Requirements Document

1. Background:

The U. S. Army Combat Capabilities Development Command Soldier Center (DEVCOM SC), Natick, MA Infantry Combat Equipment Team is seeking available laser eye protective lenses.

Specifically sought are laser lenses for commercial products listed on the Authorized Protective Eyewear List (APEL) as being compatible with the Universal Prescription Lens Carrier (UPLC).

This laser eye protection sought is an update to an existing requirement for laser eye protection.

The intent is to modernize protection to be more consistent with current laser protection and impact protection needs. This is the second laser eye protection production contract based on the new requirements. The contract leverages work previously conducted on the following three research and development contracts:

Since the research and development work concluded, the technology has been commercialized and are listed on the Army’s Authorized Protective Eyewear List (APEL).

Historically, contracts for legacy Type Classified items were competed amongst eyewear manufacturers using Government owned eyewear designs. Large quantities were procured and stored in warehouses for issue. Long storage times associated with this approach often led to a surplus of outdated product. Based on lessons learned from the past, the new procurement will be based on commercial designs, and smaller procurement quantities, with a new set of requirements for improved capability. Commercial designs will be those thoroughly tested against military requirements and approved on the Army’s Authorized Protective Eyewear List (APEL), a Qualified Product List (QPL) established for combat eye protection. As in the past, competition will be maintained for procurement purposes.

2. Requirements:

a. General Specifications:

DEVCOM SC is seeking sources with the facilities and capabilities to produce quantities of laser eye protection spectacles and goggles for the U.S. Army and USMC. Sources of interest are those that are capable of fabricating, assembling, and testing laser lenses within the continental United States using U.S. based facilities, equipment, and personnel. Laser lenses of interest are those that provide near-infrared protection, visible protection, and combinations thereof, to include protection from hazards associated with common fielded military equipment. The requirements for this are as follows:

(U) General: Laser lenses of interest are those that are currently, or soon to be, in production and that will be fabricated, assembled, and tested within the continental United States using U.S. based facilities, equipment, and personnel.

(U) International Traffic in Arms Regulations (ITAR): International Traffic in Arms Regulations (ITAR) regulations shall be adhered to when fabricating and handling laser protective lenses and associated requirements/data.

b. Specific Specifications:

(CUI) Near-Infrared (NIR) Laser Eye Protection: Lenses of interest are primarily those that provide safe levels of Laser Eye Protection for common systems fielded by the U.S. military that present NIR laser hazards to operators within the nominal ocular hazard distance (NOHD) (ie, range finders, target designators, etc). These include the AN-PEQ-16 Integrated Pointer/Illuminator and AN/PEQ- 17 Designator/Rangefinder. Laser lens designs of interest include, but are not limited to, those that:

provide protection against the following hazard wavelengths and optical densities: 820-870 nanometers (OD 4.0 or higher), and 1064 nanometers (OD

5.5 or higher) when tested with actual lasers in accordance with MIL-PRF- 31013 offer a photopic luminous transmittance of 40% or greater when the source spectral emission is that of P43 phosphor when tested in accordance with

MIL-PRF-31013

meet MIL-PRF-32432A requirements, with the following exceptions:

o have a photopic luminous transmittance of 50% or greater o though lenses are not required to meet Chromaticity and Neutrality requirements, minimal effects on color perception are desired o maintain optical density after exposure to simulated solar radiation for at least 60 hours (200 hours or more desired)

(CUI) Visible/Near-Infrared (VIS/NIR) Laser Eye Protection: Lenses of interest are primarily those that, in addition to the NIR protection described above, offer visible protection suitable for hazards associated with operation/maintenance within the Nominal Ocular Hazard Distance (NOHD) of the Green Laser Interdiction System (GLIS), Green Beam Designators, and similar systems. Laser lens designs of interest include, but are not limited to, those that:

meet the same requirements as the NIR only lens described above, and provide laser protection suitable for hazards associated with operation/maintenance within the Nominal Ocular Hazard Distance (NOHD) of the GLIS, Green Beam Designators, and similar systems, with an OD of 2.4 or greater when tested with lasers in accordance with MIL-PRF-31013 offer a (desired) photopic luminous transmittance of 10% or greater when the source spectral emission is that of the P43 phosphor when tested in accordance with MIL-PRF-31013 meet MIL-PRF-32432A requirements, with the following exceptions:

o have a photopic luminous transmittance of 12% or greater o though lenses are not required to meet Chromaticity and Neutrality requirements, minimal effects on color perception are desired o maintain optical density after exposure to simulated solar radiation for at least 60 hours (200 hours or more desired)

Lenses that provide additional levels of protection, such as added wavelengths and/or increased level of protection, over and above those described above, are also of interest

(CUI) Visible (VIS) Laser Eye Protection: Lenses of interest are primarily those that provide visible protection suitable for hazards associated with operation/maintenance within the Nominal Ocular Hazard Distance (NOHD) of the GLIS, Green Beam Designators, and similar systems. Laser lens designs of interest include, but are not limited to, those that:

provide protection suitable for hazards associated with operation/maintenance within the Nominal Ocular Hazard Distance (NOHD) of the GLIS, Green Beam Designators, and similar systems, with an OD of 2.4 or greater when tested with lasers in accordance with MIL-PRF-31013 offer a (desired) photopic luminous transmittance of 10% or greater when the source spectral emission is that of the P43 phosphor when tested in accordance with MIL-PRF-31013 meet MIL-PRF-32432A requirements, with the following exceptions:

o have a photopic luminous transmittance of 40% or greater o though lenses are not required to meet Chromaticity and Neutrality requirements, minimal effects on color perception are desired o maintain optical density after exposure to simulated solar radiation for at least 60 hours (200 hours or more desired)

Lenses that provide additional levels of protection, such as added wavelengths and/or increased level of protection, over and above those described above, are also of interest
