About this file

This is a Sources Sought notice/Request for Information (RFI) from the Department of the Army seeking industry capabilities for Stryker Sustainment Services. The required services include New Equipment Training (NET), Fielding and De-processing, Field Level Maintenance (FLM), and Field Service Representative (FSR) support for the Stryker Family of Vehicles (FoV), both within CONUS and OCONUS.

The RFI details four key service areas: FSRs to provide technical expertise and instruction; Field Level Maintenance performed by heavy equipment mechanics; Fielding and De-processing services including vehicle preparation, inspection and handoff; and New Equipment Training including instructor staffing and training material development. Industry responses must address capabilities in advanced troubleshooting of system-of-systems scenarios, ability to surge operations during contingencies, and experience with training scheduling aligned to the ReARMM model. Questions from industry are due by 5:00pm EST in February 2025 (specific date redacted). The government plans to conduct a best value source selection based on full and open competition for a single award. Respondents must provide company information, NAICS codes, DCAA-approved accounting system details, and specific examples of relevant past performance.

SOURCES SOUGHT NOTIFICATION

REQUEST FOR INFORMATION

1. PROGRAM: PROJECT MANAGEMENT OFFICE STRYKER BRIGADE COMBAT TEAM (PMO SBCT)

2. SUBJECT: Stryker Sustainment Services- Contractor Logistics Support requirements: (1) New Equipment Training (NET); (2) Fielding and De-processing; (3) Field Level Maintenance (FLM); and (4) Field Service Representative (FSR) Support.

3. DESCRIPTION AND BACKGROUND: The purpose of this RFI is to allow industry the opportunity to provide its capabilities to perform the NET, Fielding and De-processing, FLM, and FSR services on the Stryker Family of Vehicles (FoV), both within the continental United States (CONUS) and outside the continental United States (OCONUS), as detailed in this RFI. Any information received in response to this survey will be used by the US Government (USG) to aid its current Acquisition Planning efforts.

The logistics products in the Stryker life cycle, to include the Interactive Electronic Technical Manuals (IETMs) and Program of Instruction (POIs), are available to support sustainment of the vehicles. In addition to the technical manuals, the Government owns the Training and Doctrine Command (TRADOC) approved POI necessary to conduct Operator and Field Level Maintenance Training. As a result, the Government intends to conduct a best value source selection based on full and open competition for a single award.

The following is a description of each of the elements of scope that make up the Stryker Sustainment Services requirement:

• Field Service Representatives (FSR). FSRs are technical experts in the maintenance, operations, troubleshooting, data collection, fielding, de-processing, storage, and shipping of combat vehicle systems. FSRs typically have had several years of experience in performing and supervising military automotive maintenance; are proficient at reading and understanding complex system-of-systems troubleshooting; are proficient at reading hydraulic, pneumatic, and electrical schematics; and are proficient at providing instruction to both maintainers and operators. FSRs generally do not provide maintenance, rather they provide technical advice and assistance to vehicle users and maintainers, and if needed, the FSRs typically may perform hands-on maintenance for the purpose of providing instruction and advice to both Soldier and civilian maintainers. In providing this support, the FSR may reference Interactive Electronic Technical Manuals (IETM), original equipment manufacturer (OEM) procedures, or best commercial practices.

• Field Level Maintenance. This is generally performed by heavy equipment mechanics responsible for analyzing malfunctions and repairs, rebuilding and maintaining power equipment, operating and inspecting machines or equipment to diagnose defects, dismantling and reassembling equipment, using hoists and hand tools, examining parts for damage or excessive wear, using micrometers and gauges, possibly replacing defective engines and subassemblies, such as transmissions, and testing overhauled equipment to insure operating efficiency. The mechanic may direct workers engaged in cleaning parts and assisting with assembly and disassembly of equipment.

• Fielding and De-processing. Fielding, or Material Fielding, is the process of preparing, taking inventory, and issuing a vehicle system to Gaining Units. De-processing is the checkout of vehicles at the de-processing or handoff site(s) upon arrival from production or other facilities.

The contractor shall operate a de-processing hand-off at each fielding, post, installation site, or central staging site designated to support a PM fielding. The contractor shall assure that the vehicle is ready to operate and shall adjust, repair, clean, or replace any items found discrepant or missing during the inspection of vehicles and joint inventory with the Gaining Unit. De-processing actions may include:

a) Unpackaging, filling with oil and fuel, charging batteries.

b) Removing all preservative coatings, grease, tape, and packing materials.

c) Inspecting for any damage from shipment.

d) Checkouts are to be performed in accordance with the stated procedures and include the following: review of vehicle operations, oil analysis, road testing (if applicable), and replacement of failed or discrepant components.

e) All aspects of vehicle operation are checked and verified, and all known faults are corrected to ensure vehicle is fully operational for issue.

• New Equipment Training (NET). The contractor shall furnish instructor personnel to conduct NET to meet CONUS and OCONUS requirements. The contractor shall recruit, hire, and process all instructors of the NET team. Certification of instructors maybe required. Final certification of individuals typically will be done by a board consisting of the United States Government (USG) NET manager and the contractor NET site manager.

Depending on the circumstances, the contractor shall utilize existing materials, develop and document revised training and training materials, or create new training and materials to conduct Operator New Equipment Training (OPNET) and Field Level Maintenance New Equipment Training (FLMNET). The training site manager may conduct risk analysis to identify risk, the levels of risk severity and risk mitigation measures before each training event. Much training is hands on and will include Training, Aids, Devices, Simulators, and Simulations (TADSS).

Electronic and paper-training support packages may be required to be provided for training and to the units as a stay behind training packet. Typically, the contractor will need to provide copies of instructional materials, written test(s), score sheets, practical exercise evaluation checklist(s), critique sheets, etc. prior to the start of training.
