About this file
This document is a bid solicitation from the City of Cheyenne, Wyoming, for the surplus sale of a city-owned property known as the Cheyenne Auxiliary Pumping Station (Pump House), located at 1504 Dillon Avenue. The bid is released on September 26, 2025, with a property preview/walk-through scheduled for October 9, 2025, from 10:00 AM to 12:00 PM. Potential bidders must submit questions by October 13, 2025, and the final bid submission deadline is October 23, 2025, at 2:00 PM. The city will conduct a Zoom bid opening on the submission deadline, with subsequent review and negotiation periods running from October 23 to November 4, 2025. The final city council approval is anticipated on November 24, 2025.
The bid requires a $1,000 deposit in the form of a cashier's check, certified check, or bank money order, and bidders must provide proof of financial capacity to purchase and redevelop the property. Each bidder is required to submit documentation such as a bank letter verifying available funds or audited financial statements. The vendor questionnaire mandates bidders to outline their proposed use or redevelopment concept for the Pump House and provide detailed company information. The city reserves the right to evaluate variations from the specifications and award the bid to the highest offer that best meets their needs. Failure to submit adequate proof of funds will render the bid non-responsive.
