STATEMENT OF WORK

FOR

436 MXS SUPPORT EQUIPMENT MAINTENANCE

Period of Performance:

Requirement will be a base and 4 option years

1. DESCRIPTION OF SERVICES:

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain and repair support equipment at 436 MXS Dover AFB, DE in a manner that will ensure continuous and safe operation. Maintenance services shall consist of preventative maintenance (PM), unscheduled maintenance, and emergency maintenance. (Contractor personnel should be available within 8 hours of notification regardless of day or hour).

1.1 Preventative Maintenance:

The scheduled maintenance will be coordinated with the 436 MXS Authorized Representative in a timely manner to ensure there is no adverse impact on the 436 MXS mission. Maintenance inspections shall be conducted quarterly and annually for the equipment listed below.

1.1.1 Statement of Work:

The contractor shall be trained, certified, and be able to provide proof of training, past performance records, and to perform maintenance (PM) on all equipment.

The following equipment will require both quarterly and annual PM inspections (labor only, and parts replacement will be paid for on an "as needed" basis):

1.2 Unscheduled Maintenance:

An Unscheduled Maintenance event is defined as a maintenance requirement that hinders mission execution and cannot be postponed to the next scheduled maintenance. The 436 MXS Authorized Representative will notify the contractor of repairs to be made and coordinate an evaluation so an accurate quote can be provided to the Government.

Upon acceptance of the quote, the contractor shall provide a qualified technician within 3 business days of notification to perform the evaluation. The contractor shall provide the Contracting Office and 436 MXS Authorized Representative with a cost estimate to include labor and materials of any repairs not covered in the scheduled maintenance CLIN. The contractor shall commence repair work only after receiving approval from the contracting officer.

All repair work shall be in accordance with prescribed technical guidance and normal commercial practices using parts specified by the manufacturer or items of equal or better quality. The contractor must notify the customer of all projected downtime and estimated time for repair.

1.2.1 Notification and Evaluation:

The 436 MXS Authorized Representative will notify the contractor of the unscheduled maintenance requirement via phone or email. The contractor shall respond within 24 hours to schedule an evaluation of the equipment. The evaluation shall include a thorough inspection of the equipment to determine the cause of the failure and the extent of the required repairs.

1.2.2 Cost Estimate Requirements:

The cost estimate shall include a detailed breakdown of all costs associated with the repair, including: labor hours and rates, a list of all required parts and their associated costs, travel expenses, and any other applicable fees. The estimate shall also include a projected completion date for the repair work.

1.3 Emergency Maintenance:

An Emergency Maintenance event is defined as a maintenance requirement that halts mission execution and cannot be postponed to the next upcoming scheduled event, which requires immediate attention. The determination of whether an event is defined as emergency maintenance or not must be made by the 436 MXS Squadron Commander (436 MXS/CC) or a person designated in writing by the 436 MXS/CC to make this determination. The 436 MXS Authorized Representative will notify the contractor of repairs to be made and coordinate an evaluation to provide a quote.

Emergency maintenance requires the contractor to provide a qualified technician to the work location within 8 hours of notification regardless of holidays listed in section 5. The contractor shall provide the 436 MXS Authorized Representative with a quote to include the labor and materials of any repairs not covered in the Scheduled Maintenance CLIN. The contractor shall commence repair work after 24 hours of receiving approval from the CO. All repair work shall be in accordance with prescribed technical guidance and normal commercial practices using parts specified by the manufacturer or items of equal or better quality.

The contractor must notify the customer of all projected downtime and estimated time for repair. The contractor shall prepare and submit a written report in accordance with para. 2.2.

1.3.1 Emergency Response Time:

The contractor shall provide a qualified technician to the work location within 8 hours of notification of an emergency maintenance event. Failure to meet this response time will result in penalties as outlined in Section 1.3.3.

1.3.2 Communication Requirements:

During an emergency maintenance event, the contractor shall maintain open communication with the 436 MXS Authorized Representative and the affected unit. The contractor shall provide regular updates on the progress of the repair work, any anticipated delays, and the projected completion date.

1.3.3 Penalties for Failure to Meet Emergency Response Time:

If the contractor fails to provide a qualified technician to the work location within 8 hours of notification of an emergency maintenance event. In addition, failure to meet the 8-hour emergency response time will be documented and will negatively impact on the contractor's performance rating in the Contractor Performance Assessment Reporting System (CPARS).

2. MAINTENANCE SERVICE: The contractor shall perform four (4) scheduled preventive maintenance visits each year.

2.1. The contractor shall perform preventive maintenance during each visit to ensure reliable and continuous safe operation. The maintenance work shall be in accordance with (IAW) commercial practices or manufacturer’s specifications, if available, and shall be intended to maintain the equipment in safe and reliable operation conditions until the next scheduled maintenance.

2.2. The contractor shall prepare and submit a written report within two-business days of the scheduled maintenance. The report shall identify each equipment, the location, maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the equipment. If repairs require work considered over and above routine maintenance work, the contractor shall notify the Contracting Office and designated MXS representative before proceeding with the repairs.

2.3 Direct Material Costs

2.3.1. Purpose: This section defines the requirements for direct material costs (parts) incurred during the performance of unscheduled and emergency maintenance services under this contract.

2.3.2. Definition of Direct Material Costs: Direct Material Costs are defined as the actual vendor invoice charges for materials used for the performance of work under this contract.

Direct material costs shall include transportation charges when such charges are included on the invoice by the vendor, as well as any discounts allowed for prompt payment and discounts or rebates for core value or salvage value that accrue to the contractor.

2.3.3. Pricing and Justification: The contractor shall provide a detailed quote for all parts and direct material costs required for each unscheduled individual or emergency maintenance event. This quote shall include a list of all parts, the vendor name, part number, and associated cost for each part, along with supporting documentation such as vendor quotes or published price lists. When questions arise concerning the cost of the materials, material costs will be based on the lowest quotes provided by the contractor from at least two different commercial vendors for the direct total cost. The Government retains the right to obtain additional quotes in questionable situations. The lowest price will be used.

2.3.4. Pre-expended Bin Materials and Supplies: Minor materials and supplies that are incidental to a job, and for which the total direct cost of any one material line item shown on the material estimate is $50.00 or less, are considered pre-expended bin materials and supplies.

Examples of pre-expended bin materials and supplies include, but are not limited to solder, lead, flux, electrical connectors, electrical tape, sandpaper, solvent, cleaners, lubricants, grease, oil, rags, mops, glue, spackling compound, joint tape, plumbers tape and compound clips, welding rods and touch up paint. Minor parts as may be required shall be provided at no additional cost to the Government. The government will cover any material expenditures beyond $50.00.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES:

3.1. Provide an overhead or indoor facility for contractors to perform inspections, servicing and/or repairs.

3.2. Provide a disposal area for all hazardous waste generated by the contractor during inspection, servicing and/or repairs.

4. HAZARDOUS MATERIAL DISPOSAL AND STAGING AREA

4.1 Disposal

The 436 MXS will provide for and dispose of the following HazMat products for the utilization of the contractor during inspections, servicing, and/or repairs of the Support Equipment System:

4.2 Storage

The Government will provide a designated space for the contractor to store tools and equipment within the facility. However, it will be up to the contractor to lock/secure these toolboxes, and the Government will not be liable for lost, stolen, or damaged equipment left on site.

5. GENERAL INFORMATION

The hours of operation are 24/7. Approval of working any time other than 0700-1900 (Monday through Friday), Saturday and Sunday will be requested 72 hours in advance and will be coordinated with 436 MXS Authorized Representative.

5.1 Base Exercises: The 436 MXS Authorized Representative will notify the contractor 72 hours prior to any upcoming exercises that may interfere with the performance of the contract.

6. SECURITY:

All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation, shall abide by all security instructions and directives of Dover AFB. The contractor is responsible for safeguarding all Government property provided for contractor use.

6.1 Personnel Security

6.1.1 Background Checks: All contractor personnel requiring unescorted access to the installation must undergo a Criminal Background Investigation (CBI). The contractor is responsible for ensuring that all personnel meet the requirements for a CBI and for providing the necessary documentation to the 436 SFS, Pass and Registration. Disqualifying factors for a CBI may include, but are not limited to, felony convictions, outstanding warrants, and a history of violence.

6.1.2 Security Training: Contractor personnel may be required to complete security awareness training as directed by 436 SFS. The contractor is responsible for ensuring that all personnel complete the required training and for maintaining records of training completion.

6.2 Facility Security

6.2.1 Access Control: The contractor shall comply with all access control procedures for the work area. This may include presenting identification badges, signing in and out of the facility, and being escorted by authorized personnel. The contractor shall not allow unauthorized personnel to enter the work area.

6.2.2 Key Control: If the contractor is provided with keys or access cards to the facility, the contractor is responsible for maintaining control of those keys or access cards. The contractor shall not duplicate keys or access cards without authorization and shall report any lost or stolen keys or access cards immediately to the 436 MXS Authorized Representative.

6.3 Information Security

6.3.1 Data Protection: The contractor shall protect all sensitive data or information in accordance with applicable laws, regulations, and agency policies. This may include encrypting data, storing data in secure locations, and limiting access to data on a need-to-know basis.

6.3.2 OPSEC Compliance: The contractor shall comply with all Operational Security (OPSEC) requirements to protect critical information from unauthorized disclosure. This may include avoiding discussions of sensitive information in public areas, securing electronic devices, and reporting any suspected security breaches to the 436 MXS Authorized Representative.

6.4 Antiterrorism:

Terrorism is defined as: The calculated use of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.

Antiterrorism: As a prelude and during performance of any contract, it is critical that the Contractor be supportive of all Department of Defense (DoD) requirements to protect personnel and their families, installations, facilities, information, and other resources from terrorist acts.

The following is a quick reference for Antiterrorism Training (AT) and applicable location/OPR:

Contractors or subcontractors possessing a Common Access Card (CAC) will complete AT Awareness Level I training IAW AFI 31-145, Antiterrorism, Standard 25, by completing the―Force Protection computer-based training (CBT) course through the MyLearning site.

This training site is available through the AF Portal at https://lms- jets.cce.af.mil/moodle. This site automatically records members completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.

Contractors or subcontractors without a CAC or who do not have access to a government Non-classified Internet Protocol Router Network (NIPRNET) computer performing construction/services on the installation will complete AT Awareness Level I training IAW AFI 31-145, Antiterrorism, Standard 25, by completing the― Force Protection computer based training (CBT) course through the Joint Knowledge Online (JKO) Learning Management System (LMS) at http://jko.jten.mil/courses/atl1/launch.html

7. RECORDS MANAGEMENT

The contractor understands that when creating, handling, and maintaining records for the Air Force, either electronic or paper, you must meet the requirements established in AFRIMS Records Disposition Schedule (RDS), AFI 33-322, Records Management Program. To meet the requirements established IAW the above-mentioned regulations, contact the Base Records Management Office (436 CS/SCXK, Bldg. 310) at 302-677-5157 for guidance and training.

8. CONTRACTOR BADGE POLICIES

All requests for contractor badges will be submitted through the 436 MXS Authorized Representative Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registrations section for approval IAW DAFBI 31-101.

As a minimum, the ORM will be submitted 10 days prior to the requested date of employment.

8.1 All contractor employees who’ll be granted unescorted access to the Installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the CBI.

8.2 Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for a badge before a new badge can be reissued.

8.3 The Base Contracting Office or 436 MXS Authorized Representative will immediately notify 436 SFS, Pass and Registration when a contractor’s employment has been terminated.

The Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial; they need to contact the Contracting Office.

9. INSTALLATION ACCESS

The contractor shall obtain personal contractor identification badges for all employees and vehicle passes for all contractors and personal vehicles requiring entry onto Dover AFB from 436 SFS, Pass and Registration, for the duration of the contract. Employees are only permitted to enter the Installation during the date and time periods indicated on their contractor badge.

9.1 Vehicle registration, proof of insurance, and a valid driver’s license must be presented for all vehicles while operating on the Installation. All vehicles entering the DAFB Main Base, Military Family Housing, or sensitive areas are subject to search. Any refusal or non-consent by an employee will result in termination of their base access and immediate confiscation of this access badge.

9.2 During Force Protection Condition (FPCON) Normal and Alpha, personnel without base-issued badges must be sponsored onto the installation.

9.3 During FPCON Bravo, Charlie, and Delta, personnel without base-issued identification shall be physically escorted onto the installation.

9.4 During Higher FPCONs (Charlie and Delta) the base will normally curtail non-essential operations/functions; access by non-essential Contract operations will be suspended at the direction of the Installation Commander.

9.5 Antiterrorism Awareness Level I Training: Contractors will comply with the training process outlined in section 6.4 prior to gaining access to the installation or renewal of their badges upon award of a new contract.

10. FLIGHTLINE DRIVING

Contractors will have to adhere to the provisions in DAFBI 13-202 if operating on the airfield.

11. SOLID AND HAZARDOUS WASTE REMOVAL:

The contractor shall dispose of all waste generated in the performance of this contract unless it is hazardous. No solid waste materials shall be placed in any trash receptacle on DAFB. If any Hazardous or Special Waste is generated, the contractor will coordinate with the 436 MXS Authorized Representative prior to disposal.

13. OPERATIONAL SECURITY (OPSEC) (Replaced with ISO Stand PWS Section 13):

13.1. Avoid revealing or discussing information/media related to work conducted on/for the installation to any persons without a valid need to know and adhere to a 100% shred policy when discarding written/printed materials.

13.2. Contractors or subcontractors possessing a Common Access Card (CAC) will complete DAF-Operations Security Awareness Training (CBT) course through the MyLearning site.

This training site is available through the AF Portal at https://lms- jets.cce.af.mil/moodle/. This site automatically records members completion of training and enables the user to print a certificate if needed by the Unit or Base Training Manager.

13.3. For contracts that require additional OPSEC measures, elevated security requirements will be conducted utilizing DD Form 254, Department of Defense Contract Security Classification Specification and appropriately annotated IAW DODM5220.22V2_AFMAN 16-1406v2, NATIONAL INDUSTRIAL SECURITY PROGRAM: INDUSTRIAL SECURITY PROCEDURES FOR GOVERNMENT ACTIVITIES. If the OPSEC block is checked on the DD Form 254, the 436th Contracting Squadron unit OPSEC coordinators shall:

Task the contractor to develop an OPSEC program plan to address how the contractor plans to protect critical and sensitive contracted information, and upon organization acceptance, implement an OPSEC program plan crafted for nature of work and operational concerns.
