1.0 Background

UNICOR, Federal Prison Industries (FPI) is a wholly owned Federal Government Corporation with factories throughout the

United States in approximately 50 Federal Prisons. FPI is a non-appropriated Federal Agency and manufactures various products for sale to other Federal Agencies and DOD.

FPI is in need of budgeting and accounting training assistance on a short term basis until appropriate levels of staffing can be put into place.

2.0 Scope

The scope of work will include the following according to subject matter area:

Provide training and technical guidance to FMB Accounting and Warehouse Staff, as needed, to complete mission-related functions.

The contractor is required to have the following in order to be considered for the contract - please ensure experience is documented in the resume of person to provide services under the contract:

- Contractor must have knowledge and experience in Federal Prison Industries (FPI)/UNICOR business processes so that they can provide training to new staff.

- Knowledge of SAP operations in a corrections environment from an end-user standpoint is required.

- Contractor must have a minimum of five (5) years' experience in training staff and inmates within a correctional setting

- Have a minimum of five (5) years' experience in FPI's business processes to include training financial staff. This includes having subject matter expertise in various financial operational aspects of day to day running of FPI's

Business Units

- Have a minimum of five (5) years' experience in budgeting and accounting processes as well as Production Planning, Sales projections and Distribution, Material Management and General Ledger

- Have a minimum of five (5) years' experience with FPI's Financial SAP System to include specific knowledge of FPI

Business processes

- Have a minimum of five (5) years' experience with FPI's warehouse procedures, inventory control, and cycle counting

- Have a minimum of five (5) years' experience fixed asset management and inventory

- Have a minimum of two (2) years' experience with FPI's SAP Inmate Payroll and KRONOS System

- Have a minimum of two (2) years' experience in working in a correctional environment

- Have a minimum of two (2) years' experience with Bureau of Prisons' Financial Program Statements, Program Reviews, DJU6000162598 PAGE 4 OF 12 and Security Procedures

- Contract must have a BS Degree in Accounting from an accredited college or university

- Contractor must be able to gain required security clearance

3.0 Objectives

Provide senior-level expertise in FPI business processes in budgeting and accounting practices.

4.0 Tasks

Provide training and technical guidance to FMB Accounting and Warehouse Staff, as needed, to complete mission-related functions.

Tasks include, but is not limited to the following areas:

a. Daily/Weekly tasks and GL account review requirements

b. Monthly financial close out and reporting requirements

c. Quarterly and Year End Reporting

d. SAP Inmate Payroll and KRONOS

i. Daily Review and Data Entry

ii. Weekly Pay Simulation and KRONOS Timecard review

iii. Research and related SAP/KRONOS key functions

iv. Monthly Payroll Hours Transfer KRONOS

v. Monthly Payroll Calculation SAP

vi. Review and Reports

e. Inventory Control and Cycle Counting

f. Warehouse Procedures

g. Fixed Asset Management and Inventory

h. Other administrative tasks, as required.

As a Technical Advisor, serve as Subject Matter Expert for UNICOR staff and FMB in the areas of training new staff.

Provide technical guidance in the design and conduct training for FPI staff at field location and Central Office.

Provide support and technical guidance with FMB Audit Issues for training development to address areas of weakness in operational effectiveness.

Assist with the coordination of policy updates and provide guidance with operational and program reviews.

5.0 Delivery

Perform tasks as assigned in coordination with the assigned General Manager and/or Branch Chief. Provide a weekly status report to the assigned General Manager and/or Branch Chief of tasks completed during the week and upcoming initiatives.

Work will be performed within the UNICOR Factory located at the Federal Correctional Institution, 501 Capital Circle

NE, Tallahassee, FL 32301. Some remote work may be performed at the contractor's location. Remote Work Schedule will be mutually agreed in writing between Federal Prison Industries and the contractor.

6.0 Government-Furnished Property

Government will provide a government laptop to complete work.

7.0 Security

The services performed will be accomplished on property of the U.S. Government, Bureau of Prisons. Work will be inside the secure area of a Federal Prison. Contractor will be in contact with Federal Prisoners who are under the supervision of FPI staff. There are strict rules and regulations which must be adhered to by all persons performing duties within the perimeter of the Institutions. The Contractor providing services at the Federal Correctional

Institutions' shall adhere to all regulations prescribed by the Institution at all times. Contractor may be terminated if any security policies or procedures are violated. The determination that a security policy has been violated will be at the sole discretion of FPI and the decision may not be challenged by the contractor.

Unless individual waivers are obtained under procedures outlined in the U.S. Department of Justice, Federal Bureau of

Prisons, Program Statement 3000.01, the following investigative procedures will be applied to the Contractors employees working under the terms of the proposed contract:

NCIC (National Crime Information Center)

DOJ-99 (Name Check)

FD-259 (Fingerprint Check)

Law enforcement Agency Check

Security Clearance must be obtained by each employee before being permitted to work on site.

NOTE: Contractor shall take into account that daily time delays may occur due to security checks when entering and exiting FCI and shall not be construed as Government delays in performance of the contract.

8.0 Place of Performance

Government will provide office space at the Federal Correctional Institution, UNICOR, 501 Capital Circle NE, Tallahassee, FL 32301. Some work may be performed on a "tele-work" basis.

9.0 Period of Performance

The period of performance shall be six months base year and one (1) six months option period. Hours or work authorized under the contract are not to exceed 1920 hours.

10. Travel and Lodging

Contractor shall monitor all travel expenses to keep them to a minimum. In accordance with GSA per diem rate guidelines, FPI will only reimburse to the maximum allowed related to lodging and MI&E expenses. Rental car and airfare shall be kept to a minimum and are reimbursed at actual cost. FPI may negotiate special lodging rates for specific locations.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is

SV0107-20 and this solicitation is issued as a Request For QUOTE (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-01. The North American Industry

Classification System code is 561320, Temporary Help Services. This requirement is 100% set aside for a small business. Small Business Size Standard is $27.5 million. UNICOR, Federal Prison Industries, Inc., intends to enter into a SIX MONTH, firm-fixed-price, IDIQ type order, with one - three to six month option period, if utilizied, for the following commercial item(s):

CONTRACTOR'S RESPONSIBILITY: It is the responsibility of the Contractor to follow any Special Security Requirements of the facility where the work is performed in the performance of the contract and to consider the effects of those security requirements in the pricing of the proposal.

DEPARTMENT OF JUSTICE CONTRACTOR RESIDENCY REQUIREMENT

For three of the five years immediately prior to submission of your offer/bid/quote, or prior to performance under a contract or commitment, individuals or contractor employees providing services to any Federal Bureau of Prisons facility must have:

1. legally resided in the United States (U.S.);

2. worked for the U.S. overseas in a Federal or military capacity; or

By signing this contract or commitment document, or by commencing performance, the contractor agrees to this restriction.

Contractor agrees that FPI is in the category of the most favored or best commercial customer category of the

Contractor and as such, the Contractor will :

During the contract period, the Contractor shall report to the Contracting Officer all price reductions offered to the category of customers that are considered by the Contractor to be their most favored or best commercial customer.

1. A price reduction shall apply to purchases under this contract if, after the award date, the Contractor-

i) Revises downward its commercial catalog, price list, schedule, etc., to its best commercial customers (or category of customers) below the awarded price under this contract;

ii) Grants more favorable discounts or terms and conditions to its best commercial customers than those contained in this contract that would result in prices below the awarded price under this contract, an/or

iii) Grants special discounts to its best commercial customer (or category of customers) that would result in prices lower than the awarded price under this contract.

2. The Contractor shall offer the price reduction to FPI with the same effective date, and for the same time period, as extended to the commercial customer (or category of customers).

The Contractor may offer the Contracting Officer a voluntary price reduction at any time during the contract period.

The Contractor shall notify the Contracting Officer of any price reduction subject to this clause as soon as possible, but not later than 15 calendar days after its effective date.

(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.

(b) Representations.

(c) Definitions.

"Small business concern," as used in this provision, means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and

qualified as a small business under the criteria in 13 CFR Part 121 and the size standard in paragraph (a) of this provision.

"Woman-owned small business concern," as used in this provision, means a small business concern--

(1) Which is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least

51 percent of the stock of which is owned by one or more women; and

(2) Whose management and daily business operations are controlled by one or more women.

(d) Notice. (1) If this solicitation is for supplies and has been set aside, in whole or in part, for small business concerns, then the clause in this solicitation providing notice of the set-aside contains restrictions on the source of the end items to be furnished.

(2) Under 15 U.S.C. 645(d), any person who misrepresents a firm's status as a small or small disadvantaged business concern in order to obtain a contract to be awarded under the preference programs established pursuant to section

8(a), 8(d), 9, or 15 of the Small Business Act or any other provision of Federal law that specifically references section 8(d) for a definition of program eligibility, shall--

(i) Be punished by imposition of fine, imprisonment, or both;

(ii) Be subject to administrative remedies, including suspension and debarment; and

(iii) Be ineligible for participation in programs conducted under the authority of the Act.
