About this file
The document is an Invitation to Bid (E-1-26) issued by the City of Cheyenne, Wyoming, soliciting sealed bids for the purchase of the Cheyenne Auxiliary Pumping Station, a historic property located at 1504 Dillon Avenue. The property is approximately 1.00 acres (43,411 square feet) and is being sold as-is, with significant rehabilitation estimated at $4,000,000 for full redevelopment or $1,000,000 for roof replacement and mothballing. Bidders are required to submit a proposed purchase price and a redevelopment concept, along with proof of financial capacity to purchase and renovate the historic Pump House.
The bid evaluation will prioritize the bidder's ability to successfully renovate and preserve the property over the highest purchase price. Each bid must include a $1,000 deposit, and bidders will be assessed on their experience with historic renovation, understanding of preservation principles, team capacity, and proposed timeline. The City reserves the right to reject any bids and will determine the highest responsible bidder based on their demonstrated ability to complete the renovation while complying with historic preservation requirements. Successful bidders must adhere to strict preservation standards, including maintaining the exterior's eligibility for the National Register of Historic Places and following the Secretary of the Interior's Standards for the Treatment of Historic Properties.

8. Redevelopment Proposal & Evaluation. For purposes of this solicitation, highest responsible bidder does not mean only the bidder offering the highest purchase price.
Responsibility will also be evaluated based on the bidder’s ability to successfully renovate and preserve the property in compliance with applicable requirements.
a) In determining the highest responsible bidder, preference may be given to purchasers who demonstrate the knowledge, skills, and capacity necessary to complete the successful renovation of this historic property in compliance with applicable federal, state, and local preservation requirements. Relevant considerations may include:
i) Experience – Prior work on historic or comparable renovation projects, including descriptions of the scope of work performed and any preservation standards applied.
ii) Knowledge and Familiarity – Demonstrated understanding of construction management practices, architectural or engineering considerations, or preservation principles applicable to historic properties.
iii) Team Capacity – Identification of qualified professionals, contractors, or consultants available to the Purchaser who can provide specialized expertise in historic preservation, rehabilitation, or regulatory compliance.
iv) Timeline – A proposed timeline for the redevelopment process.
b) Providing information in these areas will assist in evaluating the Purchaser’s ability to complete the renovation successfully.
c) Evaluation of bids will balance purchase price with the demonstrated capacity of the
Purchaser to complete the renovation in compliance with historic preservation requirements. Demonstrated project capacity will be weighted more heavily than purchase price to ensure that the property is transferred to a purchaser with the greatest likelihood of achieving a successful preservation outcome.
i) In accordance with W.S. 15-1-112 (a), “The responsibility of the bidders shall be determined by the governing body of the city or town.”
9. Buyer and Seller Expectations
a) The purchase and sale agreement will be subject to the following terms:
i) All closing costs associated with the sale of the property, to include title work and appraisal, shall be the responsibility of the purchaser/buyer.
ii) A sample Purchase and Sale Agreement is included with this Bid for review by bidders. The successful bidder will be required to enter into a Purchase and Sale
Agreement with the City of Cheyenne, as a part of this Surplus Sale.
iii) Upon acceptance of a bid, the City will work with the buyer to complete the Purchase and Sale Agreement. The final Purchase and Sale Agreement will require approval by the Governing Body, prior to execution. Upon Governing Body approval, and
Purchase and Sale Agreement execution, the property closing can be scheduled.
10. Redevelopment Requirement
a) As a condition of sale, the purchaser shall make an honest and good-faith attempt to redevelop the Pump House consistent with the proposal submitted in their bid and in compliance with the historic preservation requirements outlined herein. If the City of
Cheyenne, in its sole discretion, determines that no substantial progress or good-faith effort toward redevelopment has occurred within a reasonable period of time following transfer of title, the City reserves the right to pursue appropriate legal remedies, including but not limited to reversion of the property to the City, enforcement of deed restrictions, or other actions necessary to protect the public interest and ensure the long-term preservation and beneficial use of the Pump House.
