Easter Time.
1. What version of the NCIC form is needed to work on this job (i.e. long form or more abbreviated form)?
The only NCIC form authorized for our use, is the one attached to this amendment, identified as BP_A0660.
The most updated is dated May 2018.
2. Will vehicles be allowed to transport materials on to facility grounds?
A limited number of vehicles will be allowed to transport materials. These vehicles must have a staff escort, and be inspected prior to admittance. Only essential vehicles will be permitted. Limited staffing availability will impact the movement of such vehicles and should be coordinated as much in advance as possible.
3. Will rolling carts be allowed to transport materials?
Rolling carts will be allowed to transport materials, and would be preferred over larger vehicles when possible. These carts will still be subject to inspection, as well as staff escort.
4. What is the roof estimate amount and will this amount be published as public information?
The IGE (Independent Government Estimate) for this project will not be published information. Once the contract has been awarded, that amount, and the name of the Contractor to whom awarded, will be published. You may refer to the solicitation for the project magnitude, in which the estimate would fall, but this is a very broad figure.
5. What is the proposal evaluation criteria?
Please refer to Section M of the solicitation for the evaluation criteria.
6. Do all workers on the project have to be U.S. citizens, or does it matter as long as they have the appropriate paperwork?
The citizenship requirements are:
This provision applies to all contractors employed within the United States, both U.S. citizens and non-U.S.
citizens. The DOJ Residency Requirement states that, for three of the five years immediately prior to applying for a position, the individual must have resided in the U.S., worked for the U.S. overseas in a Federal or military capacity, or be a dependent of a Federal or military employee serving overseas. Complete information related to this requirement is contained in DOJ Policy Statement 1700.01, Contractor Security
Requirements. (This provision does not apply to low-risk contractors employed for 90 days or less (see section
4).
Non-U.S. citizen contractors may be considered for unescorted access to BOP space and/or information if they are citizens of a country on the Allied Nations list, which is included in the Treasury and General
Government Appropriations Act. The Department of State also publishes allied countries information.
Any non-U.S. citizens working in the U.S. and assigned to a BOP contract must have been admitted legally to the U.S. Acceptable Department of Homeland Security Credentials to prove immigration status or employment authorization are listed in DHS Form I-9, Employment Eligibility Verification.
Allied Nations list is included as an additional attachment.
7. What is the process for the emptying of dumpsters?
A dumpster for the disposal of material will be allowed on site during construction. It may be situated directly against the Factory building or in a similarly located area, dependent on the size of the dumpster container unit. When full, the dumpster must remain in the secure Rear Gate area, and clear three (3)
Counts, prior to being allowed outside the confines of the Institution for emptying. For example, the dumpster is put in the secure Rear Gate area at the conclusion of the work day, it would be ready for movement at 5am the next morning. These specifics can be more fully explained in the Post Award Meeting, when these kind of logistics would be more fully planned.
8. Protection railings that are required during the construction phase, must they be installed for the entire perimeter of the roof all at once, or can they be installed only in the active construction area?
Contractors are advised to adhere and following all OSHA standards and State, Local and County Safety practices and Ordinances IAW 29CFR1926 subpart M, OSHA Standard 29 CFR 1910.21-30, Subpart D, Walking-Working Surfaces and related fall protection standards and fall protection plans.
9. What is the distance from the ground to the top of the roof surface?
The distance from the ground to the top of the roof surface is between 22 and 26 feet.
10. Can a boom style lift be used, if so, what is the process?
A boom style lift can be used. This must be inspected prior to entry and exit. This vehicle must also be escorted to the specific site where it will be in use for the work day. It must be taken off institution grounds at the end of each day.
11. Can an extension ladder be used during the work day, what are the security procedures regarding use?
An extension ladder can be used during the work day. At no time will it be left unattended, nor will it be allowed to remain on the institution grounds after the work day has concluded.
12. Can a scissor lift be used, if so, what is the process?
A scissor lift may be used, and will follow the same procedures as detailed for the boom lift.
13. Does interior protection need to be installed during construction, if so, in what way, what type?
Reference 01 50 00 TEMPORARY FACILITIES AND CONTROLS Item 1.4 E., 3.2., and 3.4. Interior to be protected from construction dust, dirt, debris. Coordination will occur between the Contractor, and the
Factory (through either the COR, or Unicor Operations Manager) more specifics, based on what areas of the roof are being worked on, and what areas of the Factory and contents below, might be affected.
14. Is there a fire protection and/or evacuation plan should something catch fire during work?
Institutional specific fire evacuation procedures will be identified and shared by the institutional officer monitoring contracting work to the foreman or other contractor supervisor and shared with all workers. Other standards need to be followed/met IAW life safety codes and other known safety practices.
15. Will there be extended working hours for construction purposes, such as night shifts, etc.?
There will not be any late night hours available, as this would require overtime staffing by the institution, and by the factory.
16. What happens if there is a change in the work schedule, due to Facility Operations?
In the event that there is a change in Operations (due to the Security Concerns of the Institution), that has a significant impact on the ability of the Contractor to access the work site, this time will be considered, and would result in an extension of the deadline, if warranted. This would not be considered for inclement weather, or other conditions that should be already factored into the Contractor's time estimate. These potential issues would be discussed at the regularly scheduled Progress Meetings, or may be brought to the attention of the COR or Contracting Officer, for an unscheduled meeting to address appropriately.
17. Is work only allowed during the standard week (Monday-Friday)?
In the preparation of a time estimate, and in the calculation of work hours, it should be assumed that the work week is only Monday through Friday. Additionally, Federal Holidays, as identified in the solicitation, should be considered "non-work" days, as access to the Institution will not be permitted.
18. Is the membrane of the roof perforated by debris, etc.?
No debris or perforations have been observed in the membrane of the roof, during any of the repairs or other inspections that have been performed.
19. What is the clearance timeframe/process, if new workers are added by the Contractor to the job site, during the construction phase?
The clearance timeframe varies depending the security level of the contractors, how quickly the paper work is completed, whether they need to access eQIP to enter the information, and whether there is any resolution required for items in their background.
20. Can the overhead (mounted on the roof surface), air units be turned off and on independently?
The overhead air units can be controlled independently. If that is required, it must be coordinated as much in advance as possible, to allow Facilities Staff the ability to shut them off as required.
21. Can the 8/01/23 completion date be extended due to short working hours?
The completion date can be extended, should the project warrant. The completion date of 08/01/23, is preferred, but may be unrealistic due to lead times for materials etc. The best possible completion date should be utilized in any submitted proposal(s), with supporting information for the proposed completion date(s). Changes to that time frame would be considered, should the conditions of the Institution (due to
Security Concerns) etc., be a significant factor in progress.
22. If the Densdeck Prime cover board turns out to be a long lead item is it possible for the Densdeck be changed to IsoGard either 80 PSI or 100 PSI ?
A proposal should contain what is specified. Longer lead times due to this material specification can be discussed after bid award.
23. Is lightning protection being replaced on the roof?
Yes, reference Drawing sheet G1.1, General Contractor Notes, Special Instructions, Item B. Drawing Sheet
A1.2 General Note 1. Specification section 26 41 13 Lightning Protection for Structures.
24. Can a crane be used and what is the process?
A crane can be used. It must be coordinated as much in advance as possible, to allow for proper security. It may not be left on site after the work day concludes.
25. What type of fall protection is required, and does it need to be completely around the rood or just in the area of work?
Fall protection requirements should be followed according to OSHA standards and State, Local and County
Safety practices and ordinances IAW 29CFR1926 subpart M, OSHA Standard 29 CFR 1910.21-30, Subpart
D, Walking-Working Surfaces and related fall protection standards and fall protection plans.
26. What type of fire protection is required?
There are no special fire protections required outside of normal standards and plans unless welding or other
"hot work" which produces a fire hazard or concern is being conducted.
27. Is duct work being wrapped in same roof material?
Yes, reference project Details 7/A5.1 and 2/M1.1.
Addendum to Drawings for SVG0126-23 (Amendment 4)
The drawing A1.1 indicates incorrectly a storage container for materials to be stored during construction, that is inside the perimeter fence. This is incorrect. The only location that should be considered accurate, is the location indicated on the bottom right hand side of the drawing. This is labeled as "container material storage location", it is located above the label "job trailer location (contractor's option)". The specifics of the container placement can be determined in the Post Award Meeting, but this location should be considered acceptable, and the locations indicated inside the perimeter fence, should be considered inaccurate.
Addendum to Specifications for SVG0126-23 (Amendment 4)
Section 1.9 Storage of Materials and Equipment (E), indicates that a ladder must be secured with a lock, as though to indicate that this will be allowed to remain onsite overnight, or after the conclusion of the work day.
Any ladders that are used in the completion of this project, must be inventoried, and removed from the site at the conclusion of the work day. They shall not be unattended.
No other changes in conditions at this time.
