewer.org and must be received by the deadline specified in Section 00020 to be included in subsequent addenda. All addenda must be acknowledged on the Forms for General Bid or Forms for Sub-Bid to avoid bidder disqualification.
The addendum clarifies the Commission's position on pre-bid meeting attendance, requiring general bidders to participate in-person while encouraging but not mandating sub-bidder attendance. The addendum reiterates that verbal interpretations of bid documents will not be provided, and all clarifications will be issued in written addenda distributed to prospective bidders no later than three days prior to bid opening. Bidders are advised that failure to receive any issued addenda does not relieve them of obligations under their submitted bid, and all addenda become part of the contract documents. The total project value is estimated not to exceed $2,500,000, with funding anticipated from the Department of Energy, the Build America, Buy America Act, and potentially the Water Infrastructure Finance and Innovation Act (WIFIA).

Questions Submitted Against SWSC IFB No 26-25, Cobble Mountain Unit 3 Valve Replacements and the Commission’s Responses:
Q1. In reference to the Cobble Mountain and below correspondence, kindly ask you for your opinion and possible approval for having a pre-bid meeting online. For us it is quite difficult to participate in this meeting in person, due to travel distance.
A1. Given the nature, complexity and significance of the work, the Commission requires that general bidders attend the mandatory pre-bid meeting to be held at 10:00 AM on February 25, 2026 on site at Springfield Water & Sewer Commission, Cobble Mountain Powerhouse, 1711 Granville Road, Westfield, MA 01085. It is our opinion that the notice provided is adequate for interested parties to send a representative or representatives to attend on behalf of their firm. Sub-bidders and subcontractors are encouraged to attend the pre-bid meeting but are not required to do so.
