STATEMENT OF WORK

Swanton Sector Border Patrol

Jail Space Services

PR 20149191

OBJECTIVE/PURPOSE

Customs and Border Protection (CBP) Swanton Sector (SWB) Border Patrol has a requirement, in the fulfillment of its mission, to detain non-citizens awaiting deportation proceedings. The detainees must be kept in the custody of an approved county or state jail facility meeting the requirements of the U.S. Marshal's Service.

The purpose of this award is to establish a formal working relationship between the Department of Homeland Security, U.S. Customs and Border Protection, Swanton Sector Border Patrol and the local jails in upstate New York and Vermont for the detention of persons charged with or convicted of violations of Federal law, or those held as material witnesses (federal prisoners).

DESCRIPTION OF SERVICE

The contractor shall accept and provide the secure custody, care, and safekeeping of federal prisoners in accordance with state and local laws, standards, policies, procedures, or court orders applicable to the operations of the facility.

To meet this task, the contractor shall provide:

• Sufficient jail space of up to 50 daily beds for males and females on weekends (including long weekends with Federal Holidays that are observed on weekdays). Extenuating circumstances such as long weekends, docket overflow, and cancelled or adjusted court dates may also require short stays during weekdays.

• Separate space to house material witnesses and alien smugglers in separate cells.

• Located within a 60-mile commuting radius of the following locations:

o Ogdensburg, NY o Massena, NY o Burke, NY o Champlain, NY o Swanton, VT o Richford, VT o Newport, VT o Beecher Falls, VT

• Provide U.S. Border Patrol personnel 24/7 access to federal detainees housed at the facility.

• Office space for visiting federal agents.

• Provide the Federal Government 24/7 access to all records pertaining to this award, including financial records for a period going back three years from the date of the request by the Federal Government.

• In-house medical staff for all routine medical coverage and over the counter medication available at no cost.

• A full library to include access to legal library on CD ROM, computers, arts and crafts, and gaming activities.

• Commissary services with in-house inventory for which all proceeds from commissary services are used for inmate services. Supplies and phone services provided for Indigent qualified inmates

• Video Conferencing with various courts when necessary.

• Covered areas with sports equipment or daily recreation.

• Food services with daily meals and extra servings if available.

• Provide showers, restrooms, and clean bedding.

• Provide each detainee with a clean uniform.

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer.
