SWHARC15Q0035 – Vendor Q&As – 13 July 2015
NOTE: Responses provided below are not intended to change the terms of the solicitation. All solicitation changes will be accomplished by the Contracting Officer through the issuance of a solicitation amendment.
Question / Recommendation Response
1. In order to keep the peak height below the maximum 17’ called out in the spec, the sidewall vertical height would have to be 9’-5”. If we can go slightly over a building peak height of 17’, then we can get the 10’ vertical height at the sidewalls.
The “height at center” requirement will be changed to read as follows: “Height at center: no less than 15 feet.”
2. The original GSA RFQ requested "turbine style roof vents", the new one asks for "passive ventilation systems at the ridge", are these still the turbine style vents or are they now wanted a vented ridge cap?
The current requirement is for a vented ridge cap.
3. Ridge Cap vents or turbine vents for ventilation? Refer to response for question 2.
4. Colors are not specified. Does this mean this is to be disclosed after bid award or is there no color required and therefore galvalume finished panels for walls, roof and trim can be used for bid purposes? Or should bid include the cost of the painted steel panels and trim package?
No specific color is required.
5. Will the jobsite(s) have access to lifting equipment for unloading container and for assembly of the building(s)?
The selected contractor will not be responsible for transportation to the final delivery location inside Colombia nor for installation of the buildings.
6. Windows are specified to be metal, PVC or aluminum. There is a distinct difference between those choices and the costs thereof. Additional consideration should be given to single or double pane glass. Please clarify.
The minimum requirements are as stated on the revised specifications. You should propose accordingly.
7. Appendix “B”, Not sure what the following requirement is: Corrosion resistance and tensile strength – at least 10 years?
A warranty of at least 10 years is required for corrosion resistance and tensile strength.
8. What is the due date for the proposals?
Due date and time are as stated on the FBO announcement.
Question / Recommendation Response
9. Section 3.2 Paragraph 1: When it says FOB Destination is that referring to the Puerto de
Cartagena, Colombia or the actual job site?
Reference to FOB Destination has been deleted. Delivery is in accordance with FAR Clause 52.247-40 (Ex Dock, Pier, or Warehouse, Port of Importation) to Puerto de Cartagena, Colombia. Delivery to the actual job site is not required.
10. Appendix A Paragraph 10, Doors: Are these standard 6x7 walk doors with panic hardware for exit or do they need to be specially Fire Rated?
Fire-rated doors with panic hardware.
11. Appendix A Paragraph 13, Anchoring System: Are we to assume from this that we are responsible for providing the anchor bolts for the columns to attach to the concrete foundation? We can provide the shear value and diameters but have no idea on how long they would need to be as that is usually determined by the foundation engineer. If your foundation engineer can provide the required length then we can add this later but have no way of knowing or be able to include pre-award what the cost for these are/will be.
The bolts are not required; these will be purchased locally by INL Bogota. The contractor will be required to provide information on the sheer value, diameter, and number of bolts required.
12. Appendix A Paragraph 14, Shipping Containers/Crates for Transportation: So we are to include a cost for the government to purchase the shipping containers?
The price of the containers should be included in your company’s quotation.
13. Appendix B Paragraph 3, Building Live Load: Are there any lateral or vertical deflection limits/requirements in addition to this?
We do not have lateral or vertical deflection limits requirements.
14. Appendix B Paragraph 2, Materials: Are interior wall and roof panels to protect the insulation required or will the insulation be exposed?
The insulation will be exposed.
15. Please confirm that “Buy American” clause does not apply to this solicitation.
The Buy American Act does not apply as the items be procured will be used outside the United States (refer to Federal Acquisition Regulation 25.002). However, as this opportunity is set-aside for small business concerns it includes FAR clause 52.219-6 (Notice of Total Small Business Set-Aside). Paragraph d of said clause reads:
(d) Agreement. A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas. If this procurement is processed under simplified acquisition procedures and the total amount of this contract does not exceed $25,000, a small business concern may furnish the product of any domestic firm. This paragraph does not apply to construction or service contracts.

20. CLIN 1, 2, and 3: 5 buildings for each site could be packed together or separated?
We don’t believe it is feasible to pack all 5 buildings into a single 40-foot container. As such, each CLIN may be packed into different containers. Marking has to be accomplished as required per the RFQ.
Under no circumstance should buildings for different locations be packed together.

At the same time.
23. Section 3.1 "Delivery Date", is the "100 Calendar Days" for delivery negotiable at all? This could be hard to meet depending on how far the award of contract is out and the current backlog at that time.
