About this file

This is a Request for Quotation (RFQ) for commercial items issued by the Department of Justice's UNICOR (Federal Prison Industries, Inc.) procurement office located in Cumberland, Maryland.

UNICOR seeks a two-year firm fixed-price indefinite delivery-indefinite quantity (IDIQ) contract for aluminum sheet blanks. The solicitation includes three line items: SBL0127A (3105-H14 aluminum sheet, 7"×10", 0.040" thick, yellow/yellow masked with 1/2-inch radius corners, 50,000 each); SBL0133 (3105-H14 aluminum sheet, 4.5"×5", 0.040" thick, yellow/yellow masked with 3/8-inch radius corners, 20,000 each); and SBL0128 (3105-H14 aluminum sheet, 2.5"×15", 0.040" thick, yellow/yellow masked with square corners, 1,000 each). The contract guarantees a minimum of 40,000 total units over the two-year period, with delivery orders ranging from 4,000 to 10,000 units per order. Solicitation was posted on October 23, 2026, with a questions deadline of November 6, 2026 at 8:00 AM EST and a proposal deadline of November 13, 2026 at 2:00 PM EST. The award date is October 22, 2026. Delivery terms are FOB Destination to UNICOR's Cumberland, Maryland facility. This is a 100 percent small business set-aside solicitation under NAICS code 331315 (Aluminum Sheet, Plate and Foil Manufacturing, small business size standard 1,400 employees). Evaluation will be based on technical specifications, price, past performance, and delivery time, with technical and past performance weighted as more important than price. Offerors must provide signed SF 1449 forms with line-item pricing and lead times, all amendments, company information, SAM UEI, business size certification, technical descriptions, country of origin, warranty information, and three business management questionnaires for past performance or a statement of new vendor status. Packaging must comply with ASTM D-3951-95 standards. Invoices should be emailed to accountspayable@central.unicor.gov. The solicitation incorporates numerous FAR provisions and clauses regarding ethics, compliance, privacy requirements, records management, labor standards, and other federal contracting requirements.
