About this file
This is an Industry Day presentation for Grand Canyon National Park outlining multiple federal construction contract opportunities totaling over $200 million in magnitude. The presentation covers four major projects at North Rim and one at South Rim, all involving utilities infrastructure restoration and replacement work following the Dragon Bravo fire and general system modernization needs.
North Rim Utilities (GRCA 317819) is a Design-Bid-Build project exceeding $100 million in magnitude, using full and open competition with one firm-fixed-price contract. Anticipated solicitation is expected in August 2026 (posted for 90 days) with award in early 2027 and a 4-year performance period. Project scope includes water system improvements (Roaring Springs Pumphouse rehabilitation, raw and finished water pipelines, water treatment plant modernization with membrane filtration technology), wastewater collection system replacement, and power system upgrades including additional diesel fuel storage, standby generators, transformer replacements, overhead and underground power replacements, fiber communications upgrades, and solar power system replacement. A critical component involves two boreholes (9,260 feet long, 8-26 inch diameter) directionally drilled from North Rim to Roaring Springs using vertical directional drilling technology. Temporary WWTP (GRCA 317819) is a $5-10 million small business set-aside, Design-Bid-Build project with solicitation expected June 12, 2026, onsite pre-bid meeting June 23, 2026, and award in August 2026, performing through June 1, 2027. This project installs a temporary 90,000 gpd packaged wastewater treatment plant using Cloacina membrane bioreactor technology with two 45,000 gpd MBR treatment units. Permanent WWTP (GRCA 317819) is a $50-100 million Design-Bid-Build project with sources sought in summer 2027, solicitation in fall 2027, and award in early spring 2028, performing for 3 years. The permanent facility uses MBR technology with 127,000 gpd capacity across three building configuration and provides Class A+ reclaimed water and Class B biosolids.
North Rim Critical Utility Restoration (GRCA 352119) is valued between $1-5 million as a 100% Indian Small Business Economic Enterprises (ISBEEs) set-aside using Bureau of Indian Affairs Construction Multiple Award Contract (C-MAC), with Performance Work Statement contract documents. Solicitation is expected early July 2026 with award in late August 2026, emphasizing fall 2026 completion with final completion in spring 2027. Work includes testing and repair of electrical power distribution systems, wastewater collection system restoration, water distribution system restoration, and SCADA/communications infrastructure restoration. North Rim Heavy Equipment Facility (GRCA 353101) is anticipated at $10-50 million using Design-Build Program of Requirements methodology with one firm-fixed-price contract. Sources sought, solicitation, and award are all expected during 2027 with period of performance and procurement method to be determined. The facility requires 12-14 vehicle bays, vehicle maintenance shop with lift, welding shop, and interior conditioned space for offices and break rooms to support operation and maintenance of snow removal equipment, over-snow equipment, and heavy construction equipment.
Replace South Rim Wastewater Treatment Plant (GRCA 257282) exceeds $100 million as a Design-Bid-Build full and open competition project with one firm-fixed-price contract. Sources sought posting was completed in 2025, solicitation expected summer 2026 (posted 90 days), and award expected first quarter 2027 with approximately 36 months performance. The project replaces the 1970s WWTP with MBR technology-based treatment designed for 0.65 MGD maximum monthly flow and 1.2 MGD peak hour flow, producing Class A+ reclaimed water and Class B biosolids with small Class A composting stream. Scope includes new administration, laboratory, maintenance facilities, electrical service, emergency generator, phased construction maintaining existing plant operations, demolition of existing structures, and construction of new paved access road. ADEQ permit has been issued.
All projects will utilize Construction Management Representative Services through call orders against standing Blanket Purchase Agreements for GRCA. Contracting officers and specialists are identified for each opportunity, with questions directed in writing to the Design Support Center contracting office. All interested parties must review specific solicitation requirements posted to Notice ID 140P2026R0080.
