About this file
This is a survey request document issued by the National Park Service (NPS) following a Virtual Industry Day event held on June 11, 2026, at Grand Canyon National Park. The survey seeks feedback from contractors and subcontractors interested in two related federal construction projects: the GRCA South Rim Waste Water project and the North Rim Utilities project (GRCA 318719). The deadline for survey responses is July 2, 2026, and feedback will be kept confidential within the NPS and DSC Design Team. Responses should be directed to Contracting Officer Jim Waller (james_waller@ios.doi.gov) or Contracting Specialist Kristin Tauber (Kristin_tauber@ios.doi.gov).
The survey contains two substantive questions addressing Project Labor Agreement (PLA) requirements and logistical planning. Question 1 addresses whether interested parties would be unable or unwilling to submit offers if a PLA is required, given that federal construction projects with estimated costs of $35 million or more mandate PLAs under FAR 22.505 and FAR 52.222-34. Question 2 specifically targets firms bidding on the North Rim Utilities project, requesting information on how many staff members (maximum of two) would be requested for an NPS-scheduled helicopter familiarization flight from the North Rim to Roaring Spring Pump Station. This survey serves as a pre-solicitation tool to gauge contractor capacity and identify potential barriers to participation.
